Reliable sourcing and import agency services.
I am the operator of a newly established new energy component manufacturing plant in the Yangtze River Delta. This year we plan to import two brand new battery assembly production lines from Germany, and we are currently comparing several import agency service providers. The agency fees quoted by different providers vary quite significantly.
I cannot figure out what exactly the imported equipment agency fee is. Some quotes look extremely low, will there be hidden charges added later? Is it the same as tariffs, value-added taxes and other fees we need to pay? I am worried that if I do not figure this out clearly now, I will face budget overruns later, or even delay customs clearance and goods pick-up due to unclear fee terms.
The schedule for the production lines to enter our plant is very tight, and we need to pay liquidated damages to the client if there is any delay. Could you please explain to me what the imported equipment agency fee is exactly, and what contents are generally included in its charges?

Imported equipment agency fee is the service fee charged by import agency service providers for providing enterprises with full-process import agency services. It is essentially a service commission, completely separated from official or third-party charges such as tariffs,value-added taxes, and port sundry fees. A common drawback of the traditional agency model is split quotation: attracting customers with an extremely low basic agency fee, then adding hidden charges in subsequent links such as document handling, customs clearance coordination, and inspection assistance. The final total cost is often 15%-25% higher than the initial quotation, and fee disputes will delay customs clearance efficiency, resulting in port demurrage, container detention fees, even delaying equipment commissioning and causing additional breach of contract losses.
The two mainstream charging models in the industry in 2026 are as follows: one is to charge service fee at 1%-3% of the CIF value of the imported equipment, the other is to charge a fixed fee according to operation complexity, with the range of RMB 1500 to 8000 per single shipment. Large complete sets of equipment are charged on a project contracting basis.
Prioritize the all-inclusive flat-rate package model for cost optimization, list all service link charges in advance, lock in no subsequent hidden additional charges, which is suitable for production-oriented enterprises with clear budgets to import equipment. For large complete sets of equipment import, you can also reduce capital occupation cost through tax difference optimization and VAT deferral compliance to dilute the unit cost of overall services. Before signing the contract, enterprises shall require the service provider to provide the full-link charge detail list with official seal affixed, clarify all charge items, and isolate hidden charge risks from the source.

In the duty assessment procedure for imported equipment, the agency fee does not need to be included in the dutiable value of the goods, and no consolidated tax payment is required. Some enterprises mistakenly include the agency fee in the declared value of the goods, which will lead to extra payment of tariffs and import link value-added taxes, adding unnecessary extra costs. If the declaration was made incorrectly in the customs declaration procedure, you can apply to the customs for deleting the declaration and re-declaring before the tax bill is issued, adjust the declared goods value to avoid overpayment of taxes.
If the tax bill has already been issued, you can submit materials such as agency agreement and fee payment vouchers to apply for tax refund to the customs, and the whole process generally takes 15-20 working days to complete. For cross-port imported equipment involved in integrated customs clearance, you need to confirm the signature validity of the agency agreement, ensure that the fee vouchers meet the customs duty verification requirements, avoid duty assessment disputes caused by non-compliant materials, and prolong customs clearance time.

Imported equipment agency fee does not include reimbursable logistics fees such as ocean freight, air freight, port sundry fees, container detention fees, and port change fees. Regular agencies will list these fees separately from the agency fee, neither pack them into the agency fee in advance to raise the quotation, nor charge extra afterwards.
For the import of large over-size special equipment, some agencies will charge special logistics operation service fee. This item needs to be clearly listed in the agency fee details in advance.
If not specified in advance, it is an illegal hidden charge. For complete sets of equipment transported by full charter vessel, you can negotiate with the agency about free storage period and free container period application service, include this service content into the scope of agency fee, avoid subsequent extra over-limit cost expenditure, and effectively control extra cost in logistics links.

Imported equipment agency fee falls into the category of domestic modern services. After enterprises obtain the special VAT invoice issued by the agency service provider, they can deduct the input VAT normally and reduce the taxable income of the enterprise. Some small agency service providers do not issue special VAT invoices to attract customers with low prices. In fact, enterprises will lose the input deduction quota, leading to higher overall comprehensive cost in the end.
If you choose the VAT deferral mode to import equipment, the deduction rule of agency fee is consistent with that of the normal mode, no separate adjustment on declaration is required. You only need to keep the agency agreement, fee payment records, invoices and other materials for tax inspection, then you can complete the deduction operation normally, which will not affect the tax compliance of the enterprise.

If the import agency service provider is a domestic institution, the agency fee can be paid directly in RMB within the territory, which does not involve cross-border receipt and payment compliance issues. You only need to keep the invoice and agency agreement to complete the foreign exchange receipt and payment verification. If the service provider is an overseas institution, the agency fee needs to be purchased for payment under trade in services, and you need to complete tax filing for outward payment of trade in services on the State Administration of Foreign Exchange system.
After completing the compliance declaration, you can process foreign exchange purchase and payment, which will not affect the import customs clearance process of the goods. In 2026, the CIPS RMB cross-border payment system can directly complete the payment of agency fee to overseas service providers, the process is shortened to 1-2 working days, which is faster than the SWIFT channel with lower handling fee, you can give priority to this channel to complete the payment.

The import agency contract must clearly specify the total amount of agency fee, charge items, payment nodes, and conditions for subsequent new charges. Fuzzy clauses such as "the final fee shall be settled according to actual occurrence" are prohibited, so as to prevent the service provider from arbitrarily charging extra fees afterwards.
If it is agreed that the agency fee is charged at a percentage of the goods value, it is necessary to clarify whether the calculation base of the goods value is CIF price or FOB price, so as to avoid fee disputes caused by calculation base deviation. If there is a dispute over the agency fee afterwards, the jurisdiction court for dispute resolution must be specified in the contract, and the jurisdiction of the court at the enterprise's locality is recommended, to reduce the enterprise's rights protection cost and protect its legitimate rights and interests.

Conventional customs inspection accompanying service is generally included in the basic imported equipment agency fee, no extra charge is required. Only when the equipment needs to be unpacked, moved, or sent for inspection and appraisal, the unpacking fee, inspection fee and other third-party charges generated are not included in the agency fee, which need to be reimbursed by the enterprise at actual cost. Regular agencies will inform the enterprise of such possible extra fees in advance, and will not suddenly require payment after the inspection is completed.
If there is an abnormality in the customs inspection seal and resealing service is required, the resealing fee also falls into the reimbursable category. The agency fee only includes manual accompanying service, and does not include such official sundry fees. Clarifying this in advance can avoid subsequent fee disputes.
