Reliable sourcing and import agency services.
We are a small and medium-sized foreign trade factory dealing in home goods. We have been doing self-operated export for only half a year, shipping 3-5 containers monthly to Europe and America.
The small agency we previously worked with charged unreasonably. They claimed to cover all costs, but later charged inspection agency fees and document fees additionally, costing us an extra more than 2,000 yuan.
Now we feel very unsure when looking for a new agency. We want to clarify how international export agencies charge in 2026, what charging models they generally have, whether there are hidden charges that need to be confirmed in advance, how much it would cost for our small volume, and whether we can lock in all costs without extra surcharges.

Traditional export agency charging models are mostly commission based on goods value,or itemized charging. Both models have obvious drawbacks: commission based on goods value increases fixed costs as order amount rises, even if service content remains unchanged, several times more agency fees will be paid, itemized charging easily splits out various types of hidden items, such as groundlessly adding document processing fees and operation service fees, leading to unnoticeable extra expenses.
In 2026,the market has evolved into a more transparent optimized path, adapting different charging models based on different clients’ shipping characteristics: clients with stable shipping volume can choose the all-inclusive flat fee model, clients with scattered orders can choose the transparent per-container charging model.
The all-inclusive flat fee model will calculate the total fees for all services including customs declaration, international logistics, foreign exchange settlement, and export tax rebate in advance, with no extra surcharges during the process. The access threshold is a monthly shipping volume of not less than 2 containers, suitable for small and medium-sized production factories with stable orders. The per-container charging model will openly announce the charging standards for each individual service in advance, clients only need to pay for the actually used services, suitable for scattered clients with occasional orders.
We will dynamically calculate the actual cost-benefit ratio of the two models based on clients’ monthly shipping volume, goods value, and destination country, helping clients match the most cost-effective charging scheme. We will also provide a public price list with official seal before cooperation, all charging items are confirmed in black and white, fundamentally isolating the risk of hidden charges.

Differences in charging for export agency customs clearance mainly stem from the complexity of goods valuation. Ordinary goods have simple valuation procedures, generally included in basic agency fees without extra charges. For branded goods, goods involving certificates, or goods requiring supplementary price supporting materials, the customs clearance process will increase workload of valuation response and document sorting; some agencies will charge extra operation fees.
If there is a valuation dispute requiring objection application and secondary defense, most agencies will charge a separate dispute handling fee. It is necessary to confirm in advance: who will bear the amendment fee due to valuation errors caused by the agency, or by the client. Some unscrupulous agencies will shift the amendment fees arising from their own operational mistakes to clients; this point must be clearly agreed before cooperation to avoid extra expenses later.

Charges for international export agency logistics vary according to transportation mode, destination, and cargo type. Full Container Load (FCL) export generally charges fixed trailer + customs declaration + sea freight per container; Less than Container Load (LCL) charges by volume and weight. Some agencies may manipulate destination charges: underreporting destination charges in advance then charging high surcharges later.
If changes are needed such as rerouting, transshipment, or adjusting the bill of lading, charging standards for these items must also be confirmed in advance. The collection rules for container detention fees and port detention fees must specify whether the fees are caused by client reasons or agency reasons, and which party shall bear the corresponding costs. For clients requiring original bill of lading, some agencies will charge extra bill of lading processing fees and courier fees; these are all confirmable charging items to avoid overestimating costs by missing them.

If involving destination country VAT payment and tariff collection, international export agency charges will be linked to tax reform policies. In 2026, the EU and the US have updated tax rules for low-value goods; some agencies will charge a certain proportion of tax agency service fees, generally 1%-3% of the tax amount. If choosing the VAT deferral model, some agencies will charge deferral service fees; it is necessary to confirm in advance whether this fee is included in the basic agency fee or needs to be paid separately.
For clients with cross-border tax planning needs, agencies will charge a one-time planning service fee according to the complexity of the structure; this fee is also quoted in advance without mid-process price increases. It is necessary to confirm the service content included in the planning fee to avoid subsequent additional charges.

Charges in the foreign exchange receiving and payment process vary greatly among different agencies. Some agencies charge exchange service fees based on a certain proportion of the settlement amount, while others may include this fee in the basic agency fee. For clients using Cross-Border Interbank Payment System (CIPS) RMB cross-border payment in 2026, some banks will charge intermediary bank fees; it is necessary to confirm with the agency in advance whether this fee is borne by the client.
Some unscrupulous agencies will markup the bank’s collected fees to pass them to clients and earn price differences in the process. If offshore account settlement and reconciliation operations are needed, extra operation service fees will be charged for complex businesses; confirming charging standards in advance can avoid unnecessary cost increases.

Charges for export tax rebate mainly have two models: one is included in the basic agency fee, charging a percentage based on export goods value; the other is a certain proportion of the tax rebate amount. For small and medium-sized factories, it is necessary to calculate the actual cost of the two models: if the tax rebate amount is high, charging based on goods value is more cost-effective; if the tax rebate amount is low, fixed charging is more suitable.
It should be noted that some agencies will charge extra document verification response service fees and document filing fees; these items belong to the basic service content of export tax rebate agency and do not require extra payment. If such separate charges are encountered, it is a hidden charge that needs to be avoided in advance. In addition, the interest fee for tax rebate advance payment must also be confirmed in advance to avoid being charged high interest fees additionally.

All charging agreements for export agencies must be clearly written into the cooperation contract to avoid disputes arising from verbal agreements. For example, regarding inspection fees, it must be clearly agreed that if the inspection is caused by incorrect declaration by the goods themselves, the client shall bear the fees; if the inspection is caused by incorrect declaration by the agency, the agency shall bear the fees.
For additionally added service items, it must be agreed that charges must obtain prior consent from the client before being collected; the client has the right to refuse additional charges without consent. For liquidated damages and late fees arising during cooperation, the calculation standards must also be clearly defined to avoid agencies arbitrarily charging high fees and protecting their own legitimate rights and interests.

For long-term export clients, overall agency charging costs can be reduced by optimizing the supply chain structure. For example, packaging long-term stable orders to sign a yearly frame cooperation agreement with the agency can get a lower discount than scattered orders, reducing agency fees per container by 10%-20% on average.
If simultaneously having import business, a comprehensive package discount can be negotiated with the agency, combining import and export agency fees to further lower unit costs. Choosing a fixed charging model instead of commission based on goods value can lock in long-term costs for orders with increasing goods value year by year, avoiding agency fees rising continuously as orders expand, which will save considerable costs in the long run.
