I am a small and medium-sized merchant engaged in cross-border e-commerce export of home furnishing products, mainly shipping goods to the EU and Southeast Asia. From the end of last year to February this year, I have encountered two customs declaration pitfalls: the first time, the individual agent I hired misreported the material of my solid wood furniture, and the goods were detained at the Port of Hamburg for 21 days directly. I lost nearly 120,000 only on port storage fees and customer compensation.

The second time, the small local customs broker I cooperated with had mismatched customs declaration documents with logistics bills and input invoices, so the tax refund of more than 400,000 has been delayed for almost 3 months, and I also have to deal with tax correspondence audits. Now I have 8 orders to be shipped collectively at the end of March, and I really dare not hire random agents anymore. I want to know what points I should focus on when selecting an export customs declaration agency? How to judge whether the other party can really solve these problems of mine?

When most people choose an export customs declaration agency, their first reaction is to compare quotations and choose the individual agent or small workshop-style customs broker with the lowest price, which is the most common industry misunderstanding. Most low-priced agents will outsource their business layer by layer. The docking staff have no fixed qualifications and are not familiar with the customs declaration rules of segmented product categories. In case of declaration errors, the lightest consequence is a fine for document modification, and the most serious consequence is direct cargo detention and port storage delay. Subsequently, the broken document chain will lead to tax refund failure, and even trigger tax inspection. The losses incurred are often dozens or even hundreds of times the money saved by choosing low-priced services.

The first step of screening is to exclude service providers that outsource and transfer orders, and prioritize institutions with their own port operation teams. Require the other party to provide customs declaration error rate data of the past 12 months, directly exclude those with an error rate exceeding 0.3%. Especially for the furniture category you operate, which involves multiple inspection points such as material, origin, and fumigation marks, you must require the service provider to have practical operation cases of corresponding categories and sort out declaration precautions in advance.

When signing the service agreement, the division of rights and responsibilities must be clearly defined. All losses caused by the agent's operational errors shall be fully borne by the other party. Do not accept vague expressions such as "coordinated solution". At the same time, require the other party to assign an exclusive document review position, complete cross-verification of customs declaration forms, contracts, logistics bills and input invoices 3 working days in advance to ensure four-stream matching, and avoid problems in subsequent tax refunds.

Finally, confirm that the other party has an exception handling team permanently stationed at the port. A preliminary solution shall be provided within 2 hours in case of sudden problems at the port. Do not choose service providers that only have remote agents, which cannot coordinate and handle situations such as inspection and cargo detention as soon as possible, and will only lead to expanding losses.

During screening, you can require the service provider to provide customs valuation response cases of the corresponding export ports in the past 6 months. Especially the home furnishing category you export is a high-frequency category for customs valuation.

Once the declared price deviates from the customs early warning range, it is easy to be suspended for valuation, which affects the customs clearance efficiency. Prioritize institutions that are familiar with customs valuation rules and can provide templates of documents required for price consultation in advance.

In case of valuation disputes, you can directly submit corresponding documents such as original factory invoices, procurement contracts, and foreign payment vouchers, and the valuation process can be completed in as fast as 1 working day to avoid long-term suspension. If the service provider does not have a special customs valuation docking position, it can only passively wait for customs notification when encountering such problems, which is prone to additional costs such as port storage fees.

When selecting an export customs declaration agency, you should simultaneously confirm its logistics coordination capability, and prioritize service providers that can connect with shipping companies and yard systems. After the customs declaration is completed, the manifest information and container dynamics can be synchronized in real time.

In case of overbooking and container rolling, the re-allocation can be coordinated as soon as possible without repeated docking with multiple entities. At the same time, you can require the other party to apply for the free storage period for the corresponding route in advance.

7-14 days of free storage can be applied for ordinary routes, and up to 21 days of free storage can be applied for EU routes, which can greatly reduce the port storage and container detention costs under unexpected situations. If the agent can only do single customs declaration and cannot connect with logistics nodes, it is easy to have inconsistent information between customs declaration and manifest, resulting in the failure of normal loading of goods.

For goods exported to the EU, you should focus on confirming whether the service provider is familiar with the EU VAT deferral rules. Choose an agent that can provide VAT deferral declaration services, which can postpone the import VAT payment link to the sales link, so there is no need to advance taxes during customs clearance, which can greatly reduce the capital occupation cost.

At the same time, confirm that the service provider can provide corresponding deferral declaration vouchers, which can be directly used for local tax declaration in the EU later to avoid double taxation. If the agent is not familiar with VAT deferral rules and can only do regular customs declaration, the capital occupation cost of a single batch of goods will increase by 10%-20%, and there may also be fines due to non-compliant tax declaration.

When selecting an agent, confirm that the other party can provide matching services for foreign exchange settlement documents. The amount and product name on the customs declaration form shall be completely consistent with the content of the subsequent foreign exchange receipt SWIFT message to avoid foreign exchange settlement delays.

Especially in 2026, the proportion of CIPS settlement continues to increase, so prioritize agents that support document matching for RMB cross-border settlement, which can handle foreign exchange settlement directly according to the RMB customs declaration amount without bearing exchange losses. If the agent can only provide a single customs declaration service and cannot connect with the document requirements of the receipt and payment of foreign exchange links, it is easy to have a mismatch between the received foreign exchange amount and the customs declaration amount, resulting in the account being frozen by regulators.

When signing the agency customs declaration service agreement, the intellectual property inspection clauses shall be clearly defined. The home furnishing category you operate involves multiple intellectual property risk points such as appearance patents and trademarks.

Require the agent to check the intellectual property registration status of the goods in advance to avoid detention due to infringement. At the same time, the scope of force majeure coverage shall be clearly defined in the agreement.

In case of port congestion, temporary customs policy adjustment and other situations, the agent shall issue a response plan as soon as possible to assist in handling procedures such as delayed declaration and port change, so you do not have to bear the corresponding breach of contract liability alone. If there is no corresponding division of rights and responsibilities in the agreement, all losses shall be borne by yourself in case of infringement or force majeure problems.

When selecting an agent, confirm that the other party has inspection docking personnel permanently stationed at the export port. The solid wood furniture you export is a high-frequency inspection category. In case of full container inspection, the on-site personnel can cooperate with the customs for unpacking inspection as soon as possible, and prepare documents such as fumigation certificates and material testing reports in advance to avoid being sent for inspection due to incomplete documents.

In case of abnormal machine inspection images, the on-site personnel can explain the structure and purpose of the goods to the customs in time, and the inspection process can be completed in as fast as 2 hours without delaying the shipping schedule. If the agent does not have permanent on-site personnel, it can only entrust a third party to handle the inspection, which is prone to delayed communication, resulting in temporary detention of goods or even being sent for inspection, resulting in unnecessary costs.

For the solid wood furniture you export, you need to focus on confirming whether the agent is familiar with the compliance requirements for export packaging. Especially for goods sent to the EU, wooden packaging must have IPPC marks, and corresponding fumigation certificates must be provided to avoid return due to non-compliant packaging.

Prioritize agents that can provide packaging pre-inspection services, which can check the moisture-proof and reinforcement status of the packaging and whether the label pasting position meets the requirements in advance, and can also provide selection suggestions for cushioning materials for fragile home accessories to reduce the cargo damage rate during transportation. If the agent is not familiar with packaging compliance requirements, it is easy to have wooden packaging without IPPC marks, which will be directly returned by the port of destination, and the return cost is 2-3 times the value of the goods.

When selecting an agent, focus on confirming its tax refund document matching ability. Require that the product name, specification and quantity on the customs declaration form be completely consistent with the content of the input invoice, and the agent can provide guidance on the issuance of input invoices in advance to avoid tax refund failure caused by mismatched documents. At the same time, confirm that the agent can provide complete customs declaration document archiving services, and all documents shall be kept for more than 5 years.

In case of tax correspondence audit, the corresponding customs declaration form, manifest, logistics bill and other documents can be retrieved as soon as possible, and the response to the correspondence audit can be completed in as fast as 3 working days, which will not delay the time of tax refund arrival. If the agent does not have a special tax refund document management position, it is prone to document omission or mismatch, resulting in the tax refund being temporarily withheld or even cannot be refunded.

When selecting an export customs declaration agency, you should simultaneously evaluate its supply chain coordination capability, and prioritize service providers that support multi-port linkage declaration. You have both EU and Southeast Asian orders, so you can flexibly choose the export port according to the customs clearance efficiency and cost of different ports.

For example, for Southeast Asian routes, you can choose Guangxi Port, whose customs clearance efficiency is 2-3 days faster than that of Shanghai Port, and the cost per container can be saved by 300-500 yuan. At the same time, you can require the other party to provide trade term optimization suggestions according to your shipping plan.

For EU orders, you can switch to DAP terms, and the agent is responsible for the whole process of customs clearance and distribution docking, so you do not have to dock with the port of destination agent alone, which can greatly reduce communication costs. If the agent can only handle customs declaration at a single port and cannot provide supply chain optimization solutions, there will be a lot of unnecessary cost expenditure in the long run.
