I'm a small and medium-sized exporter of household consumer goods in the Pearl River Delta. This year, I just expanded my B-end bulk export business. The first three trial orders were handled by myself—finding a truck fleet and declaring customs.

Either the export tax refund application documents were wrong, leading to a delay of more than three months, or the HS code classification in the customs declaration was incorrect, almost resulting in customs detention. I've paid the customer port delay fees twice, losing nearly 20,000 yuan in total. Now I want to find a professional export agency to take over the whole process, but after asking five or six agencies, the quotes differ by almost double.

Small agencies offer low prices but can't provide complete qualification documents, while large agencies have high starting fees and are unwilling to accept my small order volume. I don't know from which dimensions to screen, how to judge which one is really reliable, whether there are hidden charges, and how to find the right agency for export trade.

The most common mistakes in finding export agencies in the industry: most sellers fall into three traps—only looking at quotes without verifying qualifications, only asking total fees without inquiring about hidden charges, and choosing personal affiliated agencies for convenience. Many new exporters, due to small order volume and limited budget, are easily attracted by low prices and ignore the verification of qualifications and compliance capabilities.

These mistakes will trigger a series of chain negative reactions: small agencies without compliant qualifications are prone to issues like wrong customs classification and non-compliant document preparation, directly leading to customs detention and port delays, resulting in high container detention fees and customer liquidated damages. If there is inconsistency between the four flows (cash flow, goods flow, document flow, and tax flow),it will also affect the normal release of export tax refunds, and in severe cases, trigger tax audits, leaving a permanent compliance stain on the enterprise.

Step 1: First verify the agency's import and export operation qualification and a 10-year continuous record of no violations, directly eliminating non-compliant small entities. This is the core physical risk isolation method.

Step 2: Require the agency to list all charging items and sign a fixed-price service contract,pre-agree on the charging rules beyond the agreed scope, avoiding hidden charge traps from the source.

Step 3: Require the agency to provide export operation cases for the corresponding category, confirm that it has experience in exporting the same category, avoiding operational errors due to unfamiliarity with the category.

Exclusive stop-loss tip: If you have already cooperated with a non-compliant agency, you should handle the document subject change as soon as possible, file with customs and tax authorities in advance to avoid the impact of original operational errors on subsequent new orders, and keep all operation communication records to facilitate traceability and accountability if problems arise later.

You can query the agency's customs declaration filing qualification through the China International Trade Single Window to confirm whether it has violation penalty records. Agencies with high customs declaration error rates will have their enterprise credit rating lowered, directly reducing overall clearance efficiency. You should also confirm whether the agency supports national port customs clearance linkage.

If your goods are exported from different ports, the agency needs to coordinate the declaration rules of different ports to avoid declaration errors due to port rule differences. Additionally, confirm whether the agency is familiar with the latest 2026 customs classification rules—many new category codes have been adjusted, and wrong classification will directly trigger price review disputes, delay clearance time, or even lead to cargo detention.

Confirm the agency's logistics network coverage, as well as its cooperation level with shipping companies and airlines—whether it can obtain stable cargo space and preferential freight rates, and whether it can provide full cargo rights control services to avoid the risk of cargo rights loss. Ask clearly about the agreement on container detention fees and free storage period in advance.

Many bad agencies will hide the free storage period given by shipping companies, eventually making the cargo owner bear additional port delay fees. For transit goods, confirm whether the agency has an emergency plan for port change. In case of sudden situations like destination port control, it can adjust the transport route in time to reduce unnecessary losses.

Confirm whether the agency has cross-border tax planning capabilities. For goods exported to Europe, North America and other regions, can the agency handle VAT deferment to help save capital occupation costs, optimize cross-border tax structure, avoid tax base erosion risks, and reduce non-resident enterprise withholding tax expenses?

Also confirm whether the agency can help sort out cross-border related transaction pricing to meet the compliance requirements of the target country's tax authorities and avoid being subject to anti-tax avoidance investigations. Many low-price agencies only provide basic customs declaration services and do not cover tax planning. The additional tax costs borne by the cargo owner in the end are far higher than the service fees paid to professional agencies.

Confirm the agency's compliance operation ability for foreign exchange collection and payment—whether it supports CIPS RMB cross-border payment, can help optimize the timing of foreign exchange purchase and settlement to reduce exchange difference losses. Also confirm whether the agency is familiar with the current compliance requirements of the State Administration of Foreign Exchange (SAFE), can standardize settlement accounting to avoid abnormal foreign exchange collection suspension and SAFE inspections.

Confirm whether the agency can assist in offshore account collection and payment management, correctly fill in SWIFT message information to avoid fund interception due to wrong message information, which delays normal capital turnover and affects subsequent order operations.

Confirm whether the agency can assist in reviewing trade contract terms, identify soft clauses in letters of credit, and pre-set force majeure clauses as a safety net to avoid lack of exemption basis in case of sudden situations. Can it assist in handling legal documents related to cargo rights transfer, issue compliant guarantees, and assist in filing for customs protection of intellectual property rights to avoid cargo detention by customs due to intellectual property disputes?

Also confirm that the service agreement clearly divides the responsibilities of both parties, and the agency's compensation scope is clear when losses are caused by operational errors, so as to avoid being unable to find the responsible party and bearing all losses yourself.

Confirm whether the agency has on-site staff stationed at ports. When customs inspection occurs, can they arrive at the scene immediately to handle the issue, be familiar with seal authenticity identification and unpacking inspection procedures, correctly interpret inspection notices, and assist customs in completing the inspection process to reduce time lost due to inspection?

If sample inspection and identification are involved, can the agency quickly connect with official testing institutions to speed up the issuance of test reports and avoid high additional fees due to long-term cargo storage at the port? Many small agencies do not have dedicated on-site staff; when inspection occurs, they entrust third parties to handle it, leading to information transmission delays and easily missing the optimal processing time.

Confirm the agency's compliance ability in export tax refund operations—whether it can standardize document filing to meet the verification requirements of four-flow consistency, complete pre-declaration verification in advance to avoid delaying the tax refund process due to basic document errors.

Also confirm whether the agency can independently handle tax correspondence, prepare compliant materials as required to ensure smooth passage of correspondence and obtain tax refunds. Confirm whether the agency is familiar with the latest tax refund declaration rules to avoid cross-month declaration errors that lead to failure to process tax refunds normally and cause capital occupation losses.

Match the agency's capability with your own business scale and order volume. Although large agencies have complete qualifications, their service priority for small-order sellers is low and the fee threshold is high.

Small agencies have low quotes but often lack sufficient capability to deal with sudden abnormal situations. The agency should also help you optimize trade terms, convert CIF/FOB trade terms according to your actual needs, do a full-link cost calculation with clear costs at each link, and adjust the supply chain plan according to your shipping rhythm to reduce unnecessary inventory capital occupation.
