I am the owner of a newly established imported food trading company. We just obtained food import qualifications this year and plan to import 12 categories of pre-packaged leisure food and 2 types of low-temperature fresh dairy products from Southeast Asia and Europe.

This is our first time importing in bulk independently. Previously, we worked with a small agency, but last time, label filing errors led to a week of detention, resulting in over 30,000 RMB in port detention and container detention fees.

Now, changing agencies has also encountered issues: either overpriced quotes with hidden fees midway, or unfamiliarity with the new 2026 imported food labeling regulations. I am now seeking a professional food import agency and want to know what capabilities a professional agency should have and how to choose without pitfalls.

The core of imported food compliance is controlled from the pre-shipment stage, not by handling documents only after goods arrive at the port. Professional agencies will first complete the recordation of imported food consignees and verify overseas manufacturers' registrations before shipment. They will also pre-audit the compliance of certificates of origin, health certificates, and component test reports issued by the original factory, especially verifying whether label information complies with the new pre-packaged food label specifications issued by the General Administration of Customs in 2026 to avoid rectification after arrival at the port.

For core node coordination, professional agencies will book shipping space with shipping companies in advance and reserve spaces for label pre-inspection and inspection. Upon arrival of goods at the port, they will complete document exchange, inspection declaration, and customs declaration immediately, and coordinate special delivery needs such as cold chain logistics to avoid additional costs from delays.

In terms of contingency plans, for common issues such as label rectification, sampling inspection, and price verification disputes, professional agencies will prepare alternative solutions in advance. Label rectification can be done on-site at the port without goods return, and sampling inspection will be prioritized for expedited processing to shorten the waiting period.

In the final implementation stage, subsequent tax declaration and foreign exchange compliance verification will be completed simultaneously. The entire process will have transparent cost details, with no hidden fees added midway. Progress can be traced throughout, ensuring imported food is smoothly placed on the market for sale.

Disputes over dutiable value are common in imported food price verification. If the declared price is below the customs risk control threshold, price verification will be triggered, extending customs clearance time.

Prepare original factory invoices, foreign exchange payment vouchers, transaction contracts, and brand authorization documents in advance to prove the authenticity of the transaction price. For food imported via cross-border related-party transactions, complete price pre-determination in advance to avoid price verification-related tax payments and outstanding balance issues.

If re-declaration is needed, sort out the complete declaration logic chain, correct the information, and resubmit quickly without affecting enterprise credit ratings. For multi-port coordinated operations nationwide, unified declaration standards will avoid additional costs from different port inspection scales.

Imported food, especially fresh products and dairy products, has high logistics timeliness requirements. Plan direct or transshipment routes in advance based on the port of shipment. If direct shipping schedules are unstable, choose transshipment ports closer and with faster turnover to avoid product deterioration. Apply for free storage and container detention periods in advance with shipping companies.

If inspection delays occur, assist in applying for reduced detention fees. For low-temperature goods, monitor temperature data throughout the journey. Verify bill of lading information during ownership transfer to complete the endorsement process and avoid ownership disputes. Reserve backup container space in advance for container overloading and ensure on-time shipment.

Imported food can enjoy corresponding cross-border tax optimization policies. For pre-packaged food imported from EU member states, VAT deferral can be applied without advance VAT payment at customs, relieving cash flow pressure and reducing capital costs.

For food from countries with preferential tax rates, verify the format and signature of certificates of origin in advance to ensure compliance with preferential treatment and avoid unnecessary tariffs from non-compliant documents. Sort out cross-border transaction tax structures to isolate tax risks for different categories and prevent tax audits from related-party transactions.

Foreign exchange compliance must be met in the foreign exchange settlement process. Using CIPS RMB cross-border payment avoids exchange rate fluctuations and reduces losses. For foreign currency settlement, optimize purchase timing based on exchange rate trends.

Sort out transaction documents for offshore account payments and complete foreign exchange settlement and account balancing to avoid unreconciled balances. Pre-check SWIFT message information to ensure consistency between declared and payment information, meeting compliance requirements and avoiding regulatory alerts that affect subsequent operations.

Upon arrival at the port, verify the authenticity of container seals and ensure consistency with bill of lading information to prevent seal and goods replacement risks. Pre-sort cargo loading details and adjust placement for machine inspection to improve pass rates and avoid unnecessary container unpacking.

For inspection needs, coordinate with testing institutions, track processes, and obtain lab reports promptly. If there are discrepancies, assist in applying for re-inspection to shorten the process and reduce port detention costs.

Alcoholic beverages and refrigerated fresh products have special packaging requirements. Alcoholic beverages are dangerous goods requiring UN packaging; complete dangerous goods classification in advance.

Fresh dairy products need moisture-proof, heat preservation, and reinforcement plans with appropriate buffer and insulation materials. Prepare MSDS documents meeting domestic customs requirements to avoid detention from non-compliant information, ensuring packaging meets physical and compliance standards.
