We are a trading company mainly engaged in the import of precision electronic components. We plan to import a batch of wafer testing equipment worth about 1.2 million euros from Hamburg, Germany in 2026. We tried to declare customs by ourselves before, and were rejected twice due to inconsistent documents, which also incurred nearly 30,000 RMB of port detention fees.

Now we want to entrust a professional import agency, but we have no idea about the charging standards at all. We only heard of basic agency fees, port miscellaneous fees, and valuation fees, and we are also worried about hidden charges.

Is there a big gap in charges between different ports such as Shanghai and Shenzhen? In addition, how to calculate the relevant fees involving cross-border foreign exchange payment and VAT deferment? Can you break down the charging structure in detail, and are there any legal cost optimization paths?

The traditional import agency charging model often has the disadvantages of "ambiguous all-in-one price" and "opaque itemized charging". The basic agency fee is generally charged at 0.8%-1.5% of the cargo value, but if there is a valuation dispute or document modification and re-declaration,additional valuation service fees and document modification fees will be incurred. Some small agencies will also mark up port miscellaneous fees and container detention fees, and the final total cost may exceed expectations.

There are two main directions for the 2026 optimization path: first, compliant operation of VAT deferment. VAT deferment in the EU can delay the tax payment time to the next month after declaration, reducing capital occupation costs. The agency needs to have the qualification for EU tax number filing, and the access threshold is an annual import volume of no less than 500,000 euros, second, exchange difference optimization scheme. Exchange rate fluctuation losses can be avoided through CIPS RMB cross-border payment. In 2026,the People's Bank of China has lifted the preferential policy for agency handling fees for cross-border RMB settlement, which can reduce the exchange difference cost by 0.2%-0.5%.

The dynamic calculation of benefit ratio needs to be combined with cargo value, cargo volume and port: for example, for imported goods worth 1 million euros, the total cost of the traditional model is about 2.2%-3.5% of the cargo value. After using VAT deferment + CIPS settlement, the total cost can be reduced to 1.8%-2.8%,and a single shipment can save about 4,000-7,000 euros in costs. It should be noted that VAT deferment requires completing EU tax filing in advance, and the goods must meet EU import compliance requirements, otherwise there will be a risk of tax audit.

In addition, the charges for import agency will be adjusted according to the service content: for example, the all-inclusive service including door-to-door pickup, document pre-review and full logistics tracking will be 0.3%-0.5% higher than the basic package that only provides customs declaration services, but it can effectively avoid additional costs such as order rejection and port detention, with higher overall cost performance.

The core customs declaration charges for import agency are divided into basic service fees and special service fees. The basic service fee is charged according to the number of customs declaration forms. The standard for Shanghai Port in 2026 is 300-800 RMB per form.

If it involves multimodal transport declaration, the charge will increase by 20%-30%. Special service fees include valuation service fee, document modification fee and inspection service fee. The valuation service fee is generally 0.1%-0.3% of the cargo value, the document modification fee is 200-500 RMB per form, and the inspection service fee is charged according to the number of inspections, 500-1000 RMB per container per inspection.

In 2026, the customs launched the "pre-review" service. Pre-reviewing documents in advance can reduce the risk of order rejection by 80%. The charge for this service is 50% of the basic service fee, but it can avoid additional losses such as port detention fees. The charge differences between different ports mainly come from port operation fees and inspection rates.

The port operation fee of Shanghai Port is about 30 RMB per cubic meter, while that of Shenzhen Yantian Port is about 35 RMB per cubic meter. In terms of inspection rate, it is about 3% in Shanghai and about 5% in Shenzhen. If the goods need to be inspected, the inspection service fee in Shenzhen will be higher.

The logistics charges for import agency include sea freight, port miscellaneous fees, container detention fees, free storage period service fees, etc. The sea freight is priced by the shipping company. In 2026, the sea freight from Europe to Shanghai is about 800-1200 RMB per cubic meter.

Port miscellaneous fees include terminal handling charges, document exchange fees, security inspection fees, etc., which are about 1500-2500 RMB per shipment at Shanghai Port. Container detention fees and free storage periods are links where hidden fees are easily incurred.

In 2026, most shipping companies provide 7 days of free container period and 14 days of free storage period. After the expiration of the time limit, the container detention fee is about 30-50 USD per container per day, and after the free storage period expires, it is about 20-40 USD per container per day.

If you choose a direct route, the logistics time is about 14-18 days, and the transit route is about 20-25 days. Transit will incur port miscellaneous fees at the transit port, about 500-1000 RMB per shipment, but the sea freight will be 10%-15% lower than direct routes.

You need to choose an appropriate logistics plan according to the time limit requirements of the goods. In addition, in terms of cargo right control, the agency will provide bill of lading endorsement service, which charges 100-200 RMB per shipment, which can effectively avoid cargo right disputes.

The tax charges for import agency include customs duty, value-added tax, consumption tax, and tax planning service fees. In 2026, China's import tariff rate is determined according to the category of goods. For example, the tariff rate for precision electronic components is about 0-5%, and the value-added tax rate is 13%.

The charge for VAT deferment service is 0.5%-1% of the deferred tax amount, but it can delay the tax payment time to the next month after declaration, reducing capital occupation costs. Enterprises with an annual import volume of more than 500,000 euros can apply for this service.

In addition, the pricing of cross-border related party transactions must comply with BEPS rules. In 2026, the State Administration of Taxation of China has strengthened the inspection of the pricing of imported goods. If the pricing is unreasonable, there will be a risk of adjusting customs duties and value-added tax.

The tax planning service fee of the agency is about 3%-5% of the tax planning amount, but it can effectively avoid tax risks. The charge for non-resident enterprise withholding tax is about 1%-2% of the withholding tax amount, which needs to be calculated according to specific circumstances.
