I am a small and medium-sized outdoor products OEM in the Yangtze River Delta region. This year I just received two batches of stable orders from European customers. Previously I only supplied goods to large domestic foreign trade companies to earn processing fees, and now I want to export directly on my own to gain more profits.

However, we do not have a dedicated foreign trade team, and are not familiar with processes such as customs declaration, export tax refund and international logistics compliance. We tried a small agency for LCL shipment before, they made a mistake in the commodity code and almost caused customs detention, and also charged me two extra service fees privately.

Now I want to find a formal and reliable export agency company, but online publicity information is mixed and inconsistent. I do not know which dimensions to use for screening, and I am afraid of falling into pitfalls and losing money again. I would like to ask how to choose an export agency for product export, and what core points should be investigated to find a suitable one?

The most common misunderstanding when looking for an export agency in the industry is to only select the one with the lowest initial quotation,or choose individual affiliated agents and small workshops without full qualifications. Many demanders only focus on superficial costs at the initial stage and ignore the investigation of compliance capabilities.

The chain negative reactions of such choices are very clear: agencies with extremely low quotations usually split charges, and will add hidden fees for subsequent document modification, inspection and document production, making the final total cost more than 30% higher than regular quotations,if the agency's qualifications are non-compliant,it is very prone to wrong or missed declaration of commodity codes and classification errors. In mild cases, goods will be detained at the port and incur tens of thousands of yuan in detention charges, while in severe cases, customs will detain the goods, affect the export credit rating of the enterprise, and export tax refund will also be subject to tax correspondence inspection due to non-compliant documents. Serious cases will be identified as illegal tax refund, leaving a compliance stain.

Effective risk isolation measures, first of all, verify the full qualification licenses of the agency, confirm that it holds the Customs Declaration Enterprise Registration Certificate issued by the customs and legal import and export operation qualifications, and check whether there are administrative penalty records from customs or tax authorities in the past three years. Secondly, require written full-process charge details to clarify all charge items, and verbal commitments shall not be valid. Finally, match practical experience of corresponding categories, and give priority to agencies with operation experience of similar products exported to the target destination country.

If you have chosen the wrong agency and fallen into pitfalls, the immediate stop-loss tips are: switch to an agency with national port linkage capability to intervene as soon as possible, coordinate document deletion and re-declaration to unblock port operations, lock port and container detention costs from further expansion, meanwhile re-sort the full set of documents,re-submit compliant tax refund filings,to minimize losses as much as possible.

When screening agencies, it is necessary to confirm their integrated customs clearance qualification, as well as experience in price review response for corresponding categories. Some low-qualification agencies are not familiar with customs price review rules, which easily leads to declared prices being questioned by customs, resulting in long-term goods detention for review. It is necessary to confirm whether the agency has established a complete pre-audit mechanism, which can sort out price supporting materials in advance for export commodities of different categories to deal with price review disputes.

In case of abnormal situations such as document deletion and re-declaration, order postponement and pending accounting, the agency needs to have mature closed-loop processing capability, which can complete abnormal problem handling within three working days, to avoid prolonged customs clearance time leading to extra costs. At the same time, you can ask the agency to provide customs clearance success rate data of similar commodities in the past six months as a core reference basis for screening.

The logistics integration capability of an export agency directly affects the overall export cost and timeliness. When screening, it is necessary to confirm whether it has signed direct contracts with mainstream shipping companies and airlines to obtain preferential freight rates, and can match the optimal direct or transit plan according to cargo types.

For FCL exports, it is necessary to confirm that the agency can apply for reasonable free storage period and free container period, and can guarantee shipping space in peak seasons, to avoid cargo rolling and space shortage leading to failure of on-time shipment. In case of abnormal situations such as port change and wrong shipment, the agency needs to quickly coordinate with shipping companies to adjust manifests, control the scale of extra expenses such as container detention fees, and follow up the cargo ownership status throughout the process to avoid the risk of cargo ownership loss.

For goods exported to regions such as the EU, it is necessary to confirm whether the agency can operate VAT deferral, to help enterprises revitalize cash flow and reduce capital occupation costs. For high-frequency small-value exports, the agency needs to be able to match the corresponding tax structure, to help enterprises optimize cross-border tax costs and avoid compliance risks related to tax base erosion.

When screening, you can ask the agency to issue a tax planning plan tailored to the export scale of the enterprise, confirm that it is familiar with tax rules of different destination countries, and can complete risk isolation in advance, to avoid tax inspection and supplementary tax payment at the destination country that brings extra cost expenditure to the enterprise.

It is necessary to confirm that the agency is familiar with the latest cross-border receipt and payment rules in 2026, can support CIPS RMB cross-border payment and SWIFT message compliance processing, help enterprises complete foreign exchange settlement and account reconciliation, optimize foreign exchange purchase rates and reduce exchange rate difference losses.

When screening, it is necessary to confirm that the agency has a perfect compliance review mechanism for receipt and payment, and all operations meet the regulatory requirements of the State Administration of Foreign Exchange, to avoid abnormal foreign exchange settlement leading to account supervision that affects the development of subsequent export business. At the same time, for customers that receive payments from offshore accounts, the agency can provide compliant account reconciliation solutions to ensure the compliance of the entire receipt and payment chain.

It is necessary to confirm that the agency can assist in reviewing soft clauses of letters of credit in export trade contracts, provide guarantee solutions for force majeure clauses, and handle relevant legal affairs such as cargo right transfer and letter of guarantee issuance, to avoid contract disputes leading to loss of both money and goods.

If exported goods involve intellectual property rights, the agency can assist in completing intellectual property customs protection filing, to avoid goods being detained at the destination country and causing unnecessary losses. At the same time, the agency can provide standardized agency service agreements to clarify the division of rights and responsibilities of both parties, to avoid mutual shirking of responsibilities after problems occur.

It is necessary to confirm that the agency has an on-site handling team at the corresponding port, which can respond to emergencies such as on-site customs unpacking inspection and X-ray inspection abnormalities, is familiar with the interpretation process of inspection notices, and can quickly cooperate with customs to complete inspection and reduce the residence time of goods at the port.

For commodities that need to be sent for inspection and identification, the agency is familiar with the inspection process, can prepare corresponding qualification documents in advance, speed up the issuance of test reports, shorten the inspection cycle and reduce port detention costs. At the same time, the agency can identify the authenticity of seals to avoid the risk of cargo abnormality caused by seal replacement.

Export tax refund is the core service content of export agencies. When screening, it is necessary to confirm that the agency is familiar with the latest export tax refund compliance requirements, can ensure the consistency of four flows, respond to tax correspondence inspection, and complete full document filing.

For enterprises that have just launched export business, the agency can complete pre-declaration verification in advance to avoid tax refund delay caused by cross-month declaration errors, can assist in completing foreign exchange receipt verification and handle inspection problems related to capital return, to ensure that tax refund arrives on time and does not occupy the working capital of the enterprise. At the same time, the agency will regularly sort out tax refund documents and timely supplement missing materials to avoid tax refund failure caused by expired documents.

It is necessary to confirm that the agency can match the appropriate supply chain structure according to the export scale and cargo volume of the enterprise, and can flexibly switch between CIF/FOB trade terms according to the actual needs of the enterprise to optimize the overall export cost structure.

For enterprises with stable long-term orders, the agency can establish a corresponding inventory linkage strategy, build a dynamic cost actuarial model, help enterprises control export costs of each link, and timely adjust the supply chain structure to adapt to the growth of order scale, to avoid the expansion of the enterprise's export business being limited due to insufficient agency service capacity. At the same time, it can adjust the supply chain plan in advance according to changes in international logistics and tariff policies, avoid the risk of cost increase caused by changes in the macro environment, and ensure the stability of export business.
