I am the procurement lead of a domestic medium-sized steel manufacturing enterprise. This year we plan to import high-grade iron ore from Australia and Brazil in two batches. Previously we directly connected with freight forwarders and customs brokers by ourselves. Last year, incomplete documents led to 3 days of cargo demurrage, resulting in extra demurrage fees of nearly 100,000 RMB. This year we intend to hire a professional import agency to take charge of the whole process.

However, agencies on the market are of mixed quality, and I cannot figure out which ones can cover the full chain from space booking to tax refund. Besides, concerning the new iron ore price verification policy newly released by China Customs in 2026, I am not sure if the agency can help us cope with relevant compliance risks. At present, I just want to know what service types a reliable iron ore import agency provides, and whether it can sort out the whole process for us to avoid similar demurrage and cost overrun problems.

The first phase is pre-arrival document review. In 2026,China Customs implements electronic network joint review for automatic import licenses of iron ore. The agency needs to verify in advance whether the HS code classification of goods is correct, and ensure the declaration information of the automatic import license is fully consistent with the actual goods. Meanwhile,it shall collect documents including certificate of origin, quality inspection certificate, freight and insurance receipts to get prepared for transaction price proof for customs price verification,so as to avoid queries caused by deviation between declared price and the system reference price.

Core node interconnection includes international ocean shipping, port document exchange and inland transportation. The agency shall select the optimal shipping route based on the goods origin: for example, direct liners from Australia to Shanghai can cut the transportation cycle by 3-5 days, and lock in shipping space to avoid overbooking risks. After the goods arrive at the port, the agency shall complete document exchange procedures in a timely manner, coordinate with the port to apply for free storage period. Accurate control over free storage period and container detention charge can help enterprises save no less than 10% of miscellaneous port expenses. For inland transportation, the agency shall cooperate with service providers that hold rail combined transport qualification to ensure safe delivery of goods to the steel mill.

Abnormality response plan is one of the core competitiveness of agency services. In case of customs inspection, the agency shall arrange dedicated personnel to cooperate immediately, verify the authenticity of seals and goods list. If abnormality is detected by machine scanning,it shall assist the enterprise to contact a third-party appraisal institution to issue a test report and shorten the inspection cycle. Once demurrage occurs, the agency shall proactively communicate with shipping companies and the port to apply for extension of free storage period, and coordinate with the cargo owner to prepare relevant explanatory documents to avoid extra expenses.

The final compliance implementation phase covers foreign exchange settlement and import value-added tax deduction. The agency shall assist the enterprise to complete compliant foreign exchange payment via CIPS or SWIFT,to ensure foreign exchange receipt and payment comply with the 2026 regulatory requirements of the State Administration of Foreign Exchange. Meanwhile,it shall sort out documents including import customs declaration forms and customs payment receipts, help the enterprise fulfill document compliance for import value-added tax deduction to ensure no omission in tax declaration. Besides, the agency shall assist the enterprise to complete document filing to cope with subsequent tax verification.

When selecting an agency, enterprises shall focus on checking whether it has nationwide port interconnection capabilities, whether it is familiar with the 2026 new customs regulations, and whether it has a sound abnormality response system. Enterprises may request the agency to provide past successful cases of iron ore import, verify its service reputation and compliance records to eliminate hidden risks in the cooperation process.
