I am the person in charge of a cross-border packaging products trading enterprise. Recently, I have received two batches of export orders for customized packing boxes to be delivered to Germany and the United States respectively, both with tight delivery schedules.

However, I have never engaged in packing box agent export business before, and have no idea of the specific requirements at all. I do not know what qualifications the agent needs to hold, how many sets of documents need to be prepared, whether the customs will carry out targeted inspection on such goods, and what the overall cost range is.

I am particularly worried that non-standard operation will lead to customs detention, extra port storage fees or fines, and delay order delivery. I urgently need to sort out all requirements now and hope to get professional answers.

The compliance requirements for packing box agent export shall be comprehensively sorted out from four dimensions: qualification access, document preparation, process control and risk prevention and control. First,at the qualification level, the agent shall hold a valid record-filing certificate for import and export goods consignors and consignees, and have no less than 3 actual operation records of agent export of similar packaging goods in the past 12 months. In 2026,Shanghai Port added a new requirement that the agent shall complete special compliance record-filing for packaging goods, and those who have not completed the record-filing cannot undertake export business of high-risk packaging goods.

Pre-document review is the core prerequisite for customs clearance. The core documents to be prepared include: commercial invoice, packing list, agent export agreement, compliance test report of packing boxes (which shall meet the standards of the destination market, such as EU EN 12221,North American ASTM D4169). For wooden or paper packing boxes,fumigation/disinfection certificates shall also be provided. For some controlled packaging materials, additional export licenses are required. Certificate of origin can be applied for according to customer requirements to enjoy tariff preferences.

Core process nodes shall be connected strictly: First, complete electronic customs declaration, and accurately correspond to the HS code (the mainstream HS codes for packing boxes in 2026 are 39231000 ,48191000 ),then match the manifest information. In case of customs machine inspection control, cooperate with on-site inspection and provide goods production batch records and packaging compliance files to avoid customs detention due to document inconsistency.

For risk prevention and control, the free storage period at all ports will be uniformly adjusted to a maximum of 14 days in 2026. Confirm the free detention period with the freight forwarder in advance to avoid extra port storage fees,in case of document return or port change demand, submit the document change application within 24 hours, otherwise late fee will be incurred. In terms of cost, the agency service fee is usually 0.5%-1.5% of the cargo value, plus customs declaration fee, port miscellaneous fees, logistics fees, etc. The overall cost is about 200-400 RMB per cubic meter, which depends on the shipping port and destination.

The final compliant implementation shall ensure the consistency of four streams (contract, invoice, logistics and capital flow). Foreign exchange collection shall be completed through compliant channels, either CIPS RMB cross-border payment or SWIFT foreign currency settlement can be selected. At the same time, all documents shall be kept for filing for at least 3 years for subsequent tax verification.

The price review link of packing box agent export shall focus on the real transaction price of the goods. In 2026, the customs added the price review benchmark for packaging goods. If the packing box is a separately priced goods, the value shall be declared separately; if it is a packaging consumable, it shall be incorporated into the main goods for declaration.

If the declared price is lower than the customs benchmark price, relevant supporting materials shall be provided, such as procurement contract, invoice, production record, etc., otherwise the price will be adjusted after review. In addition, for agent export, the operating unit on the customs declaration form shall be consistent with the consignor and consignee unit.

In case of agency mode, the agency mark shall be marked on the customs declaration form to avoid inconsistency between the operating unit and the actual consignor. Some ports also require traceability information of the goods, including manufacturer, batch, production date, etc., to ensure the traceability of cargo flow. Failure to provide such information will lead to customs clearance delay.

The international logistics route of packing boxes shall select direct or transit schemes according to the destination. For the European market, the direct route from Shanghai Port to Rotterdam is preferred, which can shorten the transportation time by about 7 days. For the North American market, the transit scheme to Los Angeles Port can be selected to avoid the risk of space shortage.

Confirm the free storage period of the destination port in advance. The free storage period of most ports in the EU is 7-10 days, and that in North America is 5-7 days. If the period is exceeded, high port storage fees will be incurred. In addition, packing boxes are moisture-prone goods, so moisture-proof treatment shall be done during logistics, such as using waterproof packaging film, adding desiccant, and marking "moisture-proof" on the bill of lading to avoid cargo damage disputes. In case of container rolling off, sign a container rolling compensation agreement with the freight forwarder in advance to ensure that the rights and interests are not damaged.

The tax planning for packing box agent export shall focus on the VAT deferral policy. In 2026, the scope of EU VAT deferral will be further expanded. Packaging goods can enjoy import VAT deferral, no need to pay value-added tax at the import link, and only need to pay in the subsequent declaration period.

Ensure that the agent has the qualification for VAT deferral and provides complete import documents, such as customs import voucher, commercial invoice, etc. In addition, for related party transactions, ensure that the pricing conforms to the arm's length principle to avoid BEPS risks. For export tax refund, ensure the consistency of four streams, i.e. matching of contract, invoice, logistics and capital flow, before applying for tax refund.

The tax refund cycle is usually 15-30 days. In 2026, some ports realized paperless tax refund processing, which can shorten the cycle to less than 10 days.

The collection and payment of foreign exchange for packing box agent export shall comply with the new foreign exchange administration regulations of 2026. Foreign exchange collection shall be completed through corporate accounts, personal accounts shall not be used for foreign exchange collection, and the amount of foreign exchange collected shall be consistent with the amount on the customs declaration form. If there is a difference, relevant supporting materials shall be provided, such as discount agreement, claim certificate, etc. In addition, ensure that the foreign exchange collection subject is consistent with the operating unit on the customs declaration form.

In case of agency mode, the foreign exchange shall be paid directly by the principal to the agent, and then paid by the agent to the supplier, to avoid the risk of capital return. The CIPS RMB cross-border payment system can be used for foreign exchange collection, which can enjoy preferential exchange rate and faster account arrival time, usually 1-2 working days, which is more suitable for small and medium-sized foreign trade enterprises than the SWIFT system.

A formal agent export agreement shall be signed for packing box agent export to clarify the rights and obligations of both parties, including terms such as quality standards of goods, delivery time, expense bearing, risk division, etc. Force majeure clauses shall be added to the agreement, such as epidemic situation, port congestion and other circumstances, which can exempt the liability for breach of contract. In addition, ensure that the endorsement and transfer of the bill of lading comply with legal provisions.

In case of order bill of lading, it shall be endorsed by the shipper before transfer. In case of cargo right dispute, collect relevant evidence in time, such as bill of lading, packing list, inspection report, etc., and resolve it through legal channels. At the same time, pay attention to the intellectual property laws and regulations of the destination country to avoid infringement issues related to the packing boxes, such as the use of unauthorized trademarks, patents, etc.

Preparation shall be made in advance for on-site inspection of packing box agent export. First, ensure that the packaging of goods meets the customs requirements, such as clear shipping marks and complete labels, including information such as goods name, quantity, destination, etc. In case of customs unpacking inspection, arrange special personnel to be present to cooperate, assist in unpacking, count goods, and provide relevant supporting materials. Pay attention to the authenticity of the seal. The customs seal is for one-time use.

If the seal is found damaged, report to the customs in time. In addition, if the goods need to be sent for inspection, contact the inspection institution designated by the customs in advance to ensure the smooth inspection process and avoid delaying the delivery time. In 2026, most ports have realized full coverage of machine inspection. If there is no abnormality in machine inspection, the goods can be released directly without on-site unpacking, which can greatly shorten the inspection time.
