I am a financial specialist at a foreign trade import enterprise. I just took over the accounting treatment of import business last month, and I have encountered a problem recently: our company imported a batch of mechanical equipment from Europe, and entrusted a customs declaration agency and an international freight forwarding agency, which generated customs declaration agency fees, ocean freight agency fees, and agency service fees related to port miscellaneous fees.

Now I do not know what accounting subjects these fees should be recorded in respectively, whether they are classified as procurement costs or current profit and loss? In addition, can these agency fees be deducted from VAT input tax?

I heard from colleagues before that different agency fees have different entry methods, which are easy to mix up. If the entry is wrong, we may be subject to tax inspection. I am very anxious now, and want to figure out the accurate processing method, as well as whether there are changes in the latest 2026 fiscal and taxation policies.

The 2026 domestic import and export fiscal and taxation policies have clarified the accounting rules for import agency fees. It is necessary to accurately distinguish the accounting subjects in combination with the nature of expenses and business scenarios,to avoid tax and accounting risks. First, the boundaries of three common types of import agency fees need to be clarified: customs declaration agency fees, international freight forwarding agency fees, and port miscellaneous agency service fees.

Customs declaration agency fees fall into the category of procurement costs directly related to imported goods, and should be recorded in the procurement cost of "inventory goods" or "raw materials",and shall be incorporated into the duty-paid value of goods to calculate import duties and import VAT. Note that if the agency fee is issued with a separate special VAT invoice and can be clearly corresponding to a single import transaction,it can be directly collected into the procurement cost of the corresponding goods, without separate allocation.

International freight forwarding agency fees shall be judged in combination with trade terms: overseas ocean/air freight agency services under CIF terms are a necessary part of goods procurement costs, domestic port agency, pickup agency and other services under FOB terms can be recorded in current selling expenses or administrative expenses according to the enterprise's accounting habits.

Port miscellaneous agency service fees shall be distinguished by time point: port agency, document exchange agency and other fees incurred before the goods are put into storage shall be collected into procurement costs, storage agency, subsequent distribution agency and other fees incurred after the goods are put into storage shall be recorded in the current profit and loss account.

Regarding VAT input deduction, the 2026 policy continues the rule that "taxable items used for production and operation are deductible": import agency fees can only be deducted from input tax if a compliant special VAT invoice is obtained, the invoice title is consistent with the import enterprise, and the three streams (goods ownership, capital, invoice) are fully matched. If the imported goods are used for tax exemption, collective welfare and other items, the corresponding agency fees shall not be deducted.

The core judgment standard for distinguishing between procurement costs and current profit and loss is "whether it is a necessary expenditure before the goods arrive at the designated storage location". If the scenario of a single expense cannot be clearly distinguished,it can be reasonably allocated according to the expense proportion of a single import transaction,to ensure compliant accounting treatment.

The entry of import customs declaration agency fees shall be judged in combination with customs valuation rules. The General Administration of Customs updated the identification standards for the duty-paid value of imported goods in 2026. If the agency fee is a direct expense incurred to complete the import customs declaration procedures, it shall be included in the duty-paid value. Some enterprises directly record customs declaration agency fees into current expenses, which may lead to the adjustment of the duty-paid value during customs valuation, resulting in the risk of paying additional tariffs and late fees. Note that the invoice of customs declaration agency fees shall note the corresponding import declaration form number, to ensure one-to-one correspondence with each single transaction, and avoid confusion with other expenses.

If the enterprise entrusts a customs declaration agency under the national integrated customs clearance system, the collection of agency fees shall correspond to the specific port declaration form, to ensure that the accounts match the customs clearance data. In addition, if the customs declaration agency service includes additional services such as inspection assistance, document preparation, etc., they shall be listed separately in the invoice, to avoid mixed issuance with other logistics fees, which will affect input deduction and cost collection. Some small and medium-sized foreign trade enterprises easily ignore this point, resulting in the inability to provide business vouchers corresponding to the expenses during tax inspection, triggering compliance risks. In addition, if the imported goods involve circulation in bonded zones, the entry of customs declaration agency fees shall also be adjusted in combination with bonded policies, to ensure compliance with the accounting requirements of special customs supervision areas.

The entry of international freight forwarding agency fees shall be judged in combination with trade terms and transportation nodes. The freight rate fluctuation in the international ocean shipping market in 2026 will still affect the accounting method of agency fees. Under CIF terms, overseas ocean freight agency and destination port agency fees belong to the procurement cost of goods, as these expenses are necessary expenditures before the goods arrive at domestic ports.

Under FOB terms, domestic trailer agency, customs declaration assistance agency and other fees can be recorded in selling expenses or administrative expenses according to the enterprise's accounting system. Note that if the enterprise adopts FOB terms but bears part of the overseas agency fees, it shall be clearly agreed in the contract, to avoid the tax authority identifying it as extra-price expenses and adjusting the duty-paid value. In addition, if the agency service fees incurred during the free storage period and free container period are expenses before the goods are put into storage, they can be collected into procurement costs, and the container detention agency fees incurred after storage shall be recorded in current profit and loss.

Some enterprises uniformly record all logistics agency fees into costs, resulting in distorted accounting data, which shall be split and accounted for according to actual business nodes. In addition, the agency document exchange fee at the transit port, if it is a necessary link of direct transportation, shall also be included in the procurement cost. If it is an additional agency fee incurred due to port change, it can be recorded in current profit and loss.

The VAT input deduction of import agency fees shall comply with the latest 2026 fiscal and taxation policies. First, it is necessary to ensure that a compliant special VAT invoice is obtained, the invoice content shall be consistent with the actual business, vague categories such as "service fee" shall not be issued, and specific service contents such as "customs declaration agency fee" and "freight forwarding agency fee" shall be clearly marked. Second, the premise of deduction is that the agency fee is used for taxable items.

If the imported goods are used for the production and sale of taxable products, they can be deducted; if they are used for tax-exempt items, collective welfare or personal consumption, they cannot be deducted. Some enterprises deduct the input tax of agency fees for tax-exempt imported goods, triggering tax risks. In addition, if the agency fee incurred by the enterprise entrusting an overseas agency, it is necessary to withhold and pay VAT and enterprise income tax.

The withheld VAT can be deducted as input tax, but compliant vouchers from overseas institutions, including proforma invoices, foreign exchange payment vouchers, etc., shall be obtained. Note that the payment of cross-border agency service fees shall comply with foreign exchange administration regulations, use CIPS or SWIFT messages to complete payment, and retain complete foreign exchange receipt and payment vouchers, to ensure the consistency of the three streams (goods ownership, capital, invoice). In addition, if the enterprise enjoys the VAT retained tax refund policy, the input tax corresponding to the import agency fee can also be included in the scope of retained tax refund.

The foreign exchange receipt and payment of import agency fees shall comply with the 2026 cross-border RMB settlement policy. Enterprises shall ensure that the payer of agency fees is consistent with the invoicing entity, to avoid third-party foreign exchange payment. If a domestic agency is entrusted, RMB can be used to complete payment through the CIPS system, and payment vouchers and agency contracts shall be retained.

If an overseas agency is entrusted, it is necessary to declare in the Foreign Exchange Monitoring System for Trade in Services of the State Administration of Foreign Exchange, with the declaration category of "import and export agency services". Some enterprises pay agency fees and goods payments together, resulting in the tax authority being unable to distinguish the nature of expenses, triggering audit risks. In addition, the payment amount of agency service fees shall be consistent with the contract agreement.

If there are discounts or rebates, they shall be clearly agreed in the contract and reflected in the invoice, to avoid the inconsistency between the amount of foreign exchange received and paid and the invoice amount. Note that the State Administration of Foreign Exchange has strengthened the supervision of cross-border trade in services in 2026, and enterprises shall retain complete agency service agreements, invoices, payment vouchers and other materials for verification. In addition, if the enterprise involves combined payment of agency fees for multiple import transactions, the corresponding declaration form number of each transaction shall be noted in the payment voucher, to ensure that the accounts match the foreign exchange receipt and payment data.

The entry of import agency fees shall be judged in combination with the terms of the agency contract. The service content, amount, payment method and invoicing information of the agency fee shall be clearly agreed in the contract, to avoid vague clauses. If the contract agrees that the agency shall provide additional services such as inspection assistance and document modification, the corresponding fees shall be listed separately in the invoice, to avoid confusion with the basic agency fee.

Some enterprises do not clarify the nature of agency fees when signing agency contracts, leading to the tax authority identifying them as extra-price expenses and adjusting the duty-paid value, triggering the risk of paying additional tariffs and late fees. In addition, if the agency has problems such as delayed customs clearance and incorrect documents, the enterprise can deduct part of the agency fee according to the contract agreement, and the deducted amount shall be reflected as income write-down or expense adjustment in the accounts, to ensure compliance.

Note that the compliance requirements for international trade contracts are higher in 2026, and enterprises shall add tax compliance clauses in the contract to clarify the accounting method of agency fees and invoicing requirements, to avoid subsequent disputes. In addition, if cross-border agency contracts are involved, they shall meet the dual legal requirements of the host country and China, and the Chinese and English versions of the contract shall be retained for verification.

Agency service fees incurred during the inspection of imported goods shall be collected and recorded separately, to avoid confusion with regular agency fees. If the additional agency services generated by inspection, such as devanning, handling, inspection assistance, etc., are necessary expenditures before the goods are put into storage, they shall be included in the procurement cost. Some enterprises directly record inspection agency fees into current expenses, resulting in inaccurate procurement cost accounting and affecting inventory valuation.

Note that the invoice for inspection agency fees shall note the corresponding inspection notice number, to ensure correspondence with each single transaction. In addition, if the inspection result leads to port detention of goods, the incurred port detention agency service fee shall be judged according to the reason for port detention: if the port detention is caused by the enterprise's own reasons, the agency fee shall be recorded in current profit and loss; if the port detention is caused by customs inspection, you can apply for exemption of port detention fee, and the corresponding agency fee shall also be adjusted in the entry method.

Customs inspection is more electronic in 2026, and enterprises can query inspection records through the single window, to ensure that the collection of agency fees is consistent with inspection records. In addition, if the inspection of dangerous goods is involved, the agency service fee shall meet the accounting requirements for special goods, and be separately collected into the procurement cost of the corresponding goods.

The entry method of special packaging agency fees for imported goods shall be judged in combination with the nature of goods and packaging requirements. If the packaging is to meet the safety requirements of import transportation, such as UN dangerous goods packaging, moisture-proof reinforced packaging, etc., the incurred agency service fee is a necessary expenditure before the goods are put into storage, and shall be included in the procurement cost.

Some enterprises directly record packaging agency fees into current expenses, resulting in inaccurate procurement cost accounting and affecting the valuation of safety stock. Note that the invoice for packaging agency fees shall note the corresponding packaging type and goods information, to ensure correspondence with each single transaction. In addition, if the packaging service includes the procurement of packaging materials, the material cost and agency service fee shall be distinguished, and collected into raw materials and procurement costs respectively.

The compliance requirements for special goods packaging are higher in 2026, and enterprises shall retain packaging appraisal reports and agency service agreements, to ensure that the entry of agency fees meets the requirements of customs and taxation. If the packaging service is completed overseas, VAT and enterprise income tax shall be withheld and paid, and the withheld VAT can be deducted as input tax. In addition, if reusable packaging containers are involved, the agency service fee shall be amortized according to the service life of the packaging, to avoid one-time inclusion in costs leading to distorted accounting data.

The accounting treatment of import agency fees will affect the subsequent export tax refund declaration. If an enterprise imports raw materials for the production of export products, the import customs declaration agency fee is recorded in the procurement cost, which can be used as the basis for input tax deduction for export tax refund. Some enterprises record import agency fees into current profit and loss, resulting in incomplete input tax deduction for export tax refund, triggering the risk of failing the tax refund review.

Note that the special VAT invoice for import agency fees shall be authenticated before the export tax refund declaration, and the three streams (goods ownership, capital, invoice) shall be consistent. The 2026 export tax refund review system has realized linkage with customs and tax systems, and enterprises shall ensure that the accounting data of import agency fees is consistent with the export tax refund declaration data.

In addition, if the imported goods of the enterprise are used for domestic sales, the input tax of import agency fees can be directly deducted, and there is no need to include it in the scope of export tax refund. Invoices, declaration forms, payment vouchers and other materials for import agency fees shall be retained for the letter verification of the tax authority. In addition, if import business of processing trade is involved, the import agency fee shall be included in the scope of bonded accounting, to avoid confusion with the agency fee of general trade.

The accounting method of import agency fees will affect the supply chain cost planning of enterprises. In 2026, enterprises can reduce the overall cost by optimizing the agency service structure. If the enterprise adopts the centralized procurement mode, the agency fees of multiple import transactions can be collected uniformly, and allocated to the procurement cost of the corresponding goods according to the business proportion, so as to improve the accounting treatment efficiency.

Some enterprises account for the agency fee of each transaction separately, resulting in too high accounting treatment cost, which can optimize the process through centralized accounting. In addition, if the enterprise signs a long-term cooperation agreement with the agency, it can obtain a discount on the agency fee, which shall be clearly agreed in the contract and reflected in the invoice, to avoid the tax authority identifying it as extra-price expenses. Note that in supply chain planning, it is necessary to combine trade terms and procurement cost accounting rules to select the optimal import scheme, such as the choice between CIF and FOB, which affects the entry method of agency fees and tax costs.

The 2026 supply chain digital platform has realized automatic collection and accounting of agency fees, and enterprises can automatically distinguish different types of agency fees through the system, improving the accuracy of accounting treatment. In addition, enterprises can outsource part of the agency services to professional institutions through supply chain planning, reducing internal accounting costs while ensuring the compliance of accounting treatment.
