I am the operator of a small foreign trade enterprise engaged in imported fresh fruits based in Xiamen, Fujian. This year I have newly expanded the import business of durians from Southeast Asia. Previously, I hired a small local agent to handle inspection declaration. Last time, due to the agent's unfamiliarity with fresh food access rules and missing or wrong documents, the goods were detained in the port for 3 days, resulting in more than 8,000 yuan of container detention charges and nearly 20,000 yuan of cargo damage.

The shipment was almost shipped back, causing me a lot of losses. Now two more containers of goods are about to arrive at the port. I am very cautious when selecting inspection declaration agents and do not know which Fujian import inspection declaration agent is reliable, fearing of falling into traps again. I need an agent that is familiar with inspection declaration rules of Fujian ports, can handle fast inspection declaration for fresh food, is compliant and reliable to avoid risks in advance. I would like to ask how to judge when selecting such an agent.

Many enterprises take the lowest quotation as the primary criterion when selecting Fujian import inspection declaration agents, and only then check whether the agent can accept the order, which is the most common misconception in the industry. Many low-price agents do not have fixed on-site operation teams based in Fujian, and they will subcontract the orders to individuals or small teams to earn the price difference after receiving the orders. The information transmission is distorted layer by layer, making it hard to guarantee the accuracy of declaration.

This multi-layer subcontracting model will trigger a series of chain negative reactions: wrong or missing information leads to declaration rejection or revision, which at the very least delays container pickup time and incurs high port demurrage and container detention charges. For time-sensitive goods such as fresh produce, the goods may directly deteriorate and cause huge cargo damage. In more serious cases,non-compliant declaration will lead to cargo seizure and return by customs, damage the enterprise's own import and export credit qualification, and leave hidden troubles for subsequent business.

The most direct way to avoid such risks is to confirm that the agent does not subcontract the orders and has a fixed full-time local operation team in Fujian. You can ask the agent to provide recent operation cases of the same category of goods, and verify the docking information of port operations, instead of selecting the institution only by quotation.

The exclusive loss prevention tip is that when signing the cooperation contract, clearly specify the compensation clauses for operation errors, and require the agent to complete document pre-verification and access qualification recheck before the goods arrive at the port,so as to troubleshoot risks in advance and avoid problems occurring after the goods arrive at the port, thus minimizing losses.

The core prerequisite for import inspection declaration is that the document information is consistent with the customs declaration data. Ports in Fujian have special specifications for declaration of different categories of imported goods. Some agents do not compare customs declaration data and inspection declaration data in advance, which will lead to document rejection due to inconsistent data logic.

For fresh products, ports in Fujian have real-time updated requirements on access origin and epidemic area verification. It is necessary to complete the systematic verification of access qualifications in advance. In case of declaration errors, you can apply for deletion and re-declaration through the integrated customs clearance channel, which can be completed within 1 working day to avoid expanding losses. Meanwhile, you need to confirm that the agent has completed customs filing and registration, and holds legal qualification for agency customs declaration and inspection declaration.

The completion time of import inspection declaration directly affects subsequent container pickup and logistics arrangements. Pre-declaration needs to be completed 72 hours in advance before the imported goods arrive at the port in Fujian.

The agent needs to coordinate with shipping companies and port areas at the same time to reserve corresponding inspection storage positions, so as to avoid extra over-storage fees caused by delayed inspection declaration. For full-container imported fresh produce, priority inspection channel can be applied for.

The agent needs to make an appointment for berthing and inspection plans with the port area in advance, which shortens the original 2-3 days of inspection waiting time to less than 8 hours. Meanwhile, the agent can apply to the shipping company for extended free storage period, reducing extra logistics cost expenditure and unnecessary expenses.

The foreign exchange payment vouchers and commodity inspection documents shall be consistent in the import inspection declaration process. Many small agents ignore the compliance consistency requirement, which leads to mismatched data in subsequent foreign exchange settlement and affects cross-border receipt and payment. Ports in Fujian now support document verification corresponding to CIPS RMB cross-border payment.

Qualified compliant agents will sort out the corresponding information of receipt/payment messages and inspection declaration documents for enterprises in advance, to ensure data matching and avoid being listed as key verification objects by the State Administration of Foreign Exchange. Meanwhile, they can optimize the foreign exchange settlement time according to the arrival time of goods, reducing extra losses caused by exchange rate difference.

On-site sampling inspection is very likely to be arranged after the import fresh produce inspection declaration in Fujian. The agent needs to confirm the intactness of the seal in advance, check the seal number against the bill of lading information, to avoid unpacking and re-inspection due to abnormal seals. During the sampling and inspection submission process, the agent needs to cooperate with customs to extract samples.

Agents familiar with the inspection submission process can speed up the issuance of laboratory test reports. For special goods such as fresh produce, priority inspection submission can be applied for, which shortens the report issuance time from the conventional 5 working days to 2 working days, ensuring that the goods can be picked up from the port area in time and reducing the risk of cargo damage.

When selecting import inspection declaration agents, the responsibility division shall be clearly specified in the contract. Corresponding compensation clauses shall be clearly stipulated for port demurrage, cargo damage and return losses caused by the agent's operation errors, so as to avoid the situation that no party can be held accountable in subsequent disputes.

Meanwhile, it is necessary to confirm that the agent's qualification is within the valid period, and that the agent has relevant liability insurance as guarantee. For imported goods involving intellectual property rights, it is required to complete the verification of IPR customs protection record in advance, to avoid goods seizure caused by infringement problems and affecting the overall business progress.

The documents of import inspection declaration will directly affect the subsequent deduction of import value-added tax. Qualified compliant agents will ensure that the product name and HS code on the inspection declaration form are consistent with the information on the customs import VAT payment receipt, to avoid being unable to deduct VAT due to inconsistent information and unnecessary increase of import cost.

For imported goods that meet the relevant requirements, corresponding inspection and quarantine fee reduction and exemption can be applied for. Qualified compliant agents will sort out corresponding materials for fee reduction and complete the declaration in advance, helping enterprises reduce cost expenditure in the inspection process, while complying with relevant tax compliance requirements, to avoid abnormal problems in subsequent tax verification.
