I am a merchant engaged in high-end aquatic trade, and have newly expanded the import business of live ornamental corals and craft red corals in 2026. Previously I engaged a small freight forwarder to handle the operation, but the firm had no qualification for endangered species import operations, which led to the cargo being detained at Port of Guangzhou for more than half a month.

I not only paid compensation for deposits to several long-term clients, but also almost faced administrative penalties from customs, resulting in considerable losses. Now I dare not cooperate with random agencies, and I want to know what compliant import coral agency companies are available on the current market?

How to distinguish formal qualified agencies from unqualified small firms? I need an agency that can apply for import licenses on my behalf and deliver full-process compliant customs clearance services. Please help me sort out clear screening guidelines.

Currently, imported corals fall into the category of endangered species import. A common misconception in the industry is that many merchants believe any firm capable of general trade import can handle coral import operations. In fact, most coral species are regulated under the Convention on International Trade in Endangered Species of Wild Fauna and Flora, and corresponding qualifications are mandatory for relevant operations. Many small agencies conceal the fact that they hold no valid qualifications, and take orders by attaching their business to other qualified companies.

The chain negative consequences of such non-compliant operations are very clear. In minor cases, the cargo will be detained at the port and incur high container demurrage and port demurrage charges. In severe cases, the cargo will be directly confiscated by customs, and non-compliance records will be left on file, which will affect the enterprise's subsequent import and export operations, and even lead to heavy fines.

Physical risk isolation measures are very clear. When selecting an agency, the first priority is to verify its qualification for endangered species import operations and past successful operation cases, and do not ignore qualification requirements just for low quotations.

Exclusive loss control tips recommend that priority be given to agencies with full-link operation capabilities. You can require the agency to review all document information in advance, confirm the regulatory requirements corresponding to the species classification, and complete the application for the Endangered Species Import Permit before arranging shipment,to avoid the situation where no valid permit is available for customs clearance after the cargo arrives at the port.

Compliant import coral agencies on the market are mainly divided into three categories. The first category is comprehensive full-link import and export agencies, which hold capabilities to handle import operations for all categories of endangered species, and cover the entire process of document processing, customs clearance and logistics. The second category is vertical specialized agencies focusing on aquatic product import, which only handle import of ornamental corals with more focused operation experience. The third category is special customs declaration enterprises at local ports, which only conduct customs clearance operations at corresponding ports, suitable for merchants that only require customs clearance services. When making selections, prioritize the agencies that match your own business demands, and choose service providers with rich first-hand practical experience to minimize risks.

In the customs valuation stage for imported coral declaration, the accuracy of the declared cargo value needs to be prioritized. Different types of corals follow different valuation standards, and the valuation rules for live ornamental corals and craft red corals vary greatly. Relevant documents including purchase contracts, foreign exchange payment vouchers and certificates of origin need to be prepared in advance to cooperate with customs valuation.

If any valuation dispute occurs, prepare the market transaction price data of similar goods and species classification certificates in advance to apply for price negotiation. For abnormal situations such as suspended accounts and order pushing, sort out the closed loop of customs declaration logic in advance, and confirm that all document information is consistent, to avoid declaration deletion and re-submission caused by information asymmetry that will affect customs clearance efficiency. Compliant operations will pre-review all declaration information in advance to reduce the probability of anomalies.

Imported corals, especially live corals, have extremely high requirements for logistics timeliness. The logistics route needs to be planned in advance, and direct shipping routes should be selected to avoid time delays caused by transshipment. For live coral transportation, the cabin temperature needs to be controlled, reefer container space should be confirmed with the shipping company in advance, and sufficient free demurrage and free storage time should be reserved, to avoid incurring high container demurrage and port demurrage charges.

In case of abnormal situations such as container rolling over or space congestion, prepare alternative port change plans in advance, to ensure the cargo can be adjusted to the nearest port for customs clearance in a timely manner. For cargo ownership control, confirm that the consignee information on the bill of lading is correct, and complete process connection in advance if endorsement transfer is required, to avoid cargo ownership disputes.

Import of corals involves import value-added tax and customs duties. Imported corals for different uses apply different tax rates, and the tax calculation rules for commercial ornamental corals and trade-type craft corals are different.

You can apply for VAT deferral according to actual business conditions, to reasonably optimize capital occupation cost. For related party transactions in cross-border procurement, ensure pricing compliance in advance, to avoid being identified as transfer pricing by tax authorities which will bring extra tax risks.

Isolate tax risks properly, conduct separate accounting for different categories of import business to meet relevant BEPS requirements. For procurement involving non-resident enterprises and withholding tax, complete declaration planning in advance to avoid overdue surcharges caused by underpayment.

The foreign exchange payment stage for coral import needs to meet cross-border receipt and payment compliance requirements. The procurement foreign exchange payment must correspond to a real transaction background, and documents including contracts and customs declaration forms need to be prepared in advance for compliance review of foreign exchange purchase and settlement.

You can choose CIPS RMB cross-border payment and settlement to avoid exchange rate fluctuation risks, optimize the foreign exchange purchase rate, and reduce exchange cost. If there is any information error in the SWIFT message, adjust the message content in a timely manner to avoid suspended foreign exchange settlement caused by inconsistent information. Compliant operations will check all message information in advance to ensure a smooth foreign exchange receipt and payment process that will not affect cargo customs clearance.

After the imported corals arrive at the port, during on-site customs inspection, prepare copies of all original documents in advance to cooperate with customs unpacking inspection. For live coral inspection, inform on-site staff of the cargo attributes in advance, and apply for priority inspection to avoid the death of live organisms caused by long unpacking time.

Check the authenticity of the seal in advance to confirm that the seal number is consistent with the customs declaration information. If the cargo needs to be sent for identification, sort out the species certification documents in advance, follow up the test report process, interpret the report results in a timely manner, and apply for second identification if there is any objection, to ensure the smooth customs clearance of the cargo.

Live imported corals have extremely high packaging requirements. Moisturizing, temperature control and shockproof treatments shall be properly implemented, cushioning packaging materials that meet transportation requirements shall be selected, and corresponding MSDS documents shall be prepared to clarify cargo attributes and transportation precautions. For craft red corals, moisture-proof and reinforced packaging shall be implemented to avoid damage caused by collision during transportation.

For special packaging, complete classification identification in advance to confirm that the packaging meets customs and transportation requirements, to avoid the situation that the cargo cannot be loaded on the vessel or is blocked from customs clearance due to unqualified packaging. Reasonable packaging can reduce the cargo damage rate during transportation and cut unnecessary losses.

For coral import business, conduct supply chain structure planning in advance, arrange inventory according to sales volume, and adopt inventory linkage strategy to avoid capital occupation caused by overstock, as well as avoid order delivery delay caused by stockout. For the selection of trade terms, you can switch between CIF and FOB terms according to your own demands.

Under CIF terms, the seller is responsible for logistics, which is suitable for first-time importers. Under FOB terms, the buyer is responsible for logistics, which enables better control of logistics cost. Establish an accurate cost calculation model to calculate all costs including document processing, logistics, customs clearance and taxes in advance, optimize the supply chain structure, and reduce overall operation cost.
