I am the tax handler of a small foreign trade enterprise with an annual export volume of about 12 million. I used to entrust an accounting agency to handle export tax refunds for the past two years. This year I just took over the operation of the new version of the electronic tax bureau tax refund declaration system, and have been stuck at the exchange rate configuration link for three days.

I have 17 batches of orders shipped to Southeast Asia in March this year, settled in both US dollars and Thai baht. After several attempts to fill in, the system either prompts that the logic does not conform to the customs declaration data, or the pre-declaration directly triggers an abnormal warning.

As the monthly tax refund declaration deadline is approaching, I have no idea what rules to follow to fill in the exchange rate configuration, and whether wrong filling will directly affect the arrival of this batch of tax refunds. I am extremely anxious now.

Complete the pre-document audit first. You need to export all the export dates of the customs declarations to be declared, and match the RMB central parity rate announced by the People's Bank of China on the first working day of the month corresponding to each export date one by one. The 2026 new version of the tax refund system has canceled the flexible permission for enterprises to select the exchange rate time point on their own. All currency conversions must uniformly adopt the officially announced central parity standard, and floating exchange rates from third-party platforms or special settlement exchange rates agreed by enterprises themselves are not allowed.

Enter the core node connection link. After opening the system exchange rate configuration module, add configuration entries by currency category first, select "central parity rate of the period to which the customs declaration export date belongs" as the conversion basis, and associate the export currency field of the customs declaration one by one. Do not manually enter the converted RMB FOB price directly, the system will automatically complete the exchange logic verification. Please note that all exchange rates of the same currency in the same reporting period must be completely consistent, and it is not allowed to use two different exchange rates for the same currency in the same month.

Abnormal plan part: If you have previously filled in the wrong exchange rate by mistake and triggered a warning, directly initiate data withdrawal on the pre-declaration interface, clear all original wrong exchange rate configuration entries, then re-import the pre-sorted full-currency central parity comparison table. Do not modify directly on the original wrong data,to avoid leaving abnormal operation logs in the system and being marked as a high-risk declaration record.

Final compliance implementation link: After completing the configuration, run pre-declaration self-inspection first, focus on checking the "exchange rate logic matching degree" indicator in the self-inspection feedback. After the indicator reaches 100%,submit the formal declaration. After the whole set of operations is completed, archive the screenshot of the PBOC exchange rate central parity of the corresponding month. You can directly submit it as supporting documents in case of subsequent tax verification letters, which will not affect the normal arrival of tax refunds at all.

The filling caliber of exchange rate configuration must fully correspond to the transaction currency specified in the customs declaration. Low-level errors such as declaring US dollars in the customs declaration but using the euro central parity rate for exchange rate configuration are not allowed. If the total transaction price declared in the customs declaration is FOB price, the converted RMB value after exchange rate conversion must fully match the tax calculation base marked in the remarks column of the customs declaration.

If the difference between the two exceeds the 0.5% error tolerance threshold allowed by the declaration system, the system will directly push a declaration rejection notice. You need to go to the Single Window to modify the tax calculation remark field of the customs declaration first, cancel the original declaration and re-declare, then go back to the tax refund system to reconfigure the exchange rate. Do not forcibly submit declaration data that does not conform to the logic, to avoid being marked as a high-risk declaration entity and affecting the tax refund audit efficiency of all subsequent batches.

Under the scenario where multiple LCL export batches are consolidated under one bill of lading, when you split the customs declaration data, the exchange rate configuration must uniformly adopt the exchange rate of the period to which the earliest export date marked on the bill of lading belongs. Do not convert the exchange rate separately according to different shipment dates of each batch of goods after splitting, to avoid excessive exchange rate difference between different customs declarations corresponding to the same batch of bill of lading.

If the customs declaration export date is later than the actual shipment date due to temporary port change by the shipping company, you need to keep the port change statement issued by the shipping company, and submit it together for explanation when encountering subsequent exchange rate verification exceptions, which will not be judged as declaration violation. Meanwhile, make sure that the currency of the goods value marked on all bills of lading is completely consistent with that of the customs declaration, no mismatch such as marking RMB on the bill of lading but US dollars on the customs declaration is allowed.

For export orders declared under the VAT deferral mode, the conversion time point of exchange rate configuration must fully match the exchange rate of the issue date of the input invoice when you conduct input tax credit. Mismatch that converts input invoice according to the exchange rate on invoice issue date but converts export FOB price according to the exchange rate on export date is not allowed.

The exchange difference between the two can be recorded in the exchange gain or loss account under financial expenses, no input tax transfer-out treatment is required. Please note that for export orders under related party transactions, the pricing after exchange rate conversion must not deviate significantly from the average pricing of non-related party transactions in the same period, otherwise it will trigger anti-tax avoidance inspection, requiring you to provide complete pricing supporting materials and slow down the overall progress of tax refund.

The conversion exchange rate you use for exchange rate configuration must fall within a reasonable difference range with the foreign exchange collection exchange rate filled in the foreign exchange declaration system. If the difference between the two exceeds 3%, the verification link of SWIFT messages will directly trigger an abnormal warning, requiring you to provide corresponding exchange statement materials. For orders settled through CIPS cross-border RMB payment, no additional exchange rate conversion is required, you can fill in the RMB goods value directly.

Do not repeatedly fill in the conversion exchange rate in the exchange rate configuration module, to avoid the problem of falsely high goods value caused by repeated conversion. For orders with foreign exchange received through offshore accounts, you need to carry out accounts balancing treatment for the difference between the actual exchange rate marked on the foreign exchange settlement memo and the declared central parity rate, to ensure that the foreign exchange collection data and declaration data are completely matched.

If there are special clauses of fixed settlement exchange rate clearly stipulated in the trade contract, you can separately copy the corresponding contract clause page and keep it as supporting material for the difference between the exchange rate configuration and the general central parity rate. If the customer issues a letter of credit marked with special settlement exchange rate, do not fill in according to the exchange rate marked on the letter of credit directly.

Communicate with the competent tax authority in advance and submit a copy of the letter of credit, and conduct exchange rate configuration after obtaining the approval receipt, to avoid subsequent compliance disputes. All supplementary agreements related to exchange rate must be affixed with the official seals of both the buyer and the seller, oral agreed exchange rate statements are not allowed as they have no legal compliance effect.

If the subsequent on-site sampling inspection by customs finds that the difference between the estimated actual goods value of the extracted goods and the declared goods value after your exchange rate conversion is too large, the customs will directly initiate the price verification procedure, requiring you to provide a full set of pricing supporting materials.

After completing the exchange rate configuration, you need to compare the converted goods value with the average declared customs value of the same category of goods in the same period in advance, control the difference within a reasonable range, to avoid triggering the price verification warning of on-site inspection. If you receive an inspection notice, you need to print the calculation statement of exchange rate configuration in advance, and cooperate with the inquiry of on-site customs officers, no inconsistent statement of goods value is allowed.

For orders involving dangerous goods export, the total goods value filled in during the MSDS filing link is the original goods value in corresponding currency. When you conduct exchange rate configuration conversion, you need to ensure that the converted RMB goods value logically matches the goods value filed in MSDS. The situation that the converted goods value is far higher than the filed goods value is not allowed.

If the surcharge for special customized packaging is separately listed in the incidental fee column of the customs declaration, the exchange rate corresponding to the incidental fee must be consistent with the exchange rate of the main goods value. Do not use the exchange rate of different time points separately to convert the incidental fee, to avoid verification error of abnormal incidental fee goods value logic.

All data of exchange rate configuration must meet the verification requirements of four-stream consistency. The currency information on customs declaration, input invoice, foreign exchange collection memo and logistics documents must be completely matched, and the basis for conversion exchange rate must be unified.

If you supplement and declare previously omitted export orders across months, you need to use the exchange rate configuration of the corresponding export month, not use the new exchange rate of the declaration month to retroactively convert the goods value of old orders. After completing the declaration, you need to put the corresponding calculation sheet of exchange rate configuration into the document filing folder separately, so that you can submit it directly when encountering subsequent tax verification letters, greatly shorten the verification cycle of the verification letter, and avoid long-term suspended tax refund.

When you build the cost precision calculation model in the follow-up, you can embed the central parity rate at the beginning of each month into the export quotation system in advance, lock the benchmark value of exchange rate conversion in advance, and avoid the chaos of temporarily looking for the exchange rate during subsequent declaration. The goods value conversion logic under different trade terms must be unified.

The exchange rate configuration of FOB price, CIF price and CFR price must all correspond to the central parity rate of the same time point. Different conversion exchange rates shall not be adopted just because of different trade terms. You can set up a unified control node for exchange rate configuration separately in the supply chain architecture, and complete the exchange rate conversion of all orders before entering the tax refund declaration link, which greatly reduces the probability of filling errors.
