Reliable sourcing and import agency services.
I am a manufacturer of small home hardware products, having focused on domestic sales for three years. This year I received two trial orders from Middle East customers with a total value of less than RMB 200,000. Our company has no dedicated foreign trade team and no export business right.
Previously I asked an individual to handle customs declaration once, which not only cost nearly twice as much, but also almost delayed the shipping schedule due to incomplete documents. Now there are still twenty days left before the delivery deadline.
I am afraid of choosing the wrong agent and causing problems that would lose the customer, and also unclear about the whole process and required materials for agency export. I want to ask how to find a regular agent and operate to complete export smoothly for export products.

First, complete pre-qualification and document review. You need to organize in advance the product name, material, purpose,HS code pre-classification information, factory qualification certificates, and foreign trade order contract. The agent will first verify the export qualification and the restricted/prohibited regulatory attributes of the product, and confirm that the product meets export requirements before proceeding to the next steps.
Core nodes are connected in three steps: First, lock the cooperation mode, confirm whether it is full entrustment agency or only single customs clearance service. After signing the standard entrustment agreement, the agent will complete the whole process of booking space, customs declaration and inspection, and synchronously check the consistency of product description, declared value and document information. Second, connect customs clearance and logistics. The agent will prepare compliant declaration data in advance and submit to the customs, and confirm the space booking information with the shipping company at the same time. Third, complete the collection of foreign exchange and tax refund matters at the end.
Exception plans are clarified in advance: when encountering customs inspection, the agent will arrange a dedicated person for on-site connection, and prepare product description and qualification documents in advance, when facing space shortage, coordinate backup space solutions in advance, when encountering document information errors, make corrections and amendments immediately to avoid additional costs caused by port detention.
Compliant final landing requires meeting the requirement of four streams alignment, meaning the physical goods flow, capital flow, invoice flow and contract flow are matched. The agent will assist in completing the full set of document filing, ensuring compliance in all links of foreign exchange collection and tax refund, and synchronizing the progress according to nodes, without additional manpower input for follow-up.

Before declaring for export agency, complete pre-classification review in advance to avoid price dispute or detention caused by HS code classification errors. If the product involves regulatory documents, verify the validity of the documents in advance to ensure full consistency with declaration information. For cross-port declaration, confirm the integrated customs clearance data requirements in advance to avoid rejection due to data mismatch.
If the declaration is rejected, first check the error code in the customs receipt, correct it before re-declaring, and never delete and re-declare blindly to avoid leaving bad declaration records that will affect the enterprise's subsequent credit level. Before export declaration, prepare price certificate materials such as purchase contract and payment voucher in advance to facilitate customs price audit and avoid additional costs caused by price audit and supplementary tax.

During agency export process, select direct flight or transfer scheme in advance according to product attributes and delivery requirements, prioritize direct flight for near-ocean routes to ensure delivery, and select compliant transfer scheme according to cost budget for long-ocean routes. After locking the space booking, check the container type and seal information in advance, and confirm that the seal number is consistent with the bill of lading information after container loading.
For peak season shipments, coordinate with the shipping company to reserve backup space in advance to avoid container overload and rejection that delay delivery. Apply to the shipping company for extended free detention period in advance; full container goods usually can apply for an additional 3-7 days free detention period to reduce additional port detention costs caused by peak port congestion. Check the bill of lading information before the ship sails, and make amendments as early as possible to avoid high amendment fees that affect the consignee's customs clearance.

For entrustment agency export, select appropriate tax planning schemes according to the requirements of the destination country for export. For exports to EU regions, adopt VAT deferral mode to delay VAT payment time and optimize capital occupancy cost. For cross-border related party transaction exports, complete pricing compliance adjustment in advance to meet the tax regulatory requirements of the destination country and China, avoiding tax adjustment risks caused by being identified as profit transfer.
For non-resident customer collections, sort out the withholding tax payment requirements in advance, complete tax declaration in compliance to avoid subsequent supplementary tax and late payment fees. Tax structure adjustment must match the actual transaction mode, and must not operate illegally to reduce costs and touch compliance red lines.

Agency export foreign exchange collection can select USD or RMB settlement according to customer requirements. Using CIPS RMB cross-border settlement can shorten the arrival time and reduce exchange loss fluctuation. Before settlement, confirm the compliance requirements of foreign exchange receipt and payment; third-party agency foreign exchange receipt and payment must meet the regulatory requirements of the State Administration of Foreign Exchange (SAFE) and retain complete transaction vouchers.
For offshore account collection, complete account compliance filing in advance to avoid account freezing that leads to fund pending. For SWIFT collection, check message information to ensure that the payee information is consistent with the contract, avoiding fund delay due to message errors. For settlement, select appropriate exchange rate points to lock in returns and reduce exchange loss caused by exchange rate fluctuations.

The entrustment agreement of agency export must clarify the rights and responsibilities of both parties, mark clearly the division of responsibilities for product quality and delivery delay, avoiding subsequent disputes. For L/C payment, check the soft clauses of the L/C in advance, and coordinate with the customer to modify unreasonable document presentation requirements and restrictive clauses to avoid failure of foreign exchange collection due to soft clauses.
For export products involving intellectual property rights, complete intellectual property customs protection filing in advance to prevent goods from being detained due to infringement. If the consignee requests to provide a letter of guarantee, clarify the scope of application and responsibility boundary of the letter of guarantee to avoid unlimited liability.

After receiving the inspection order, the customs will first check the inspection items in the inspection notice to confirm whether it is X-ray inspection or manual container opening inspection. The seal number must be checked on-site to confirm consistency with declaration information, and identify the seal authenticity to avoid cargo abnormality caused by seal replacement.
Before manual container opening inspection, sort out product samples and description documents in advance, cooperate with the customs to check cargo information, do not hide cargo information additionally, and declare truthfully. If the customs requires testing and appraisal, follow the appraisal process, supplement required materials in time, shorten the appraisal time, and avoid additional costs caused by long-term port detention of goods.

Hardware export products need moisture-proof and rust-proof packaging, select appropriate cushioning materials and moisture-proof agents according to transportation duration, avoiding moisture and rust during ocean transportation that affect product quality. For hardware products with sharp angles, strengthen the packaging to avoid puncturing the packaging during transportation that leads to goods leakage and damage to other goods.
Packaging marks must be clearly printed to meet the requirements of the consignee and customs regulations. Export packaging size must match the inner diameter of the container to maximize container space utilization and reduce logistics costs. Wooden packaging must meet the fumigation requirements of the destination country to avoid goods detention due to non-compliant packaging.

Agency export tax refund must ensure four streams alignment, that is, the physical goods flow, capital flow, invoice flow and contract flow are completely matched, avoiding tax refund failure caused by inconsistent four streams. Before tax refund declaration, complete pre-declaration verification, check the consistency of declaration data and document information, correct errors in time, avoid delaying tax refund timeliness after formal declaration rejection.
Upon receiving the tax letter inquiry, provide corresponding materials in time according to requirements, cooperate with completing the letter inquiry investigation, and ensure smooth passage of the letter inquiry. After tax refund is completed, organize the full set of documents for filing according to requirements, with retention period not less than the specified years, to respond to subsequent tax inspections, avoiding tax refund being recovered due to missing documents.

For small-volume trial order exports, select LCL agency export mode to reduce unit logistics cost, which is more cost-effective than FCL export. For long-term exports, optimize the supply chain structure, link agency services with inventory management, and prepare goods in advance at the port warehouse according to overseas order requirements to shorten the delivery response time.
Adjust trade terms according to the needs of both buyer and seller; when converting FOB to CIF, lock in logistics and insurance costs at the same time to avoid subsequent cost fluctuation. For long-term cooperation, establish a dynamic cost actuarial model, calculate the comprehensive cost for each export order in advance, clarify the profit margin, adjust the quotation strategy, and improve the overall export income.
