I am a small and medium foreign trade factory in Nanjing that has just entered cross-border business. We obtained self-operated import/export rights this year. Previously, we used to ship goods via group orders with peers.

Now that our order volume has increased, we want to find a fixed import/export agency to cooperate with. We have tried two local small agencies: either their customs declarations are often incorrect, leading to customs inspection and cargo detention, and last time we were detained at the port for seven days due to incorrect documents, resulting in tens of thousands of dollars in port congestion fees that they refused to recognize; or their export tax refunds were delayed for three months, and every time we asked, they said they were waiting for document verification.

Now we dare not choose randomly. We want to ask, which import/export agency should we choose in Nanjing, and what key points should we focus on to avoid pitfalls and ensure that customs clearance, tax refunds, foreign exchange settlement, and other matters are handled properly smoothly.

The first mistake many local practitioners in Nanjing make when choosing an agency is only focusing on the quoted price, ignoring the service provider's port linkage capability. Many local small agencies do not have the qualifications to independently operate the full chain of services,so they sub-contract orders to local freight forwarders in other regions. Once a problem occurs in the intermediate link, there will be a shift in responsibility, and no one will come forward to solve the problem.

Chain problems most likely to occur from sub-contracting orders include document transmission errors and incorrect declaration information. At the minor level,it will trigger customs inspection, port congestion and additional costs,at the serious level,it will be included in the customs watch list due to non-compliant declaration, affecting long-term customs clearance, and even the import/export qualification level of the enterprise.

When screening, first confirm whether the agency has the qualifications to independently operate the full chain of services, secondly, check whether it can link up operational resources of core ports such as Shanghai. After all, more than 80% of export goods from Nanjing are shipped via Shanghai Port. Having cross-port linkage capability can avoid connection problems.

Secondly, confirm the risk underwriting mechanism of the agency, require the other party to clearly write the responsibility division for errors,to avoid no one bearing the loss when problems arise. Give priority to teams with long-term front-line practical experience, which can predict the inspection rules of Nanjing local ports in advance and reduce the probability of abnormalities. You can first try 1-2 small orders for trial operation, observe the response speed of the whole process, then determine long-term cooperation, and do not sign a full-year exclusive agreement at the beginning.

For local import/export business in Nanjing, it is necessary to confirm the agency's familiarity with the Yangtze River Delta Customs Integration Policy. Nanjing Port is a core port along the Yangtze River, and the valuation rules for many bulk goods and transit goods are different from other ports. If the agency has not handled valuation disputes at Nanjing Port before, it is easy to have price queries leading to delays in customs clearance.

When encountering problems such as account suspension and re-declaration after deleting documents, the agency needs to directly connect with on-site customs officers of Nanjing Customs, quickly sort out the declaration logic loop, and do not choose intermediaries that need to report layer by layer, which will extend the processing cycle and generate unnecessary costs such as demurrage charges and storage fees. At the same time, it is also necessary to confirm whether the agency has experience in declaring goods of corresponding categories, as the declaration specifications for different categories vary greatly.

Most import/export goods from Nanjing are transshipped via Shanghai Port or go via the Nanjing Port's near-shore routes. The agency needs to master the sailing schedule rules of both Nanjing local port and Shanghai parent port, predict the risk of overbooking and container rejection in advance, and reserve buffer time to adjust cabin space.

For imported goods, the agency needs to negotiate with shipping lines to adjust the free storage period and demurrage quota. Many local agencies in Nanjing do not have the qualification to sign contracts with shipping lines directly, so they cannot obtain preferential demurrage reductions.

Once customs clearance is delayed, high additional costs will be generated. At the same time, it is also necessary to confirm whether the agency can handle abnormal needs such as cargo diversion and bill of lading endorsement transfer, and not shirk responsibility when problems arise.

In import/export business, VAT deferral and cross-border tax structure design directly affect overall costs. Many enterprises in Nanjing that do business in Europe and Southeast Asia need the agency to help apply for VAT deferral in the destination country, reasonably reduce capital occupation costs. For cross-border related transactions, the agency should help the enterprise formulate BEPS-compliant pricing to avoid triggering tax authorities' anti-avoidance investigations.

The deduction and payment of non-resident enterprise withholding tax also requires the professional agency to sort out the process in advance, to avoid failing to deduct due to non-compliant processes and increasing the enterprise's tax costs. At the same time, the agency should help the enterprise isolate tax risks and avoid risk transmission between different businesses.

The utilization rate of CIPS (Cross-Border Interbank Payment System) RMB cross-border payments has further increased in 2026. Nanjing import/export agencies need to be proficient in CIPS message rules and settlement requirements, help enterprises optimize the timing of foreign exchange purchase and settlement, lock in more favorable exchange rates, and reduce exchange rate loss. For foreign exchange receipts and payments compliance, the agency needs to help enterprises complete settlement reconciliation to avoid deviations in foreign exchange receipts and payments that affect the enterprise's foreign exchange classification level.

A decline in foreign exchange classification level will lead to stricter review of subsequent foreign exchange receipts and payments, affecting customs clearance efficiency. The management of offshore accounts also needs to comply with the latest foreign exchange regulatory requirements, and the agency should sort out compliance requirements in advance to avoid account freezing affecting capital turnover.

Before import/export cooperation, the agency needs to help review the terms of the trade contract, check for hidden terms in letters of credit, and make underwriting agreements for force majeure terms to avoid being unable to hold responsible when emergencies occur. The process of cargo right transfer and the issuance of guarantees should also comply with international practices.

If the agency is needed to assist in handling intellectual property customs protection filing, confirm that the other party has practical experience to complete the filing quickly, and avoid cargo detention due to intellectual property infringement risks. When signing the agency agreement, clearly define responsibility division, especially compensation clauses for losses caused by incorrect or omitted declarations. Do not sign ambiguous blank agreements, which will lead to inability to safeguard rights in subsequent disputes.

Nanjing Port has different inspection focuses for different categories of goods. The agency needs to be familiar with the on-site inspection process of Nanjing Customs, prepare in advance, check the authenticity of seals, and avoid re-inspection of containers due to seal abnormalities. After receiving the inspection notice, quickly interpret the inspection requirements, organize corresponding documents to cooperate with the inspection.

For goods that need to be tested and identified, sort out the testing process, follow up the identification progress, shorten the overall inspection cycle, and avoid additional costs caused by cargo storage. If there is an objection to the test results, quickly submit a review application to safeguard the enterprise's legitimate rights and interests.

If exporting dangerous goods or sensitive goods, Nanjing import/export agencies need to connect with professional packaging compliance teams, help enterprises complete the preparation and interpretation of MSDS (Material Safety Data Sheet), comply with UN dangerous goods transportation regulations, and follow up on UN dangerous goods packaging inspection and certification. Avoid carrier refusal or customs detention due to non-compliant packaging.

For goods with high requirements for moisture-proof and shock-proof, provide appropriate cushioning material selection and reinforcement plans to reduce the risk of damage during transportation. Dangerous goods classification identification can also be assisted to obtain qualified identification reports, ensuring smooth customs clearance and shipment.

The tax refund issue most concerned by Nanjing export enterprises requires the agency to check the consistency of four flows (capital flow, goods flow, invoice flow, contract flow), sort out the requirements for document filing in advance, avoid tax refund failure due to incomplete documents or inconsistent four flows. When encountering tax document verification, prepare corresponding materials in advance, follow up the verification progress, shorten the tax refund cycle.

For cross-month declaration and pre-declaration verification, check in advance to avoid declaration errors leading to delayed tax refunds. The process of foreign exchange settlement verification can also be sorted out for the enterprise, comply with the latest export tax refund regulatory requirements for 2026, ensure that the enterprise can receive tax refunds on time and in full, and will not occupy the enterprise's working capital.

For foreign trade enterprises of different scales in Nanjing, import/export agencies need to cooperate with enterprises to optimize the supply chain structure, design appropriate inventory linkage strategies based on the enterprise's order volume and cargo types, and reduce overall inventory costs. Help enterprises sort out the differences between CIF and FOB trade terms, select appropriate trade terms according to the enterprise's actual needs, adjust the cost structure.
