I run a small domestic FMCG distribution business and have been engaged in domestic trade all the time. Last month, I obtained the exclusive domestic distribution authorization for a type of leisure food from Southeast Asia. This is my first time handling import business, and I have no idea where to start. I asked friends for advice: some said I could handle the whole process on my own, while others said hiring an agency would cost extra money without guaranteed benefits. I am very tangled now.

If I do it myself, I am afraid that errors in documents will lead to cargo seizure, which will incur port demurrage fees and miss the sales peak season. If I hire an agency, I am afraid of wasting money on a perfunctory process without actual effect. I would like to ask: is hiring an agency really useful for first-time import? Can it help me solve practical problems?

The traditional self-operated import mode seems to save the agency service fee,but the actual hidden cost is far higher than the agency fee. Many first-time import practitioners do not understand customs price assessment rules and tariff code classification, which easily leads to tax difference losses caused by wrong classification,or port demurrage and container detention fees caused by incorrect or missing documents. Some even face cargo seizure due to compliance issues, and the resulting liquidated damages and losses from missing sales schedules are far more than ten thousand yuan.

Professional import agencies can optimize capital occupation cost through VAT Deferral Policy, and obtain preferential prices via long-term cooperative logistics and port resources to hedge extra costs caused by exchange rate differences and tax differences.

For first-time import customers,we will conduct pre-assessment of access thresholds to confirm whether the goods meet import access requirements, sort out documents in advance to avoid extra expenses caused by document amendment and re-submission. Meanwhile,we will carry out Dynamic Return Ratio Calculation based on the type of goods, cargo value and delivery schedule, clarify the cost saved and risks avoided by the agency,so that customers will not waste unnecessary money.

For first-time import customers, professional agencies will also complete risk isolation in advance, lock in all explicit and hidden costs, and avoid unexpected price increases in later stages. After final calculation, the comprehensive cost for most first-time import customers who choose agency services is 10%-15% lower than that of self-operation,while ensuring compliance implementation and not affecting the follow-up sales plan.

For first-time import, customs price assessment and classification are the most error-prone links. If you cannot provide complete price supporting documents during customs price verification, the customs will re-evaluate the goods value, which will not only lead to extra tax payment, but also trigger follow-up verification, prolonging customs clearance time. Wrong classification will lead to supplementary tax payment or fines, and may even be identified as false declaration, damaging the enterprise's customs credit.

Professional operators will review the goods information in advance, check the codes against the latest 2026 edition of Customs Import and Export Tariff, prepare the full set of documents required for price assessment in advance to avoid classification errors and price assessment disputes. In case of abnormal integrated customs clearance declaration, they can quickly complete document deletion and re-submission, build a complete logical closed loop, and avoid outstanding entries affecting follow-up business.

First-time import practitioners are often not familiar with route selection, free storage period and container detention fee rules, and easily make mistakes in choosing between transshipment and direct sailing. When facing vessel overbooking and cargo roll, they have no alternative plans, resulting in extra port diversion fees.

Professional operators have long-term cooperation agreements with the world's leading shipping lines and ports, can obtain longer free storage and free container detention periods, plan routes in advance according to the goods' sales schedule, reserve alternative space, and quickly adjust in case of cargo roll and port diversion. Meanwhile, they can control the cargo ownership, complete the standard operation of bill of lading endorsement and transfer, avoid loss of cargo ownership, lock all logistics costs in advance, and prevent unexpected high container detention fee bills.

Under the latest 2026 cross-border VAT policy, first-time importers can apply for VAT deferral. The deferral policy allows deferred VAT payment, optimizes enterprise cash flow, and reduces capital occupation cost. Many customers operating on their own do not know the access requirements and do not know how to prepare application materials, thus cannot enjoy the policy dividend.

Professional operators can judge whether the enterprise meets the VAT deferral access requirements according to its qualification, complete the structure design, sort out the pricing of cross-border related transactions, achieve tax risk isolation, meet the latest requirements of BEPS, avoid extra expenditure of non-resident enterprise withholding tax, and help enterprises reduce tax costs legally.

First-time import practitioners are not familiar with compliance requirements for cross-border receipt and payment of foreign exchange. Whether for foreign exchange purchase or settlement, they easily face problems of non-compliant process leading to foreign exchange settlement and account reconciliation, which will affect the enterprise's foreign exchange classification rating.

With the further increase of CIPS utilization rate in 2026, professional operators can help enterprises choose the appropriate foreign exchange purchase timing to optimize exchange rate, interpret SWIFT messages, complete compliant foreign exchange receipt and payment operations, manage the receipt and payment process of offshore accounts, avoid problems such as outstanding entries and abnormal foreign exchange settlement, and ensure that the whole foreign exchange receipt and payment process meets foreign exchange regulatory requirements.

When signing foreign trade contracts for first-time import, practitioners easily ignore the fallback provisions for soft clauses in letters of credit and force majeure, and do not standardize the cargo ownership transfer process, making it impossible to safeguard their legitimate rights and interests when disputes arise. Professional operators will review the contract terms of overseas suppliers in advance, mark potential risk points, improve the fallback content of force majeure clauses, standardize the cargo ownership transfer process, request for issuance of compliant letters of guarantee, sort out IPR customs protection record-filing, and complete the record-filing in advance if the imported products involve brand authorization, to avoid cargo seizure due to intellectual property issues.

When facing on-site customs inspection for first-time import, practitioners often do not know how to respond, are not familiar with the process of seal authenticity identification and unpacking inspection, and easily prolong the inspection time due to improper response, or even lead to misjudgment. Professional operators are familiar with the port inspection process, will sort out the full set of declaration documents for the enterprise in advance for easy access during inspection, can quickly identify the authenticity of the seal, quickly coordinate and complete the process in case of sample inspection and identification, track the progress of the test report, give response plans immediately once abnormalities occur, shorten the inspection and customs clearance time, and avoid extra storage fees.

The packaging compliance requirements for imported products are much stricter than those for domestic products. First-time import practitioners easily face cargo seizure and return due to non-compliant packaging. For imported leisure food, moisture-proof packaging is required, compliant MSDS shall be provided, and corresponding packaging test shall be completed.

For special goods, UN packaging specifications shall also be met. Professional operators will interpret MSDS content in advance according to the type of goods, provide appropriate packaging solutions, complete packaging compliance tests, avoid cargo seizure and return caused by unqualified packaging, and complete reinforcement during transportation to prevent goods from being damaged in transit and affecting arrival quality.

In the whole import operation process, we will sort out all documents throughout the process to ensure the four flows (contract, invoice, cargo ownership, receipt and payment) are consistent, which meets the requirements of follow-up regulatory verification. Many first-time import practitioners do not standardize document sorting, resulting in missing documents or inconsistent four flows, which will trigger follow-up tax verification letters and affect the enterprise's tax payment credit rating.

Professional operators will complete full document record-filing, finish the foreign exchange receipt verification and cancellation process, sort and keep all documents in accordance with regulatory requirements, quickly adjust in case of abnormal declaration verification, avoid business compliance risks caused by document issues, and ensure the enterprise can pass any subsequent verification smoothly.

In addition to the compliance of a single transaction, first-time import also requires building a supply chain structure suitable for long-term development to avoid repeated mistakes in subsequent business. Professional operators will design a suitable supply chain structure based on the enterprise's import scale and product type, optimize inventory linkage strategies, precisely calculate the cost of each link, switch between CIF and FOB trade terms according to the enterprise's needs, and match the most appropriate trade structure.

It can not only meet the implementation needs of current first-time import, but also adapt to the supply chain demands after subsequent business expansion, avoiding extra costs caused by re-adjusting the structure after business expansion.
