Reliable sourcing and import agency services.
I am the import business director of a foreign trade company. I recently took over a shipment of mechanical equipment imported from Germany.
The cooperating agency stated that it will charge a service fee at 1.5% of the cargo value, but I heard there are other billing methods, such as calculating based on the amount stated on the customs declaration form plus port sundry fees. Besides, we adopted CIF terms for this shipment, and the agency claimed that the ocean freight and insurance premium collected on our behalf do not count as their income, but I am quite confused about which parts exactly should be counted as the import agency's income.
In addition, a cooperating agency I worked with before counted container demurrage into their income. I want to know if there is a compliant billing scope and whether there is arbitrary overcharging.

The core of import agency income accounting is to distinguish between agency service remuneration and funds collected and disbursed on behalf, which is the key point that many customers tend to confuse. First of all,it should be clarified that there are generally three types of billing bases: pre-customs-declaration cargo value (FOB/CIF price),dutiable value on the customs declaration form,or fixed lump-sum service fee. Most mainstream domestic freight forwarders adopt the mode of charging basic agency service fees at 0.5%-2% of the cargo value, and the specific proportion will fluctuate according to the category of goods, cargo value and service complexity.
Different trade terms will directly affect the billing base: if CIF terms are adopted, the ocean freight and insurance premium collected by the agency on behalf are funds advanced on behalf, and only a 0.1%-0.3% handling fee for advance payment will be charged, which will not be included in the agency service remuneration. If FOB terms are adopted and the agency is entrusted to arrange international transportation, book space and provide other related services, these expenses will be included in the billing base of the basic service fee. Special attention should be paid that the port demurrage and container demurrage caused by the agency's operational errors shall be borne by the agency itself. Customers only need to pay for the fixed service items agreed in the contract. If extra expenses are incurred due to the customer's own reasons, the charging standards shall be confirmed in advance.
In addition to the basic service fee, charges for additional services such as fumigation and disinfection, expedited inspection, expedited document processing, and certificate of origin application on behalf shall be listed separately. These charges shall be confirmed with customers before service provision and specified in the contract, and no supplementary charge is allowed after service completion. Agencies are strictly prohibited from directly including customs duties and separate charges from third-party logistics providers into their agency income. All funds collected and disbursed on behalf shall be accounted for separately, with advance payment vouchers, payment records, service agreements and other documents retained to ensure four flows alignment,so as to meet the cross-border trade compliance requirements of 2026.
In addition, some customers may encounter the situation where the agency bundles port sundry fees, trailer fees, storage fees and other charges into a lump sum. It is necessary to clarify in advance whether these expenses are reimbursed on an actual basis or included in the lump-sum service fee to avoid disputes in the later stage. For special goods such as dangerous goods and large-scale equipment, the extra operational cost of the agency will also be included in the service fee, which shall be clearly specified in the contract.

The accounting of import agency income shall be combined with customs valuation rules and service agreement stipulations. The basic service fee is generally calculated based on the transaction cargo value stated on the customs declaration form, with the proportion ranging mostly between 0.5% and 2%, which is specifically determined by the category of goods, cargo value scale and service complexity.
If the agency participates in pre-classification, pre-valuation and other pre-positioned compliance services, these value-added services can be charged extra, and the charging standards shall be confirmed with customers before service provision to avoid subsequent disputes.
It shall be made clear that the customs duties and fees, declaration surcharges, inspection fees and other items collected by the agency on behalf are funds advanced on behalf, and only a 0.1%-0.3% handling fee for advance payment will be charged, which will not be included in the agency service income.
If extra costs such as re-declaration after deleting the original declaration form and port demurrage are caused by the agency's operational errors, the relevant expenses shall be borne by the agency itself, and no extra payment is required from customers. If the customs assists customers in completing price negotiation in case of customs valuation disputes, extra consulting service fee can be charged, and the charging standard shall be specified in the contract in advance.
In the customs clearance compliance requirements of 2026, it is clearly stipulated that the service charges of import agencies shall match the actually provided service content, agencies are strictly prohibited from including advanced funds into agency income, and corresponding service vouchers and payment records shall be retained for all charging items to ensure compliance.

The accounting of import agency income shall be combined with the actual content of logistics services. The basic service fee generally includes the remuneration for basic logistics services such as space booking, document exchange, customs declaration and trailer transportation, with the proportion ranging mostly between 0.5% and 2%, which is specifically determined by service complexity.
If the agency arranges direct shipping routes and optimizes transit paths to save transportation time, these value-added services can be charged extra, but the charging standards shall be confirmed with customers in advance to avoid subsequent disputes.
The liable parties for container demurrage and storage fees shall be clearly distinguished: the container demurrage caused by the agency's failure to exchange documents in time and make an appointment for the yard in advance shall be borne by the agency itself, and no such fee shall be charged to customers. If the port demurrage is caused by the customer's failure to provide customs clearance documents in time, the fee shall be borne by the customer, and the charging standard shall be specified in the contract in advance.
The exchange rate of the international logistics market fluctuated greatly in 2026. If the agency purchases foreign exchange to pay overseas freight, a 0.1%-0.2% exchange difference handling fee can be charged, but it shall be confirmed with customers in advance.
The income from logistics services shall correspond to documents such as bills of lading, trailer receipts, and document exchange vouchers, to ensure that each charge is supported by actual services, and it is strictly prohibited to charge fees by falsely adding logistics service items.
