I am a manufacturing enterprise that has just transitioned to cross-border supply. We previously only did domestic sales. This year, we received three large orders from Southeast Asia, and the counterparty requires us to follow the formal export process.

We do not have our own import and export rights, nor a professional foreign trade operation team. We tried a small agency once before, but missed filling in customs declaration documents, almost got detained, and also spent over 8,000 yuan in container detention fees.

Now we are uncertain about finding an export agent, do not know how to operate the entire process, which links are prone to problems, how to choose a reliable agent, how to stay compliant throughout the process without pitfalls, how to control costs and successfully obtain export tax rebates. We want to ask how to operate specifically?

The core of the entire export agent process starts with document review. The pre-audit link needs to check the consignor's cargo details, sales contracts, commodity inspection documents and other basic materials. Focus on verifying the accuracy of commodity code classification to avoid subsequent price review and detention issues caused by incorrect classification.

Core node connection is divided into four parts: First, sign the agency agreement to clarify the rights and obligations of both parties, ownership of goods, and division of tax rebate proceeds. Second,in the booking and customs declaration link, the agency connects with the shipping company and customs, submits declaration data in advance, and checks the manifest information. Third,in the foreign exchange collection and settlement link, complete fund write-off in accordance with regulatory requirements. Finally,in the tax rebate declaration link, compile complete filing documents and submit them to the tax authority.

Exception plans need to cover three common situations in advance: First,if document information is incorrect, reserve a 1-2 day buffer period for document amendment, and communicate the document amendment process with the port customs in advance. Second,in case of inspection, prepare proof of goods ownership and product description materials in advance, and cooperate with on-site inspection. Third,in case of delayed foreign exchange collection, complete the deferred foreign exchange collection filing in advance to avoid affecting tax rebate qualifications.

The final compliance implementation needs to meet the verification requirements of four streams consistency. All transaction documents, capital flow, goods flow direction, and invoice information must be corresponding. The agency shall retain filing documents throughout the process, conduct regular self-inspections of compliance, ensure the entire export process meets the latest foreign trade regulatory requirements in 2026,and help the consignor successfully obtain tax rebates and complete the entire export process.

Incorrect commodity code classification is the most common problem in the export agent customs declaration link. Some small agencies arbitrarily select low-tax codes to speed up customs clearance, which easily triggers customs price review disputes, and in serious cases, it is directly judged as false declaration and recorded in the enterprise's credit file. When dealing with such problems, it is necessary to prepare product manuals, composition parameters, and function descriptions in advance.

For price review disputes, provide real sales contracts and payment vouchers to prove the authenticity of transaction prices. Relying on the national integrated customs clearance mechanism, in case of document deletion and re-declaration, you can directly submit modification applications at the original declaration port without transferring the venue. As long as the supplementary materials meet the logical closed-loop requirements, the document amendment can be completed within 3 working days, which will not have a significant impact on the subsequent export process.

The core requirement of the export tax rebate link is to meet the verification standards of four streams consistency. All materials need to complete document filing on time. The materials that the agency needs to retain include export cargo customs declaration, sales contract, bill of lading, packing list, and foreign exchange collection voucher.

In case of tax bureau inquiry, prepare all corresponding transaction flow vouchers in advance to explain the rationality of capital flow and avoid being judged as capital backflow that affects tax rebate qualifications. Cross-month declarations need to complete pre-declaration verification before the end of the declaration period, confirm that the data is correct before submitting formally.

Foreign exchange collection write-off needs to be completed before the April declaration period of the next year after the export of goods. Overdue write-off will lose the tax rebate policy, and only tax exemption declaration can be made, resulting in loss of tax rebate proceeds.

Additional costs in the logistics link of export agent operations mostly come from container rolling, container detention fees, and port detention fees. During peak season with overbooked space, it is necessary to reserve space with the shipping company in advance, lock the space before arranging trailer pickup, to avoid additional trailer fees and ship modification fees caused by temporary container rolling.

For different route selection schemes, direct shipping has high freight rates but fast timeliness, suitable for urgent orders; transit schemes have low freight rates, suitable for bulk goods with low timeliness requirements. You can flexibly choose according to the timeliness requirements of orders.

In case of port modification needs, notify the shipping company to modify the bill of lading information 72 hours in advance to avoid port modification fines. Reasonably apply for extended free storage periods and free container periods, which can effectively reduce additional expenses from port detention and container detention.

Cross-border receipt and payment of foreign exchange links need to strictly comply with foreign exchange regulatory requirements. Currently, the scope of cross-border RMB settlement continues to expand in 2026. Using CIPS (Cross-Border Interbank Payment System) RMB cross-border payment can avoid exchange rate fluctuation risks and reduce exchange difference losses.

Foreign exchange settlement and reconciliation need to be declared according to the actual transaction amount. Do not split transactions to avoid declaration. Offshore account management needs to complete stock information declaration on time, cooperate with banks to complete due diligence, and avoid account freezing that affects foreign exchange collection.

SWIFT (Society for Worldwide Interbank Financial Telecommunication) messages need to verify that the payee information and transaction remarks are consistent with export transactions. Incorrect remark information will lead to blocked foreign exchange settlement and affect foreign exchange collection timeliness.

The export agent agreement needs to clearly stipulate the ownership of goods. For orders with L/C payment, review the L/C terms in advance to exclude soft clauses, such as clauses requiring the consignee to issue customer inspection certificates for negotiation. Such clauses are easily exploited for malicious delayed payment.

In case of force majeure events, the responsibility division needs to be agreed in advance in the agreement, and official force majeure certificates shall be retained to avoid subsequent breach of contract claims. For goods involving intellectual property rights, complete intellectual property customs protection filing in advance to avoid goods being detained by customs and triggering infringement disputes.

When encountering on-site customs inspection, first verify the authenticity of the seal and check whether the seal number is consistent with that marked on the customs declaration. If the seal is damaged or the number is inconsistent, explain the situation to customs immediately and re-seal.

Before unpacking inspection, prepare the cargo packing list in advance, stack goods according to the packing order to facilitate customs inspection and shorten inspection time. If sample submission for appraisal is required, cooperate with customs to fill in the sample submission application, prepare MSDS (Material Safety Data Sheet), composition reports and other materials in advance to speed up the issuance of test reports and avoid long-term port detention of goods causing additional expenses.

For goods exported to the EU, you can choose VAT (Value Added Tax) deferral, which does not need to pay VAT in advance during import, delaying capital outflow, improving enterprise cash flow, and reducing capital occupation costs. For large cross-border orders, optimize the tax structure, do a good job in tax risk isolation, avoid tax base erosion leading to tax inspections.

For relevant income of non-resident enterprises, file and pay non-resident enterprise withholding tax in advance to avoid late payment fees due to non-compliant declaration and affecting enterprise credit rating. Compliant tax planning can reduce the comprehensive tax cost of enterprise exports and improve the profit margin of export orders while meeting regulatory requirements.
