We are a domestic factory producing large stainless steel industrial water storage tanks. We have just received an export order for 12 sets of customized water tanks from a Southeast Asian customer. We have only been engaged in domestic sales before, and this is our first export order, so we are completely unfamiliar with the rules and procedures of export operations.
We previously consulted two small agencies, but their statements on the process were contradictory: one moment they said we need to supplement special declarations, the next moment they said we were short of documents. Now there are less than two weeks left before the booking cutoff time.
I am afraid that wrong procedures will delay the shipping schedule and we will have to pay the customer liquidated damages, so I am very anxious. I would like to ask how to specifically operate when finding an agent for water tank export, what materials our factory needs to prepare in advance for cooperation, and whether there are any risk pitfalls that we must avoid.

The first step of water tank export agency operation is preliminary document and qualification review. It is necessary to confirm the factory's import and export operation qualification in advance. If there is no such qualification, the agency will complete the filing and use the agency's qualification. At the same time, check the product information of the water tank. Large industrial water storage tanks are not dangerous goods, but basic documents such as product manuals, material test reports, contracts, invoices, and packing lists need to be prepared in advance. If the destination country of export has special certification requirements,it is necessary to assist in handling the corresponding certification documents in advance,to avoid delaying the shipping schedule due to supplementary materials after departure.
Next is the connection of core nodes. The agency will match the corresponding shipping space and container type according to the size of the water tank in advance. Most large water tanks need flat rack containers or open top containers. The agency will lock the shipping space with the shipping company in advance to avoid space shortage and container rolling. After packing is completed, the agency will enter the customs declaration information in advance, compare the consistency of document information and actual cargo information, and initiate the declaration after confirming no errors. It will follow up the cutoff time synchronously throughout the process, and complete the customs declaration pre-inspection in advance.
In terms of exception plans,if customs inspection is encountered, the agency will prepare a full set of product qualification documents in advance to cooperate with the inspection. If there is a container loading abnormality due to size problems,it will adjust the container type or split the packing plan in advance. If the destination country's customs has special requirements,it will supplement the declaration documents in advance to avoid customs seizure.
Finally is the compliance implementation. After customs clearance and shipment, the agency will sort out a full set of tax refund documents, assist in handling export tax refund, follow up the foreign exchange receipt and settlement process, and complete the closed-loop operation of the entire export. The factory only needs to cooperate and provide corresponding product materials according to the nodes.

In the customs declaration link of water tank export, it is necessary to confirm the commodity code classification in advance. Most stainless steel water storage tanks are classified under the code starting with 8419, and some small vehicle-mounted water tanks are classified under other codes. Wrong code will lead to abnormal price verification or document deletion and re-declaration. It is necessary to provide the description of the function, material and purpose of the water tank in advance to cooperate with the classification confirmation.
If there is a dispute over classification, prepare product design drawings and function description documents in advance to facilitate customs price verification and classification confirmation. For orders exported to Southeast Asia, the certificate of origin needs to be prepared in advance, with which customers in the destination country can enjoy tariff preferences. The information on the certificate of origin must be completely consistent with the customs declaration form, to avoid errors and omissions in product name and quantity, which will cause customers to be unable to clear customs and pick up goods.

For the export of large industrial water tanks, most single-piece sizes exceed the internal space of ordinary containers. It is necessary to measure the length, width, height and gross weight of the water tank in advance to match the corresponding container type: choose open top containers for those with a height of more than 2.6 meters, and choose flat rack containers for those with a weight exceeding the load limit of ordinary containers.
For overweight goods, it is also necessary to apply for approval from the shipping company in advance and confirm the lifting capacity of the wharf. Booking should lock the shipping space about 10 days in advance. Some ports on Southeast Asian routes are prone to space shortage in peak seasons.
Locking in advance can avoid additional reallocation costs caused by container rolling. The free storage period at the port of shipment and the free detention period at the port of destination need to be applied for in advance, to avoid high container detention charges and port detention charges caused by delayed customs clearance.

Water tank export can enjoy the export tax refund policy. If the factory does not have independent export qualification, it can handle tax refund through the agency's value-added tax general taxpayer qualification. At the tax level, it is necessary to ensure the consistency of four streams: cargo flow, capital flow, invoice flow and contract flow.
For business exported to Southeast Asia, the VAT deferral mode can be selected to help customers defer VAT payment in the destination country and relieve the pressure of customer's capital occupation. VAT deferral requires confirming the policy requirements of the destination country in advance and handling the filing in compliance, to avoid tax violations. If there are cross-border related transactions, it is necessary to determine the transaction pricing in advance, conform to the arm's length principle, and avoid tax investigations related to base erosion.

In the foreign exchange receipt link of water tank export, you can choose CIPS cross-border RMB payment or SWIFT US dollar settlement. It is necessary to confirm the compliance of the foreign exchange receipt path in advance, to avoid receiving remittances of unknown origin, which will cause abnormal foreign exchange settlement.
If the customer chooses to pay through an offshore account, it is necessary to complete the fund declaration in advance, comply with the compliance requirements of the State Administration of Foreign Exchange for foreign exchange receipt and payment, and avoid pending foreign exchange settlement. Cross-border RMB payment can avoid the risk of exchange rate fluctuation.
In recent years, many customers in Southeast Asia have begun to choose RMB settlement. You can confirm the settlement method with the customer in advance, complete the compliance declaration as required, and ensure that the funds are received and settled smoothly.

When encountering on-site customs inspection for exported water tanks, sort out the full set of documents in advance and place them in an easily accessible position for the inspection personnel to check. For the unpacking inspection of large water tanks, it is necessary to contact the lifting equipment in advance, cooperate with the inspection personnel to complete the unpacking inspection, and verify that the product name, quantity and material are consistent with the declared information.
If the customs requires material inspection, prepare the material test report issued by the factory in advance, cooperate with the customs to complete the inspection process, and speed up the inspection and release speed. Before shipment, check the integrity of the seal. If the seal is damaged, apply for replacement of the seal in time to avoid the risk of cargo loss during transportation.

Long-distance sea transportation of exported water tanks requires moisture-proof and rust-proof packaging. Although stainless steel tanks are rust-proof themselves, they are prone to rust when exposed to sea fog during transportation. It is necessary to apply anti-rust oil on the surface, wrap moisture-proof plastic film, and fix and reinforce the bottom, to avoid bumping and shifting during sea transportation, which will cause tank deformation or container damage.
If the water tank has detachable parts, they need to be packed separately, and each part shall be marked to facilitate the customer's assembly at the destination. Wooden packaging shall be subject to IPPC fumigation heat treatment, and fumigation certificate shall be provided to avoid the destination country's customs detaining the goods due to unqualified packaging. The corresponding MSDS shall be prepared as required and provided to the customs and shipping company along with the goods, clarifying that the goods are not dangerous goods, to speed up the customs clearance process.
