I am the owner of a small and medium-sized manufacturing enterprise that just expanded into cross-border beauty trade. In these two months, I have received two direct supply orders from Europe. The first time I explored the process on my own, I delayed more than ten days in total, missed the customer's Christmas sales window, and finally paid tens of thousands of yuan in liquidated damages.

The delivery date of this new order is extremely tight, so I plan to find a professional agency to handle it, but I am not sure how long the whole set of import-export agency process will take, and whether there will be a big difference in processing duration when operating at different ports. If there are inspections or document problems, will there be additional delays? What preparations in advance can shorten the overall duration? I need to clarify the time limit range in different situations to confirm the accurate delivery date with customers, and avoid the same mistake as last time.

We decompose the entire import-export agency chain into four links, and the time limit of each link is clear and controllable. The first link is pre-submission document review. We will complete the compliance verification of the full set of customs declaration, commodity inspection, and trade documents within 1 working day after receiving the entrustment. If the enterprise provides pre-audit 3 working days in advance,it can directly shorten the subsequent preparation time.

The second link is core node connection. For general cargo, the whole process of customs clearance,shipment/delivery at Shanghai port takes 3 to 7 working days as the overall time limit. For goods requiring statutory commodity inspection, only an additional 2 to 3 working days of official verification time is added. For linkage operations at other ports in China, only an additional 1 to 2 working days of document transfer connection time is added,so there will be no significant time difference.

The third link is abnormal situation plan management. For routine port inspections,we have exclusive on-site specialists to coordinate, and ordinary inspections can be completed in 1 working day. If small document problems are found, since pre-audit has been completed, the modification and adjustment time will be controlled within 1 working day. For special categories requiring inspection,we will inform the estimated time limit in advance to facilitate the enterprise to adjust the schedule.

When the entire process is finally completed in compliance, including the full set of agency services including foreign exchange settlement and export tax rebate pre-handling,the longest time limit is no more than 15 working days. We will synchronize the progress of each node on a daily basis,so enterprises can grasp the time dynamic at any time, arrange production and order delivery plans reasonably, and avoid default losses caused by uncertain time limits.

The price verification process is a common node that can invisibly extend the agency duration. If the declared price of customs declaration documents does not meet the customs price parameter threshold, it will enter the price consultation process, and the overall process will be extended by 3 to 5 working days. Preparing complete price supporting materials such as original manufacturer's invoices, foreign exchange payment vouchers, transaction emails, and purchase contracts can help the price verification process pass quickly and avoid additional time.

Under the national integrated customs clearance model, if the enterprise completes pre-price verification locally in its jurisdiction, it can also shorten the port customs clearance time limit by 1 to 2 working days. When there is a price verification dispute, professional operations can quickly submit compliance appeal materials, and control the dispute processing time within 3 working days, which is much faster than the more than one week required for enterprises to handle it on their own, and greatly reduces the impact on the overall agency progress.

The duration of the logistics and transportation link accounts for about half of the entire import-export agency process. Pre-booking shipping space can avoid delays of 7 to 10 days caused by overbooking and space rejection. If the enterprise provides the cargo readiness time 10 days in advance, the agency can lock the direct flight shipping space, saving 3 to 5 days of transfer waiting time compared with booking space temporarily.

The core reasons for container detention charges and port detention charges are time delays. Locking free detention and free storage periods in advance can avoid additional costs and longer port detention time when there is a small delay in customs clearance.

The voyage duration of different routes is fixed. The agency can accurately estimate the arrival time according to the latest schedule of the shipping company, and provide the enterprise with a clear delivery time reference, so there will not be a large estimation deviation, making it convenient for the enterprise to coordinate with downstream customers on delivery dates.

The duration of the export tax rebate link is a part that many enterprises easily ignore. If the documents are not complete for filing or the "four flows are inconsistent", it will trigger a tax letter investigation, and the overall tax rebate process will be extended by 1 to 2 months. Sorting out purchase invoices, foreign exchange receipts, export customs declaration forms, and purchase and sales contracts in advance to ensure that the document information is completely consistent can avoid the letter investigation.

The normal tax rebate declaration process only takes 5 to 7 working days. If a letter investigation is indeed required, preparing the corresponding supply supporting materials and logistics documents in advance can shorten the letter investigation reply time to within 10 working days, saving more than half the time compared with enterprises preparing on their own, which will not extend the total duration of the entire agency process, nor will it affect the normal capital turnover rhythm of the enterprise.

The time delay in cross-border foreign exchange receipt and payment links mostly comes from compliance problems. If the declaration information of foreign exchange receipt and payment is inconsistent with the customs declaration information, it will cause the bank to return the documents, and re-declaration will increase 2 to 3 working days.

Using the Cross-Border Interbank Payment System (CIPS) for cross-border RMB settlement saves 1 to 2 working days of arrival time compared with SWIFT settlement, and also reduces delays caused by message errors. Checking in advance that the consignor and consignee information, amount, and foreign exchange receipt and payment declaration information on the customs declaration form are completely consistent can pass the review at one time, avoiding document return and modification, ensuring that the foreign exchange receipt and payment link is completed on time, not affecting the subsequent tax rebate and foreign exchange settlement processes, and thus not extending the total duration of the overall import-export agency.

The time spent on on-site inspection varies greatly. Seal abnormalities and incorrect declaration of goods names will lead to extended container inspection.

For routine container inspection, as long as the packing list is sorted out in advance and matched with the storage location of the goods, the container inspection time can be shortened to within 4 hours. Adding the time for customs to release the results, the whole process can be completed in 1 working day.

For machine inspection, arranging the goods in advance to avoid blocking the image can quickly pass the machine inspection without the need for secondary container inspection, saving 1 to 2 working days of waiting time. Preparing the corresponding qualification documents according to the attributes of the goods in advance can quickly submit samples and materials when encountering inspection, and will not delay the inspection progress due to incomplete materials, thus extending the duration of the overall agency process.

The operation time limit of the VAT deferral link will affect the overall duration of import customs clearance. If the VAT deferral registration is not completed in advance, value-added tax needs to be paid on the spot during customs clearance, which will extend the payment verification time by 1 to 2 working days.

Completing the VAT deferral registration in advance to ensure that the subject qualification meets the requirements of the importing country can quickly complete customs clearance release and save the payment waiting time. For regions such as Europe and Southeast Asia that support VAT deferral, completing compliance registration in advance not only eases cash flow pressure, but also shortens the customs clearance link by 1 to 2 working days, and the overall import-export agency process will be shortened accordingly, without delaying the overall progress due to tax operation problems and affecting the delivery plan of the enterprise.
