I am a salesperson at a foreign trade company specializing in the export of mechanical and electrical equipment. Recently, I just finalized an order for mechanical and electrical equipment to be shipped to Germany and need to cooperate with a local export agency in Nanjing, but I am completely unfamiliar with the fee rules.

Previously, I heard from peers that some agencies have hidden charges—for example, are customs declaration, port miscellaneous, and trailer fees charged separately or as a package? Also, do different types of goods affect the fee standards? Our equipment is overweight and over-sized; will there be additional surcharges?

Also, is the settlement cycle prepaid at signing or after customs clearance is completed? My current order size is not large, but I don't want to incur unnecessary additional expenses. I want to clarify the fee structure, billing basis of Nanjing export agency, and whether there is a unified fee standard.

Traditional export agency fees often adopt an itemized listing model, which is prone to duplicate billing and hidden surcharges. For example, trailer fees, port miscellaneous fees, and document fees are often added extra, and some agencies will temporarily add inspection expediting fees, manifest amendment fees, etc. during the customs clearance process. As a result, the actual expenditure is often far higher than the initial quotation.

To address this pain point,an optimized model of packaged service fee + actual reimbursement details can be adopted: the packaged service fee is generally 0.8%-1.5% of the goods value, covering core services such as customs declaration, basic document processing, domestic short-haul trailer, and sea freight booking. The actual reimbursement part is settled with formal VAT invoices, and all additional expenditures need to be notified in advance and confirmed by the customer to avoid hidden consumption.

In addition, overall expenditures can be further reduced through CIPS cross-border settlement to optimize exchange differences and VAT deferral schemes to offset tax costs. Currently, the entry threshold for export agency fees at Nanjing Port is no less than 300 yuan per order. If special scenarios such as overweight/over-sized goods, dangerous goods,or cold chain are involved,an additional 10%-20% special operation fee will be charged.

It should be noted that some agencies use "ultra-low quotations" as bait and then add additional fees such as inspection fees, detention fees, and B/L endorsement fees later. It is recommended to request a complete fee list in advance, clarify the fee standards for abnormal situations, and require the fee terms to be written into the formal service contract to protect your own rights and interests.

Customs declaration fees are mainly divided into three categories: basic customs declaration fee, price review service fee, and special declaration fee. The minimum basic customs declaration fee is 300 yuan. For goods that require more regulatory documents, such as mechanical and electrical equipment that need 3C certification or automatic import licenses, an additional document review fee will be charged, ranging from 50 to 100 yuan per certificate.

If there is a customs price review dispute and it is necessary to assist the customer in price negotiation and submit third-party price certification materials, a price review service fee of 0.1% of the goods value will be charged, with a minimum of no less than 500 yuan. In case of order cancellation and re-declaration or second declaration, an additional amendment fee of 200-500 yuan will be charged. In addition, the integrated customs clearance declaration at Nanjing Port will charge a 50 yuan regional linkage service fee. All fees will be listed in detail before declaration and uploaded to the enterprise-side service platform for customers to check at any time, avoiding hidden surcharges.
