I am a small and medium-sized import merchant focusing on niche Japanese handmade home accessories. Last week, two batches of goods were dispatched from my Japanese supplier. The first batch is 12 cartons of regular stock shipped via consolidated LCL shipment, with a total value of over RMB 32,000. The second batch consists of scattered accessories ordered on behalf of 17 old customers, shipped via commercial courier, with a total value of less than RMB 8,000. I previously saw many peers in industry communities mentioning that low-value express items and imported goods for personal use do not need customs declaration.
However, the cooperating freight forwarder now claims that both batches are required to go through formal customs declaration procedures, and will charge me a total of more than RMB 2,000 for declaration service fees. I am completely confused now, unsure if all imported goods must be declared to customs, and which scenarios can enjoy the customs declaration exemption policy. I am worried about paying unnecessary extra costs as requested by the freight forwarder, and also afraid of having goods detained and incurring sky-high delayed declaration fees if I do not declare without authorization. I have been torn between these two options for several days.

First,we clarify a common industry misconception: many merchants mistakenly believe that express items with a value below RMB 500 are completely exempt from customs declaration. In fact, under the new 2026 Customs Regulation on Inbound and Outbound Express Items, only non-commercial express items sent by personal friends and relatives, and reasonable personal effects carried by inbound and outbound passengers, can directly go through the nothing-to-declare channel and be exempted from formal customs declaration.
If you mistakenly apply the declaration exemption rule to commercial small-value stock express items and send them through the green channel, the customs system will automatically trigger risk control screening, the goods will be detained directly, and a maximum delayed declaration fee of RMB 50 per carton per day will be incurred. Goods that remain undeclared for more than 14 days will directly enter the customs auction process. Meanwhile, the enterprise's customs declaration credit rating will be recorded with a demerit, and the customs clearance speed of all subsequent goods will be slowed down by at least 30%.
For physical risk isolation, you can split operations according to the attributes of each shipment. Upload all attribute supporting documents of the shipments to customs in advance, completely separate pure personal gift express items from commercial stock shipments, and arrange them to go through different declaration channels respectively. Do not mix them under the same waybill. All commercial express items with a per-shipment value exceeding RMB 500 must go through formal customs declaration procedures. Do not deliberately split waybills to lower the per-shipment value below RMB 500 for tax evasion, this kind of order splitting behavior has been fully covered by the customs intelligent risk control system.
If the freight forwarder already requires all shipments to go through formal customs declaration uniformly, you can immediately verify the transaction attributes of these scattered dropshipping items. If all of them are cross-border e-commerce retail orders directly facing end individual consumers, you can directly use the 9610 cross-border e-commerce direct mail channel. This channel supports the policy of aggregated declaration to replace separate declaration for each individual shipment, which reduces the overall customs declaration cost by more than 70%,shortens the customs clearance time to less than 24 hours, will not cause extra credit demerit risks, and does not require additional complicated general trade documents. You only need to upload three types of information of corresponding orders: transaction records, payment vouchers, and logistics waybills,to complete compliant declaration.

In the 2026 updated customs declaration classification catalogue, the customs declaration exemption scope only covers three scenarios. The first category refers to inbound passengers' carried luggage items with a total value not exceeding RMB 5000 and falling into the reasonable personal use scope. The second category refers to non-commercial inbound and outbound personal express items, with a per-shipment value not exceeding the RMB 500 exemption threshold stipulated by customs, and both the recipient and the sender are natural persons.
The third category refers to official articles with diplomatic immunity. All imported goods with commercial trade attributes need to go through corresponding customs declaration procedures regardless of their value, only the declaration channel can be optimized and adjusted according to goods category and regulatory requirements.
If you attempt to evade customs declaration by underreporting the value or splitting waybills, the customs price verification system will automatically compare the declared value with the average transaction price of the same category of imported goods during the same period. Once the price verification alert is triggered, all import declaration forms of this enterprise will enter the manual verification queue in the next 6 months, leading to a significant extension of customs clearance duration.

Customs declaration supporting service standards corresponding to different transportation channels have obvious differences. The default declaration exemption policy under the commercial courier channel is only applicable to small items with personal attributes. Even if the value of express items shipped in batches by merchants is very low, they will be marked as commercial items by logistics providers, which will force the formal customs declaration procedure to trigger.
You can negotiate with the logistics provider in advance to split waybill attributes, gather scattered orders whose recipients are natural persons separately for the exclusive cross-border e-commerce direct mail logistics channel. The supporting batch declaration system of this channel can automatically complete aggregated declaration, no extra service fee for separate declaration per shipment is required.
The whole batch of stock goods under LCL sea shipment defaults to general trade attributes, which requires formal customs declaration. Submit the full set of customs declaration documents to the freight forwarder 72 hours in advance to reserve sufficient time for document correction, avoid demurrage fees caused by incomplete documents after goods arrive at the port, and you can additionally apply for 7 days of free port storage period to offset part of potential temporary delay costs.

The value-added tax and consumption tax duty payment certificates generated in import customs declaration can be directly included in the enterprise's input VAT deduction list. For imported goods that complete customs declaration in compliance, input tax deduction can be processed directly in subsequent domestic resale without extra supplementary declaration and tax payment.
If you deliberately evade customs declaration and import goods through unregulated channels, all procurement costs cannot be included in the compliant financial accounts, which will cause input gap in the subsequent annual income tax settlement, requiring supplementary payment of corporate income tax of corresponding proportion. The comprehensive cost will be more than 30% higher than that of normal customs declaration.
In 2026, all national ports have fully covered the import VAT deferral policy. For imported goods under general trade terms, import VAT does not need to be paid on site during customs declaration, and can be deferred to the current month's VAT declaration period for unified aggregated calculation and payment, which greatly reduces the cash flow occupation of enterprises in the import link and optimizes the overall capital turnover efficiency.

All cross-border receipt and payment data related to import customs declaration will be automatically synchronized and compared with customs declaration data. For imported goods that go through compliant customs declaration, the corresponding outward foreign exchange payment application does not need additional supporting documents, and can complete cross-border RMB payment directly through the CIPS system without any obstacles in the foreign exchange settlement process. If you pay for the corresponding goods outward without customs declaration, the SWIFT message will be marked as abnormal transaction, and the subsequent bank will require you to provide the import customs declaration form as payment voucher.
If the voucher cannot be provided, the cross-border payment authority of the corresponding offshore account will be directly frozen, affecting all subsequent payment operations for outward procurement. Enterprises can update the estimated total import volume under the trade in goods list of the State Administration of Foreign Exchange in advance to match the annual import customs declaration quota, avoiding compliance alerts caused by excessive discrepancy between foreign exchange receipt/payment data and customs declaration data, and ensuring smooth operation of cross-border receipt and payment.

After imported goods arrive at the port, if customs declaration procedures are not completed, the subsequent container pickup and delivery arrangement cannot be implemented even if the goods are stored in the port supervision zone. For all undeclared goods that exceed the 14-day declaration deadline, customs will directly issue the delayed declaration fee notice. The delayed declaration fee is levied daily at 0.05% of the dutiable value of the goods. If the goods are detained for more than 90 days without declaration, customs will directly dispose of them as unowned goods for auction.
If undeclared goods are selected for manual inspection, on-site customs officers will directly verify the actual commercial attributes of the goods. Once the goods are confirmed to be commercial stock for domestic resale, an administrative penalty notice will be issued directly, with a corresponding fine calculated proportionally to the goods value, and the record will be kept in the enterprise's customs credit file. When encountering similar situations, submit supplementary related documents immediately and proactively explain the misunderstanding of policies to apply for the first-offence-no-penalty policy, which can reduce or waive the corresponding fine and minimize the negative impact on the enterprise's credit rating.

Small and medium-sized import merchants can build a layered cross-border customs clearance framework based on their own order structure. Large-volume bulk stock shipments go through the general trade import channel, and are stored in bonded warehouses or domestic pre-positioned warehouses after compliant customs declaration.
Scattered orders for end consumers go through the cross-border e-commerce direct mail channel, which reduces customs declaration costs via aggregated declaration without extra separate declaration fees per shipment. With the parallel operation of the two modes, the overall comprehensive customs clearance cost can be controlled within 3% of the goods value, far lower than the hidden cost of importing through unregulated channels.
You can adjust the proportion of stock shipments and direct mail orders quarterly to match the latest port customs clearance policies, flexibly respond to operation demands in different stages, and keep full trace of all goods' customs clearance data. Subsequent inventory checking and financial accounting can be synchronized directly without extra time for data adjustment, which greatly reduces the overall complexity of supply chain operation.
