I am from a foreign trade company mainly engaged in hardware product export. We have recently connected with local factory suppliers in Jieyang and are trying to find a local customs declaration agency for the first time, with no idea of the charging logic at all.

The agency we cooperated with in Shenzhen previously charged a fixed fee per order, but we heard that the charging standards in Jieyang vary widely, and we are afraid of encountering hidden charges. Now we have two batches of goods to ship: one batch is 1200kg of general bathroom hardware goods, shipped in full containers via Yantian Port; the other batch is 5 cubic meters of LCL cargo to Ho Chi Minh.

We want to know whether the agency customs declaration fee is calculated per shipment, by cargo value, or by weight/volume? Will there be additional hidden expenses such as inspection fees and document fees? Can you provide the charging range for different cargo types, such as the difference between general goods and dangerous goods, and is there any way to lock in costs in advance to avoid extra expenses?

The current cost structure of Jieyang export customs agency declaration is mainly divided into two categories: basic service fees and reimbursable expenses. The traditional fixed fee per order model is prone to hidden expenses, and the mainstream industry optimization path in 2026 is to adopt the transparent pricing model of "all-in fee + reimbursable expenses".

The basic all-in fee covers core customs declaration processes: the fee per shipment for general goods in full containers is in the range of 200-400 yuan, and LCL cargo is charged an extra 50-150 yuan per cubic meter/ton,special categories such as dangerous goods and food require an additional 200-300 yuan for dangerous declaration/commodity inspection service fees. The all-in fee includes one routine document pre-review and basic customs declaration service by default. Additional incurred inspection fees and document modification fees shall be reimbursed based on actual expenses. Signing an agreement in advance can clarify the charging boundary.

The core variables affecting costs include cargo category, declaration port, and document completeness. Jieyang local customs launched a green channel for pre-audit of export tax rebates in 2026. Completing document pre-review in advance can reduce the inspection probability and indirectly cut hidden costs. If the integrated customs clearance mode is selected, the service fee for cross-port declaration will be 10%-15% higher than that for local declaration, but the customs clearance time can be shortened.

In terms of cost hedging,Jieyang foreign trade enterprises can optimize exchange loss with CIPS cross-border RMB settlement in 2026. Compared with traditional SWIFT settlement, they can save 0.2%-0.5% of exchange cost. At the same time, combined with the local export tax rebate policy, the tax rebate cycle can be shortened to 3 working days, further revitalizing capital flow. Enterprises with annual export value exceeding 500,000 US dollars can apply for exclusive all-in packages, and the cost per shipment can be reduced by about 15%.

It should be noted that some small agencies will split charging items, such as charging separate document fees and electronic port fees. Be sure to confirm all included items before signing the agreement to avoid extra deductions in the later stage.

For customs valuation and document compliance, the authenticity of transaction price shall be checked emphatically. In 2026, Jieyang Customs will compare cargo categories and declared value through cross-border e-commerce data. If the information of contracts, invoices and packing lists is inconsistent, it is easy to trigger valuation queries.

It is recommended to prepare complete trade documents in advance, including procurement contracts, transport documents and foreign exchange settlement receipts, to ensure "four flows consistency". In case of valuation disputes, third-party inspection reports or market quotations of similar goods can be provided as evidence to apply for secondary declaration.

In the connection link between international logistics and customs declaration, the trailer fee from Jieyang to Yantian Port is about 800-1200 yuan per 40-foot container. It is necessary to confirm the trailer time limit in advance to avoid missing the cut-off time.

The free storage period for LCL cargo is usually 7 days, and container detention fees will be incurred if the time limit is exceeded. You can negotiate with the freight forwarder to extend it to 10 days. Choosing direct routes can reduce the risk of port detention in transit links.

The direct voyage to Ho Chi Minh is about 5 days, which saves 2-3 days compared with transit, and also reduces container detention fee expenses. Attention shall be paid to the qualification of the consignee when endorsing the bill of lading to avoid cargo right disputes.

In terms of cross-border tax planning, goods exported to the EU can apply for VAT deferral to delay the payment of import value-added tax and ease capital pressure. Attention shall be paid to that related party transaction pricing shall comply with the arm's length principle to avoid being identified as BEPS risk by tax authorities.

In 2026, Jieyang tax authorities launched an export tax rebate pre-declaration verification service, which can screen out declaration errors in advance and reduce the probability of tax rebate rejection. At the same time, document filing shall be completed well, including customs declaration forms, contracts, invoices and packing lists, for tax correspondence inspection and verification.

In terms of cross-border foreign exchange receipt and payment compliance, the handling fee of CIPS settlement is about 30% lower than that of SWIFT in 2026, with faster account arrival time, so RMB settlement can be prioritized to optimize exchange differences. When settling foreign exchange, you can compare the foreign exchange purchase rates of multiple banks and choose the optimal rate for settlement.

Offshore accounts shall be managed in compliance to avoid abnormal capital return. If you receive overseas payment, you shall complete the foreign exchange settlement declaration within 3 working days to meet foreign exchange supervision requirements.

In terms of international trade legal risk avoidance, charging items shall be clearly specified in the contract to avoid disputes caused by ambiguous clauses. Soft clauses of letters of credit shall be carefully reviewed. Clauses such as "take effect after confirmation by the issuing bank" will increase collection risk, and you can require modification to unconditional payment clauses.

In case of force majeure events, official supporting documents shall be issued in time to avoid assuming liability for breach of contract. Intellectual property customs protection registration can effectively prevent goods from being detained due to infringement, and it is recommended to complete the registration in advance.

In the handling of on-site customs inspection, special personnel shall be arranged to cooperate immediately after receiving the inspection notice, to check whether the shipping marks, quantity and specifications of the goods are consistent with the declaration information. The seal shall be checked for damage and forgery traces.

If any abnormality is found, you can refuse to open the container. When passing X-ray inspection, the goods shall be sorted out in advance to avoid secondary inspection caused by occlusion. If sample inspection is required, samples shall be prepared in advance to ensure smooth inspection process and shorten inspection time.

In terms of special goods packaging compliance, dangerous goods shall be packaged in accordance with UN standards, MSDS reports shall be prepared, and dangerous goods transport appraisal certificates shall be applied for in advance. If hardware products have moisture-proof requirements, the packaging scheme of bubble film plus wooden box reinforcement can be adopted to avoid damage to goods during transportation.

Packaging materials shall meet the environmental protection requirements of the importing country, otherwise they will be detained by the customs of the importing country. Jieyang Customs will strengthen the inspection of packaging compliance in 2026, and unqualified packaging will lead to customs declaration delay.

In terms of export tax rebate compliance management, capital return verification shall be done well to ensure that each export payment has a corresponding foreign exchange settlement receipt. When receiving tax correspondence inspection, complete document materials shall be provided in time, including procurement contracts, transport documents and foreign exchange settlement vouchers.

Tax rebates declared across months shall be managed in ledgers to avoid declaration errors. Pre-declaration verification can be completed through the electronic port system to screen out problems in declaration data in advance and reduce the error rate of formal declaration.

In terms of supply chain planning optimization, CIF trade terms can be used to integrate logistics and customs declaration costs, and long-term cooperation agreements can be signed with freight forwarders to obtain more favorable freight rates. The inventory linkage strategy can adjust production plans according to export orders and reduce inventory backlog costs.

Jieyang has obvious local industrial cluster advantages in 2026, and goods from surrounding factories can be integrated to reduce logistics costs by means of LCL export. At the same time, the trade structure can be optimized, the export proportion of high value-added products can be increased, and the overall profit margin can be improved.
