I am the head of foreign trade business of an enterprise mainly engaged in the export of small cross-border e-commerce commodities. Last month, we finalized an order for autumn and winter clothing to be shipped to Germany, with a total cargo value of about 1.2 million RMB. We handled customs declaration and logistics by connecting with freight forwarders ourselves for previous small orders. Since this order is relatively large, we want to find a professional import and export agency company to take charge of the whole process, to avoid errors in the docking process when we handle it ourselves.

However, after consulting three agency companies, I found the quotes vary significantly: one charges 0.8% of the cargo value, another charges 2800 RMB per shipment, and the third quotes a total price of 50,000 RMB excluding inspection and document fees. I am completely confused now, not knowing what items are included in the agency fee, which charging method is more cost-effective, how to judge whether there is hidden consumption in the quote, and afraid that if I choose the cheaper one, I will be charged additional unstated fees later, which will delay customs clearance and cost more money.

First of all,it should be clear that there is no unified fixed standard for import and export agency fees, which are mainly determined by four core factors: service scope, cargo value, trade mode and port type. Basic service fees are usually in the range of 0.3%-0.6% of the cargo value,or 2000-4000 RMB per shipment, which covers basic services such as customs declaration, sea freight booking, bill of lading processing and so on.

Many clients tend to ignore hidden fees, such as inspection fees, document expediting fees, port detention fees and so on. Formal agencies will list these items separately. Charges for value-added services such as export tax refund agency and foreign exchange settlement usually range from 500 to 1500 RMB per transaction. If multiple services are entrusted at the same time, package discounts can be negotiated.

In the 2026 market, clients with annual agency value exceeding 5 million RMB can sign long-term agreements to enjoy a preferential rate of 0.25%-0.4%. For small-batch orders,it is recommended to choose the fixed per-shipment fee mode to avoid cost risks caused by cargo value fluctuations. The core to judge whether a quote is reasonable is to check whether it covers all expected services and whether there is a clear charging list,so as to avoid being charged additional unstated fees later.

In addition, some leading agencies launched full-link package services in 2026,integrating customs declaration, logistics, tax refund and foreign exchange settlement as a whole, with charges 10%-15% lower than separate entrustment. However, you need to confirm the specific links covered by the service, such as whether it includes destination port customs clearance, manifest declaration and other details. If your order involves the EU market, some agencies can also provide VAT deferral service, which allows deferred payment of import value-added tax to ease capital pressure, but an additional service fee of 0.1% of the cargo value will be charged.

It should also be noted that charges vary under different trade modes. For example, under FOB and CIF modes, the service content of the agency is different,so the charges will also be adjusted accordingly. Under FOB mode, the agency is mainly responsible for domestic customs declaration and trucking,so the charge is relatively lower. While under CIF mode, the agency needs to be responsible for sea freight and destination port customs clearance,so the charge will be higher.

The charge of import and export agency fees is directly related to the difficulty of price appraisal in the customs declaration link. If your goods are ordinary small commodities without special supervision requirements, the customs price appraisal process is simple, and the basic part of the agency fee will be lower, usually around 0.3% of the cargo value.

However, if the goods involve brand authorization, special materials such as rare earth components or niche categories, the customs will require more value proof documents, such as purchase contracts, commercial invoices, brand authorization letters, third-party test reports and so on. At this time, the agency needs to spend more time coordinating with the customs, and may even need to participate in price appraisal negotiations, so the agency fee will increase by 10%-20%.

In 2026, the customs implemented the integrated customs clearance reform, and the charge for cross-port agency is about 5% higher than that for a single port, because it is necessary to coordinate the document circulation and inspection arrangements of different ports to ensure the smooth customs clearance of goods. If there is a situation of order deletion and re-declaration or secondary declaration, the agency will charge additional handling fees, usually 1000-2000 RMB per order.

This part needs to be clearly agreed in the preliminary quotation to avoid disputes in the later stage. In addition, for goods involving quotas and licenses, the agency needs to assist in handling relevant certificates, and the service fee for this part will also be listed separately, usually ranging from 500 to 1000 RMB.

In addition, some clients will choose to entrust the agency to handle pre-declaration and manifest confirmation, and these value-added services will also charge additional fees, usually 300-500 RMB per order. When choosing an agency company, be sure to ask the other party to provide a detailed charging list and clarify the charging standard of each service to avoid hidden consumption.

The logistics part of import and export agency fees mainly depends on the mode of transport, route, volume and weight of the goods. The global sea freight market has stabilized in 2026, but the charging differences between different routes are still obvious.

For example, the sea freight agency fee for European routes is about 15% higher than that for Southeast Asian routes, because it requires longer transportation time and more complex customs clearance procedures. If your goods are full container loads, the logistics part of the agency fee will be charged per container, the fee for 20GP is 1500-2000 RMB, and the fee for 40HQ is 2000-2500 RMB; if it is less than container load, it will be charged per cubic meter, usually 30-50 RMB per cubic meter.

In addition, the arrangement of free storage period and free container period will also affect the charging of agency fees. If the client needs to extend the free storage period or free container period, the agency needs to coordinate with the shipping company and the port, and an additional service fee of 500-1000 RMB will be charged for this part.

If the goods need to be redirected to another port or handled for container rolling, the agency will also charge corresponding handling fees, and the specific amount depends on the difficulty of port change and the additional costs incurred. In addition, for special goods, such as overweight goods, overlength goods, dangerous goods, the logistics part of the agency fee will be higher, because special transport equipment and compliant packaging are required, and the charge is usually 30%-50% higher than that of ordinary goods.

When choosing a logistics scheme, it is recommended to give priority to direct routes. Although the agency fee for direct flights is higher than that for transit routes, it can reduce the risk of cargo damage and delay in the transit process, which is more cost-effective on the whole.

In addition, some agencies will provide logistics tracking services to update the transportation status of goods in real time, which is usually included in the basic agency fee and does not require additional charges.

The tax part of import and export agency fees mainly depends on the difficulty of export tax refund handling and the demand for tax planning. China's export tax refund policy has been optimized in 2026.

For compliant cross-border e-commerce enterprises, the tax refund cycle has been shortened to 3 working days. However, if the enterprise's documents are incomplete, such as lack of purchase invoices, customs declaration forms, foreign exchange receipt vouchers and so on, the tax refund handling will become complicated, and the tax part of the agency fee will increase.

The charge for basic export tax refund agency services is usually 500-1000 RMB per transaction. If tax planning is required at the same time, such as VAT deferral and cross-border related transaction pricing optimization, the charge will range from 2000 to 5000 RMB.

In addition, for businesses involving withholding tax for non-resident enterprises, the agency needs to assist in handling relevant tax declaration and payment, and the charge for this part is usually 0.1% of the involved amount, with a minimum of 500 RMB.

If the enterprise needs to conduct BEPS risk investigation, the agency will provide professional tax consulting services, and the charge is usually more than 10,000 RMB. When choosing a tax consultant, be sure to confirm whether they are familiar with the latest tax policies in 2026, such as the new EU VAT regulations and China's optimized export tax refund policies, to avoid tax risks caused by unfamiliarity with policies.

In addition, some agencies provide foreign exchange settlement services to help enterprises optimize the foreign exchange settlement rate and avoid exchange loss. This service is usually charged at 0.05% of the settlement amount, with a minimum of 100 RMB.

If the enterprise needs offshore account management, the agency will also provide corresponding consulting services, and the charge is usually 200-500 RMB per month.

The compliance part of import and export agency fees mainly depends on the method of foreign exchange receipt and payment and the difficulty of compliance. China's cross-border foreign exchange receipt and payment policies have been further optimized in 2026, supporting CIPS RMB cross-border payment.

However, if the enterprise uses SWIFT messages for foreign exchange receipt and payment, the agency needs to assist in parsing the messages to ensure compliance with international compliance requirements, and the charge for this part is usually 300-500 RMB per transaction. If the enterprise involves offshore account management, the agency needs to assist in account compliance inspection to ensure that the account meets the anti-money laundering requirements of FATF, and the charge is usually 300-800 RMB per month.

In addition, the difficulty of foreign exchange settlement and account reconciliation will also affect the charging of agency fees. If there is a difference between the foreign exchange receipt amount and the customs declaration amount of the enterprise, the agency needs to assist in explaining the difference to ensure compliance with the requirements of the State Administration of Foreign Exchange, and the charge for this part is usually 500-1000 RMB per transaction.

If the enterprise needs to optimize the foreign exchange purchase rate, the agency will provide professional exchange rate hedging schemes, such as forward foreign exchange settlement and sale, currency swap and so on, and the charge is usually 0.03% of the hedging amount, with a minimum of 300 RMB.

In addition, some enterprises involve cross-border related transactions, and the agency needs to assist in pricing filing to ensure compliance with BEPS requirements, and the charge for this part is usually 2000-5000 RMB. When choosing compliance services, be sure to confirm whether the agency is familiar with the latest foreign exchange management policies in 2026, such as China's new cross-border RMB settlement regulations and the latest anti-money laundering requirements of FATF, to avoid obstruction of foreign exchange receipt and payment caused by compliance issues.

The legal part of import and export agency fees mainly depends on the complexity of the trade contract and the demand for risk avoidance. Legal risks in international trade still exist in 2026, such as soft clauses of letters of credit, intellectual property infringement, cargo right disputes and so on.

The agency needs to assist in reviewing trade contracts to avoid potential legal risks, and the charge for this part is usually 500-1500 RMB per contract. If the enterprise needs to handle intellectual property customs protection filing, the agency will assist in preparing relevant materials, and the charge is usually 1000-3000 RMB.

In addition, additional fees will be charged for the handling of Letters of Indemnity (LOI). For example, the charge for bank guarantees is usually 0.1% of the guarantee amount, with a minimum of 500 RMB, while the commercial guarantee issued by the agency is cheaper, usually charged at 0.05% of the guarantee amount.

If the enterprise involves complex legal affairs such as cargo right transfer and exclusive agreement, the agency needs to assist in drafting and reviewing relevant documents, and the charge is usually 3000-10000 RMB.

In addition, in case of trade disputes, the agency can assist in negotiation and mediation, or provide legal support, and the charge for this part is usually 0.5% of the dispute amount, with a minimum of 2000 RMB. When choosing legal services, be sure to confirm whether the agency is familiar with international trade laws, such as the United Nations Convention on Contracts for the International Sale of Goods, China's Foreign Trade Law and so on, to avoid the escalation of disputes caused by unfamiliarity with laws.

The tax refund audit part of import and export agency fees mainly depends on the compliance of tax refund documents and the difficulty of audit. China's export tax refund audit policy has been further optimized in 2026, and the verification standard of "four flows consistency" has been implemented, that is, consistency of cargo flow, capital flow, invoice flow and contract flow.

If the enterprise's documents are complete and compliant, the charge for tax refund audit will be lower, usually 300-800 RMB per transaction. However, if the enterprise's documents have problems, such as lack of purchase invoices, foreign exchange receipt vouchers, customs declaration forms and so on, or involve tax correspondence adjustment, the charge for tax refund audit will increase by 50%-100%.

In addition, for tax refund businesses declared across months, the agency needs to assist in pre-declaration verification and adjustment, and the charge is usually 500-1000 RMB per transaction. If the enterprise needs document filing, the agency will assist in sorting and archiving relevant documents, and the charge is usually 200-500 RMB per month.

In addition, for businesses involving tax refund capital backflow, the agency needs to assist in verification and explanation to ensure compliance with the requirements of the tax department, and the charge for this part is usually 1000-2000 RMB per transaction.

When choosing tax refund audit services, be sure to confirm whether the agency is familiar with the latest tax refund policies in 2026, such as China's optimized export tax refund policies and the latest requirements for tax correspondence adjustment, to avoid delayed tax refund or punishment caused by unfamiliarity with policies. In addition, formal agencies will provide full tracking service for tax refund audit to ensure the smooth arrival of tax refund, which is usually included in the basic agency fee and does not require additional charges.
