Reliable sourcing and import agency services.
I am an apple export merchant based in Yantai, Shandong. I have been engaged in fresh fruit export business to Southeast Asia for 3 years, and I just received my first order from the EU market recently. I had a bad experience handling inspection procedures on my own before: last year, a batch of Red Fuji apples shipped to Singapore was detained at the port for 12 days due to two missing parameters in the pesticide residue test report, and half of the cargo was finally destroyed, causing a direct loss of over 170,000 RMB.
Now I dare not operate by myself, and want to cooperate with a professional fruit export inspection agency. I would like to know how to judge whether an agency is reliable, what service items are included in the service scope of formal agencies, how to ensure that the inspection is passed at one time without clearance delay, how the charging standard is formulated, and whether there will be hidden costs of mid-process price increase?

First of all, conduct pre-qualification screening. Prioritize confirming whether the agency holds the special qualification for inspection of fresh edible agricultural products, and has accumulated operated no less than 500 fruit inspection declarations corresponding to the target export destination. Request the agency to provide inspection and clearance records of the same product category and same destination in the recent 3 months for verification, and avoid choosing subcontracted second-tier agencies.
Secondly, verify the service coverage. The services of formal agencies must include four core modules: pre-document cross verification, pesticide residue pre-inspection connection, port inspection declaration submission, and on-site inspection coordination. The document review shall cover 17 parameters in 4 categories including certificate of origin, phytosanitary certificate, pesticide residue test report, and overseas customer access qualification, complete the review 7 working days in advance, and immediately notify and make up for any missing items once found.
Pay attention to the connection of core nodes. Pesticide residue testing must be connected to designated laboratories recognized by Customs, conduct full-item testing in accordance with the latest standards of the destination, the validity period of the test report shall be controlled within 14 days to avoid cargo return due to expired report after arrival. After submitting the inspection declaration, arrange dedicated personnel to follow up the document review progress, synchronize the review result within 24 hours, complete the supplementary material submission within 1 working day if required,to ensure the inspection cycle does not exceed 3 working days.
Abnormity contingency plans shall be agreed in advance. Once random inspection is drawn, the agency shall arrange on-site specialists to arrive at the port for coordination within 2 hours. If pesticide residue sample testing is involved, follow up the laboratory test progress synchronously. If any unqualified item is found, the return or re-inspection plan shall be proposed within 48 hours. For the charging mode, choose fixed lump-sum price first, clearly include document review fee, inspection service fee,on-site inspection coordination fee. Except for the laboratory test fee generated by sample submission which is reimbursed at actual cost,no extra fees shall be charged. Write the detailed charging list into the service contract in advance to avoid mid-process price increase.
Finally, confirm the implementation details. The agency shall keep electronic archives of all inspection documents for at least 3 years, cooperate with subsequent data retrieval requirements for export tax refund and tax verification letters,to realize full process traceability.

Before fruit export inspection declaration, the Customs filing for import and export consignees and consignors shall be completed in advance, as well as the filing for export food production enterprises of animal and plant origin. Both filings can be submitted online through the International Trade Single Window, and the result can be obtained within 3 working days without submitting paper materials offline. When declaring inspection, fill in the HS code accurately.
The HS code for fresh apple is 08081000, with corresponding supervision conditions A/B/P/Q. Confirm the access requirements of the destination country in advance. Some EU countries require additional consular authentication for the certificate of origin, and cargo without pre-processed authentication will be directly returned.
If the inspection declaration is rejected, check the reason of rejection immediately. If the problem is caused by wrong parameter filling, complete modification and re-submission within 24 hours to avoid missing the shipping schedule and generating unnecessary dead freight loss.

The fruit export inspection time shall be precisely matched with the shipping schedule. It is recommended to submit the inspection declaration application 7 working days before the customs closing, reserve sufficient time for inspection and material supplement, to avoid dead freight caused by inspection delay.
For refrigerated containers shipped to the EU, apply for a free storage period of no less than 7 days in advance, to reduce demurrage once random inspection is drawn. Prioritize direct shipping routes. If the transit port of transit routes requires secondary inspection, the cargo damage risk will increase.
The cold chain temperature shall be monitored throughout the transportation process, and abnormal temperature records will lead to destination clearance failure. When booking space, confirm the pre-cooling requirements of the refrigerated container with the shipping company, pre-cool the container to the specified temperature 2 hours before loading, to avoid excessive temperature fluctuation during loading which affects the fruit quality.

Fruit export belongs to the category of tax exemption and tax refund. The cargo value, quantity and product category on the inspection documents shall be completely consistent with the customs declaration form, ordinary VAT invoice, purchase and sales contract, and foreign exchange collection voucher, to avoid inconsistency of goods, documents, funds and invoices which affects the export tax refund application. For fruits exported through cross-border e-commerce platforms, the tax exemption policy for cross-border e-commerce retail export can be applied, no input deduction is required, and the tax refund process is simplified.
The service fee and testing fee generated during inspection can be included in operating costs and deducted before enterprise income tax, and the corresponding invoices and service contracts shall be kept for future reference. For exports to countries that have signed free trade agreements with China, preferential certificate of origin can be applied to enjoy tariff reduction policies and reduce overall trade costs.
