I am a financial staff who has just taken over the accounting work of a small and medium-sized imported building materials enterprise. I used to handle accounting for domestic trade and have no prior experience in import-related financial treatment.
In the past three months, our company has entrusted an agent to import three batches of imported timber, two of which are under self-operated import, and the remaining batch involves agency fees for consigned procurement with advance payment for a domestic client. Now when I close accounts and do bookkeeping, I am completely confused about what expense accounts these import agency fees under different scenarios should be recorded in.
I heard from peers before that misclassified posting will trigger tax early warning from the tax bureau, and may require adjustment of financial statements. Now we are about to file the tax declaration for the second quarter of 2026, and I have not sorted out the rules for several days in a hurry. I would like to confirm clearly what expense the import agency fees should be recorded in under the latest rules.

A common misunderstanding in the industry is that regardless of the nature of the business, all import agency fees are uniformly recorded as administrative expenses,or the agency fees for consigned procurement with advance payment are mixed into the enterprise's own import costs. The ripple effect of this wrong classification is: the current period profit accounting is distorted, either overstating expenses and underpaying income tax to trigger tax audit early warning,or understating costs and leading to overpayment of taxes, causing unnecessary losses to the enterprise. Long-term suspense posting of advance-paid agency fees will also form uncleanable bad debts, damaging the credibility of the enterprise's annual report.
From the perspective of cost accounting and compliance, the classification methods for different business scenarios are completely different: The import agency fee for self-operated import business is directly recorded into the procurement cost of imported goods, and is carried over along with the goods, which meets the inventory accounting requirements of accounting standards. The import agency fee under the consigned procurement with advance payment mode is recorded into the receivable suspense account, which can be written off when collecting payment from the entrusting party later, and does not need to be recorded into the enterprise's own costs and expenses.
For high-frequency small-value import customs clearance agency fees, scattered small-value agency fees can be recorded into the current period administrative expenses, without the need to allocate to the cost of goods,so as to simplify the accounting process. This classification method can accurately match the revenue and cost of each transaction, avoid tax risks brought by mismatch, and help enterprises accurately calculate the actual return of different import businesses, preventing profitable businesses from being miscalculated as loss-making. It also meets the clarity requirements of tax verification under the current Golden Tax Phase IV,and avoids compliance risks caused by posting mismatch from the source.

The posting classification of import agency fees needs to be distinguished from the classification of Customs dutiable value. In accordance with Customs valuation rules, agency fees borne by the buyer other than purchase commission constitute part of the dutiable value.
Customs brokerage service fee does not fall into the category of purchase commission, so it does not need to be recorded into the dutiable value of goods. Wrongly recording customs brokerage agency fees into dutiable value will lead to overpayment of import tariff and value-added tax, unnecessarily increasing enterprise import costs.
In case of valuation disputes, official documents such as formal agency contracts and agency fee invoices shall be provided to prove the nature of the fee, cooperate with Customs to complete valuation verification, and avoid over-taxation caused by misvaluation. All documents shall be properly retained in daily operation for subsequent verification.

There are differences in posting and deduction rules for import agency fees under different taxpayer identities. General taxpayers who obtain special VAT invoices for import agency fees can deduct input VAT normally. When posting, the tax-exclusive amount shall be recorded into the corresponding cost or expense account, and the tax portion shall be recorded into input VAT under payable VAT. Small-scale taxpayers are not allowed to deduct input VAT, so the full tax-included amount of agency fees shall be recorded into the corresponding account.
For advance-paid import agency fees, the agency company shall issue the invoice directly to the entrusting party who actually bears the fee. The entrusted party only needs to record the transaction in the suspense account, without deducting input VAT or recording it into its own cost. Wrong deduction will lead to compliance risks of input VAT transfer-out.

The receipt and payment of import agency fees shall be declared in accordance with the rules for trade in services, which shall be distinguished from the declaration of import goods payment. When making financial postings, foreign exchange payment vouchers, agency contracts and agency fee invoices shall be retained together for future reference to cope with subsequent foreign exchange receipt and payment compliance verification.
When using CIPS for cross-border RMB payment of import agency fees, the fee nature shall be clearly marked as import agency service fee in the payment message, to avoid confusion with goods payment which will lead to abnormal screening in the foreign exchange receipt and payment system and trigger compliance investigation. For overseas payment of agency fees, corresponding taxes shall be withheld and paid in accordance with regulations, and no declaration step shall be omitted.

In the import agency cooperation, the bearing subject of import agency fees, invoice issuance method and other contents shall be clearly specified in the agency contract, so as to avoid wrong expense attribution during subsequent posting caused by vague contract clauses. Under the consigned import mode, only if the agency fee is clearly specified in the contract to be borne by the entrusted party, can the entrusted party record it into its own costs and expenses, otherwise the entrusting party shall conduct posting accounting for the fee.
Unclear contract clauses will not only lead to accounting chaos, but also may cause legal disputes over expense bearing between the two parties. Proper retention of three types of documents including contracts, payment vouchers and invoices can complete proof quickly when responding to various verifications, and avoid unnecessary penalties.

The classification method of import agency fees will affect the accounting accuracy of enterprise supply chain costs. For enterprises engaged in long-term bulk import, allocating each agency fee to the procurement cost of corresponding goods can accurately calculate the actual import cost of each category of goods, help enterprises adjust pricing strategies and procurement batches, and improve the overall supply chain profit.
For enterprises with large volume of scattered small-value imports, recording all agency fees into the current period administrative expenses can simplify the financial accounting process and reduce the labor cost of financial operation. Enterprises can select appropriate classification methods according to the scale and frequency of their own import business, to balance accounting accuracy and operation cost.

Multiple fees of different natures will be generated in the import process, which shall be distinguished from import agency fees and not mixed in posting. For logistics supporting fees such as port sundry charges, container stuffing fees and container pick-up fees incurred during the import process, if they are generated under self-operated import business, they can be recorded into the procurement cost of imported goods together with agency fees.
Penalty nature fees such as container detention charge and port demurrage shall be recorded into non-operating expenses, and shall not be mixed into goods cost or agency fees. Mixing various fees with import agency fees will lead to distorted cost accounting, and also trigger abnormal tax verification. Classifying fees according to their respective natures can ensure clear and compliant accounting.
