I am the business manager who recently obtained the factory's self-operated export rights. Previously, we sold directly to trading companies for shipment, but now I plan to handle overseas orders myself. I am looking for an export trade agency to manage customs clearance, tax rebates, and foreign exchange settlement.
I consulted three or four companies, and the quotes differed by nearly double. Some claim to charge only an agency fee, while others require various additional service fees. I cannot distinguish which fees are legitimate and which are hidden charges.
I currently have three trial orders to ship. I am worried about making the wrong choice and wasting money, or being lured by low prices only to face arbitrary charges that ultimately result in deductions from my tax rebate. I want to clarify exactly how export trade agency companies charge in 2026, what the common charging models and items are, and how to select a service without falling into traps.

In 2026,the mainstream charging models in the export agency industry are divided into two types: charging based on a percentage of cargo value, and fixed charging per shipment. Under the traditional model, many small agencies attract clients with agency fees far below market rates, then collect additional surcharges under names such as document amendment fees, expedite fees, and document service fees. They may even withhold tax rebate interest subsidies. While appearing cheap, this actually increases the comprehensive cost by 15%-40% and triggers issues like tax rebate delays and account suspensions, bringing additional risks to the export business.
Charging based on cargo value is suitable for orders with high value and small batch sizes. The current industry standard rate ranges between 0.5% and 1%. Legitimate agencies with transparent pricing include the full process of customs clearance, foreign exchange settlement, and tax rebates in the basic agency fee, without adding unnecessary surcharges.
Fixed charging per shipment is suitable for orders with low value and large batch sizes. The current industry price per shipment is usually between 800 and 1500 RMB. The comprehensive cost is more controllable and will not fluctuate due to changes in cargo value.
It is necessary to perform a dynamic cost-benefit calculation based on the average value per shipment and monthly export frequency. If the monthly export value exceeds 1 million RMB,tiered rates can be negotiated. All charging items must be clearly marked in the contract, and liability clauses for hidden charges should be agreed upon. This will avoid the majority of arbitrary charging traps.

Export agency fees are linked to special requirements in the customs clearance process. If goods require special operations such as price verification and negotiation, deletion and re-submission, or secondary declaration, most agencies will charge a separate operation service fee, usually ranging from 200 to 1000 RMB.
Confirming in advance whether there is a risk of price disputes and writing special operation fees into the contract can avoid temporary price hikes. Most legitimate agencies include routine customs clearance operations in the basic agency fee and only charge extra for non-routine operations. Before signing, it is necessary to clearly distinguish the definition of routine versus special operations.

Where the export agency involves logistics agency operations, fees are distinguished based on links such as booking, trailer trucking, and bill of lading switching. If the all-inclusive mode is selected, the agency obtains the shipping company's contract rate, which is generally 5%-10% lower than the cargo owner booking directly.
If only customs clearance and foreign exchange collection/payment are required from the agency, and logistics are handled by the cargo owner, no logistics-related fees will be charged. In case of abnormalities such as port changes or container rollings, additional expenses are reimbursed based on actual costs. Requiring the agency to provide the shipping company's official payment bill can avoid price markups.

For export business involving VAT deferment or destination country tax agency, most agencies charge an additional tax service fee annually or per shipment. Annual fees usually range from 3000 to 12000 RMB, while per-shipment fees are 0.1%-0.3% of the cargo value.
If only domestic export tax rebate operations are involved, conventional agencies include the tax rebate operation in the basic agency fee and do not charge separately. Additional service fees are charged only when handling special circumstances such as abnormal tax function verifications.

In the cross-border payment and settlement link, if CIPS RMB settlement or offshore account reconciliation is required, some agencies will charge a spread or reconciliation service fee, usually 0.05%-0.1% of the settlement amount.
Legitimate agencies with transparent pricing will publicize the spread standard in advance and will not secretly mark up prices. If using conventional USD settlement, most agencies include the settlement operation in the basic agency fee and do not charge extra.

For additional services such as Letter of Credit review, guarantee issuance, and intellectual property filing, the export agency will charge legal service fees per time or per project.
Single L/C review fees range from 300 to 800 RMB, while IP filing service fees usually range from 1000 to 2000 RMB. If only routine trade contract review is needed, most agencies include this service in the basic agency fee, requiring no extra payment.

If goods encounter customs inspection during export, expenses such as container destuffing fees, inspection service fees, and sample submission fees are reimbursed based on actual costs. Legitimate agencies will directly provide the official port charging bill without markup.
Some agencies include basic inspection coordination services in the agency fee and only collect official costs reimbursed by actuals. A few unscrupulous agencies may charge extra so-called relationship fees, which are non-compliant charges and can be refused directly.

For special goods such as dangerous goods and oversized items, the agency is required to provide services like packaging compliance review and MSDS preparation, for which an additional technical service fee will be charged. MSDS preparation fees usually range from 500 to 1500 RMB, while UN packaging compliance review fees are charged per shipment, ranging from 300 to 1000 RMB.
If the cargo owner has already prepared compliant packaging and appraisal documents, no extra fees will be charged. Before signing, the additional charging standards for special goods goods must be clarified.

Export tax rebate operations are mostly included in the basic agency fee and are not charged separately. However, if special operations such as handling historical tax rebate anomalies, cross-region function verifications, or document re-entry are required, an additional anomaly handling service fee will be charged, ranging from 500 to 2000 RMB.
Legitimate agencies require consistency of the four flows and will not charge non-compliant fees such as tax rebate advance service fees. Encountering such fees requires vigilance regarding compliance risks.

Enterprises with long-term stable exports can negotiate tiered charging schemes with the agency. The larger the export volume, the lower the rate per shipment or cargo value. Enterprises with an annual export value exceeding 5 million RMB can negotiate a cargo value rate below 0.3%, which is more cost-effective than fixed charging.
Based on the annual export plan, the total annual cost of different charging models can be calculated to select the suitable scheme. Annual excess rebates can also be agreed upon to further reduce comprehensive export costs.
