I am a new entrant in the imported beauty product wholesale business. I obtained overseas brand authorization earlier this year and have already shipped two containers to the Port of Shanghai. The small customs broker I cooperated with previously could never give a clear explanation for every charge, mentioning agency fees at one time, then charging separate inspection service fees and document fees at another.

The total extra cost is nearly 3,000 yuan more than the original quoted total price. I have no idea what import customs clearance agency fee exactly refers to, what services it includes, what costs are not covered by the agency fee and need additional payment, why agency fees vary so much for goods of different values and different categories, how to judge if the quote is reasonable and compliant, and whether there are hidden charges. I want to clarify all these points to avoid arbitrary charges that will delay my customs clearance efficiency in subsequent operations.

Traditional import customs clearance agencies mostly adopt split quotation models, which split services that should be included in the agency fee into separate individual charges, attract customers with ultra-low introductory prices, then add various hidden fees afterwards. The final overall cost is 10%-30% higher than the all-inclusive one-time quote, and charge disputes easily delay customs clearance efficiency, which may even generate extra costs such as port demurrage in serious cases.

Essentially, import customs clearance agency fee is the service fee charged by the customs clearance agency team for full-process customs clearance services, which is different from administrative fees collected by customs and port authorities,as well as reimbursable expenses such as freight and port miscellaneous fees in the logistics link. There are two formal charging models: per-order charge and charge based on the percentage of goods value, which apply to import orders of different scales.

The per-order charge applies to regular import orders with goods value within 1 million yuan. The all-inclusive price covers full-process services including document preparation,pre-declaration,on-site coordination, customs liaison and other related services, with no extra hidden charges. The value-based charge applies to high-value import orders with high compliance requirements, and the rate will be adjusted according to the risk level of the goods.

To judge the rationality of a quote, you can require the agency to provide a clear split list of all charges, clearly distinguish between agency fees and reimbursable expenses, and avoid institutions that provide vague quotes,so as to control arbitrary charge risks from the source and stabilize customs clearance costs.

Related service fees generated during the customs price verification process are not included in the regular import customs clearance agency fee. If the imported goods fall into the category of goods under key customs price verification, the agency team needs to sort out price verification documents and respond to price verification consultations, such services will be charged separately, or can be agreed to be included in the overall agency fee in advance. The scope covered by regular agency fees includes basic customs declaration process services such as customs declaration form entry, declaration, tax verification, document receiving and release.

For non-routine operations such as declaration deletion and re-submission, secondary declaration, and document retrieval under the customs clearance integration mechanism, additional service fees will be charged according to operation difficulty. Clarifying the goods classification and price verification risks in advance, and including all required services into the agency contract in advance can avoid subsequent charge disputes, prevent customs clearance process delays caused by charge disputes, and avoid extra demurrage and container detention costs.

Import customs clearance agency fee does not cover reimbursable expenses generated in the logistics link such as container demurrage, storage fee, and port change fee, nor does it cover main transportation fees of sea and land transport. Some agencies will include port pickup and delivery services in the agency fee quote, while some others list pickup and delivery fees separately, so you need to confirm the service scope covered by the quote in advance.

For full container load imports, some agencies include on-site services such as seal replacement and container condition inspection in the agency fee, while for less than container load imports, separate document splitting service fees may be charged. Confirm clearly with the agency in advance whether the agency fee covers supporting services such as pickup, delivery and on-site document exchange, so as to avoid extra subsequent charges and calculate the overall import cost more accurately.

If services such as VAT deferral and tax planning are required for import, related service fees are not included in the regular import customs clearance agency fee, and separate service fees will be charged. Regular agency fee only covers basic tax liaison work in the customs clearance process, including checking tax receipts and assisting with tax payment.

For professional operations such as cross-border tax structure sorting and non-resident enterprise withholding tax declaration, separate service fees need to be agreed. For imported goods with high value, choosing to include services such as VAT deferral into the overall agency fee quote can get a more favorable bundled price, reduce the overall tax service cost, ensure the compliance of tax operations, and avoid tax risks.

Compliance service fees for the receipt and payment of foreign exchange link are usually not included in the regular import customs clearance agency fee. Regular customs clearance agency fee only covers operations in the customs clearance link. If you need the agency to assist in handling foreign exchange settlement and account reconciliation, CIPS cross-border RMB payment, and compliant operation of offshore account funds, additional service fees will be charged.

If the import order requires advance compliance pre-examination to identify risks in the receipt and payment of foreign exchange link, such pre-examination service also needs to be charged separately. For small and medium-sized importers, choosing the bundled package service of customs clearance + foreign exchange receipt and payment compliance can reduce the overall cost by around 15% compared to purchasing services separately, while ensuring the compliance of the whole import process and avoiding compliance risks that affect business operation.

Related legal service fees involving intellectual property customs protection record filing, ownership transfer, and guarantee letter issuance are not included in the regular import customs clearance agency fee. Regular agency fee only covers operations in the customs clearance process, and does not assume full responsibility for legal risks in the trade link.

If you need the agency to assist in reviewing trade contract clauses, identifying soft clauses in letters of credit, and handling ownership transfer related procedures, separate service fees need to be agreed. For first-time importers, it is recommended to clearly agree on the service scope covered by the agency fee and the responsibility division when legal disputes occur when signing the agency contract, so as to avoid subsequent disputes and protect legitimate rights and interests.

The regular import customs clearance agency fee includes basic service fees for assisting in coordinating customs inspection, but does not cover physical operation fees generated by container unpacking, shifting, and inspection sample submission and appraisal. These physical operation fees are collected by ports or testing institutions, belong to reimbursable expenses, and are not included in the agency fee.

If services such as responding to inspection consultations, interpreting inspection notices, and checking the authenticity of seals are required, these services are covered by the regular agency fee, and no extra payment is required. Confirm clearly with the agency in advance the charge boundary of the inspection link, so as to avoid extra charges during the inspection process, make cost budget in advance, and prevent cost overruns caused by inspection.

If the imported goods are dangerous goods, service fees for repackaging rectification, MSDS compilation, and dangerous goods classification appraisal are not included in the regular import customs clearance agency fee. Regular agency fee only covers declaration services based on the existing packaging. If the packaging does not meet customs requirements and rectification is needed, related technical service fees will be charged separately.

For dangerous goods import, confirming that the packaging meets UN standards in advance and completing relevant appraisals before arrival can avoid extra costs caused by on-site rectification, and prevent delays in customs clearance efficiency. Bundling packaging compliance services into the agency fee quote in advance can help calculate the overall import cost more clearly.

The difference in import customs clearance agency fees is directly related to the choice of trade terms. Under FOB terms, the operation complexity of the customs clearance link is higher than that under CIF terms, so the agency fee will increase slightly.

If overall import supply chain optimization is required, including adjusting customs clearance nodes and coordinating with domestic warehouse inventory, such supply chain planning services are not included in the regular customs clearance agency fee. For merchants with long-term stable import volume, signing an annual framework agreement with the agency to agree on the agency fee rate for all import orders in the whole year can get more favorable discounts than one-time quotes, stabilize the annual customs clearance cost, facilitate overall cost budgeting, and improve supply chain stability.
