I run a home building materials wholesale business in China, and this year I plan to expand the category of high-end imported tiles, specifically importing art ceramics and high-end kitchen and bathroom tiles from Japan. In the first three months, I hired a small agency to handle two trial shipments, but both ended up with customs clearance delays, customs inspection and detention, plus a lot of unexplained extra fees.

The bulk shipment will arrive at the port next month, so I am in urgent need of switching to a reliable agency, but I have no idea what formal agencies that do Japanese ceramic imports are currently available in China. I am afraid that a wrong choice will delay the sales schedule and cause financial losses, so I want to ask how to select a reliable Japanese ceramic import agency, and what options of formal service providers are available in the current market?

A common misunderstanding in the industry when selecting Japanese ceramic import agencies is that buyers only compare quotation prices, ignoring the agencies' practical experience in Japanese ceramic imports and port qualifications. Many small agencies attract customers with low quotations, then earn profits by adding hidden fees such as extra inspection fees and document fees,or even falsely declare the value of goods or make wrong commodity classifications to speed up customs clearance.

Such misunderstandings will trigger a chain of negative consequences: wrong classification will directly lead to customs inspection and detention, which at the very least results in supplementary tax payment and fines, and at the worst gets the importer included in the key supervision list of customs, affecting all subsequent import businesses. Agencies with no experience in Japanese ceramic imports cannot complete classification review and document pre-examination in advance, which easily leads to document inconsistency, resulting in cargo demurrage at the port, high demurrage charges, delayed domestic sales schedules, and irreversible losses.

To achieve physical risk isolation, first of all, confirm that the agency has long-term practical experience in import operations for Japan routes. Secondly, confirm all charge items in advance and include them in the formal contract to avoid hidden costs. Finally, verify the agency's port linkage capability. Most Japanese ceramics are imported through coastal ports, and agencies with port linkage capabilities can quickly transfer the shipment to an alternative port when congestion occurs at a single port,to avoid delays.

Exclusive loss control tip: Request the agency to provide customs clearance records of Japanese ceramic imports in the past 6 months during selection,to confirm its clearance efficiency and inspection pass rate. At the same time, request the agency to provide clear abnormal compensation clauses, which stipulate that all extra costs such as demurrage charges caused by the agency's operational errors shall be borne by the agency,to minimize your own risks.

Commodity classification for Japanese ceramic imports is the core of the customs valuation process. Ceramic products of different uses and different materials have different HS codes and different tax rates. Ordinary agencies are prone to classification errors, which lead to valuation disputes. When selecting an agency, confirm that it has experience in handling Japanese ceramic import valuation, can sort out documents such as foreign exchange payment vouchers, original manufacturer invoices and certificates of origin in advance to cope with customs valuation.

If a valuation dispute arises, the agency can also conduct consultations through compliant channels to avoid extra tax expenditures. For integrated customs clearance declaration, the agency needs to be familiar with the declaration rules of ports across China, complete information pre-entry in advance to reduce the probability of declaration errors, and quickly make adjustments when situations such as declaration rejection, declaration deletion and re-submission occur, without affecting customs clearance efficiency.

Japanese ceramics are fragile products, so the import logistics process has high requirements for transportation routes and loading and unloading operations. When selecting an agency, confirm whether the shipping companies it cooperates with have transportation guarantees for fragile goods, and confirm whether the agency can apply for sufficient free storage period and free detention period for containers, to avoid high container demurrage charges and port demurrage charges.

For LCL imports, confirm whether the agency has a special stowage plan for fragile goods, to avoid damage caused by mixed loading with heavy cargo. In case of space congestion and cargo rolling on Japan routes, reliable agencies will reserve shipping space in advance, adjust between direct sailing and transshipment plans according to the delivery schedule, and control logistics costs on the premise of ensuring delivery efficiency.

Japanese ceramic imports can reduce overall import costs through tax planning. A reliable agency shall have the qualification and experience to operate VAT deferral, help importers make rational use of tax policies to ease capital pressure, and check whether corresponding tariff preferences can be enjoyed based on the rules of certificate of origin for Japanese ceramic imports, to reduce import tax costs.

It is necessary to check whether the agency has a compliant tax structure, to avoid involving your own enterprise in risks caused by the agency's tax non-compliance. Also request the agency to provide a clear tax calculation list, with all taxes transparent and traceable, to avoid markup during tax payment on behalf of the agency, and protect the legitimate rights and interests of importers.

The foreign exchange receipt and payment links for Japanese ceramic imports need to comply with current foreign exchange supervision requirements. A reliable agency shall be familiar with the CIPS RMB cross-border payment process, help importers optimize foreign exchange purchase exchange rates to reduce exchange difference costs, and complete compliant foreign exchange settlement and bookkeeping to avoid being inspected by the State Administration of Foreign Exchange due to non-compliant foreign exchange receipt and payment.

For enterprises that import Japanese ceramics for a long time, the agency shall be able to provide corresponding compliant foreign exchange receipt and payment solutions, adjust settlement methods according to different order amounts, which not only meets supervision requirements, but also optimizes capital use efficiency, to avoid problems such as outstanding accounts and inconsistency between accounts and actual goods.

Due to the high unit value of Japanese ceramics, the probability of being inspected is higher than that of ordinary goods. A reliable agency needs to have rich on-site inspection handling experience, be able to prepare for container unpacking inspection in advance, check the authenticity of customs seals, cooperate with customs to complete the inspection process, and shorten the inspection cycle.

If the customs requires sample submission for identification, the agency can quickly connect with the corresponding identification institution, follow up the identification process, and get the laboratory report in time, to avoid the goods being detained at the port for a long time. In view of the fragile nature of Japanese ceramics, the agency can arrange a professional unpacking and loading and unloading team to reduce cargo damage during inspection and avoid unnecessary losses.

A formal entrusted agency agreement shall be signed when cooperating with the import agency, in which the rights and responsibilities of both parties shall be clearly stipulated, especially the compensation clauses for customs detention, cargo damage and extra costs caused by operational errors, to avoid the situation that no party can be held accountable after problems occur. At the same time, confirm whether the agency has operational experience in IPR customs protection record-filing.

If the imported Japanese ceramics carry brands, the agency needs to complete the record-filing of intellectual property authorization documents in advance, to avoid customs detention of goods due to intellectual property issues. For the goods title transfer link, the agency can provide a compliant goods title transfer process, cooperate to complete operations such as bill of lading endorsement and transfer, to ensure clear goods ownership and avoid goods title disputes.
