I am the head of a small and medium-sized enterprise engaged in cross-border recycling of used equipment. In the past two years, our business has just expanded to the import recycling segment.

The first two small agencies we cooperated with made many operational errors: sometimes they notified that documents did not meet requirements and our goods were detained by customs, sometimes they miscalculated taxes and fees, costing us nearly 100,000 yuan extra, and almost damaged our company's import and export credit due to compliance issues. Now I have contacted several agencies all claiming that they can provide import recycling agency services, but I cannot tell which one is truly reliable.

Their quotations differ by more than double, and I cannot figure out whether there are hidden costs or they do have real cost advantages. I want to ask what key indicators should be focused on when selecting an import recycling agency, what pitfalls should be avoided during the selection process, and how to make a choice to ensure a smooth process without unnecessary risks.

Many small agencies deliberately hide the special compliance requirements for import recycling business to grab orders. They first attract customers to sign contracts with quotations far below the market price, and then add various hidden fees in the name of supplementary document production,HS code classification adjustment, communication and coordination, etc. This is the most common misconception in the current industry.

Many enterprises sign contracts for low prices, but the total cost in the end is more than 30% higher than the formal quotation. More seriously,non-compliant documents, wrong HS classification, and substandard environmental protection indicators will lead to goods being detained at customs, resulting in thousands of yuan of port demurrage and container detention fees per day. Worse still, the enterprise will be recorded in the customs credit abnormality list, which will directly affect the normal operation of all subsequent import and export businesses of the enterprise. The loss brought by the chain reaction is often far more than the agency fee itself.

To isolate such risks, first of all,you need to confirm the import practical experience of the agency in the recycling business. Prioritize agencies that have proven practical import operation cases for the corresponding product category, instead of only checking the general import and export qualifications. Before signing the contract, you must require the agency to list all charge items, clarify the rules for bearing hidden costs,to avoid passive price increase afterwards.

Secondly, you need to verify the pre-risk control capability of the agency. Require the agency to issue a complete pre-audit plan before the goods are shipped, and complete all verification of documents, classification and compliance requirements in advance, instead of making adjustments after the goods arrive at the port.

Finally, when abnormal situations occur, you should immediately hand over the handling work to a professional agency, instead of communicating with customs by yourself,to avoid improper statement that leaves a permanent record. Prioritize agencies that promise 24-hour abnormal response, which can maximize the shortening of the abnormal processing cycle and reduce the overall loss.

Price verification of imported recycled goods is the core difficulty in the customs declaration process. Unlike brand new goods which have public market prices, the price recognition of recycled goods is prone to disputes. You need to sort out the complete payment vouchers, transaction contracts for recycling procurement, as well as proof materials for goods condition and depreciation in advance, complete the advance price ruling, and avoid customs clearance delays caused by price verification queries.

If there is a price verification dispute, you need to provide corresponding supporting materials targeting the customs' queries, do not pay the deposit casually according to the customs' initial estimated price. First sort out the transaction logic, form a complete price statement document, then communicate through compliant channels, and apply for administrative reconsideration if necessary to safeguard your legitimate rights and interests. For imported recycled goods under the integrated customs clearance mode, you need to confirm the consistency of declaration logic, avoid conflict of declaration information at different ports that leads to document deletion and re-declaration, and affect customs clearance efficiency.

Most imported recycled goods are used products or irregular goods. The logistics process requires advance planning of routes, and confirmation of the port storage and container unpacking requirements at the destination port, to avoid extra costs caused by goods not meeting port requirements. For large recycled equipment transported in full container loads, you need to communicate with the shipping company in advance about the free storage period and free container detention period, strive for a longer free period, and avoid high container detention fees.

For goods that need to change port of destination, confirm the port change fee and process at the transit port in advance. Do not apply for port change after the goods arrive at the port, otherwise the fee will double, and the goods are easily detained. For recycled goods transportation, you need to properly control the goods ownership. The consignee information on the bill of lading shall be consistent with the declarant entity, to avoid problems in the bill of lading endorsement and transfer process that lead to loss of goods ownership.

Tax treatment of imported recycled goods needs to be planned combined with the purpose of the goods. For qualified goods, you can apply for VAT deferral, which means there is no need to pay value-added tax in advance at the import stage, easing the capital pressure of the enterprise. For cross-border recycled used equipment, you need to clarify the transaction nature, avoid being recognized as a cross-border related transaction that triggers the tax authority's anti-avoidance investigation.

For cost posting of recycled goods, you need to keep complete procurement vouchers and tax payment vouchers to meet the requirements of the tax authority, and avoid extra tax burden brought by tax base adjustment. If non-resident enterprises participate in the recycling transaction, you need to confirm the withholding tax payment requirements in advance, complete compliant declaration, and avoid overdue tax records that affect subsequent transactions.

The receipt and payment of foreign exchange for import recycling business shall comply with the requirements of foreign exchange administration. The foreign exchange payment for recycled goods shall correspond to the real transaction background. Prepare transaction contracts, invoices, customs declaration forms and other materials in advance to complete the compliant declaration of foreign exchange receipt and payment.

If you adopt cross-border RMB payment, you can use the CIPS system, which features lower handling fee, faster arrival speed, and can avoid losses caused by exchange rate fluctuation. If there is a mismatch of foreign exchange receipt and payment quota, you need to explain the situation to the foreign exchange administration department in advance, provide corresponding supporting materials, and do not transfer funds privately through offshore accounts, which will cause problems in foreign exchange settlement and account balancing, and affect your compliance qualification.

For import recycling transactions, you need to clearly specify the quality standard and ownership issues of the goods in the contract, to avoid goods infringement or ownership disputes. Require the seller to provide complete proof of goods ownership, eliminating the possibility of third parties claiming rights. If you pay by letter of credit, you need to carefully review the L/C clauses, exclude soft clauses, and avoid inability to settle foreign exchange caused by soft clauses.

If goods ownership transfer is involved, you need to clarify the time and conditions of transfer, issue corresponding letters of guarantee, to safeguard the buyer's ownership of goods. Targeting possible customs detention and return situations in import recycling business, you need to clarify the responsibility division in the contract, to avoid being unable to pursue responsibility after problems occur, which brings losses to the enterprise.

When imported recycled goods face customs inspection, you need to prepare corresponding document materials in advance, including the goods procurement contract, transaction voucher, component description, etc., and cooperate with customs to complete the inspection work. Check the authenticity of the seal in advance. If the seal is damaged, take photos for evidence immediately, and inform the customs for confirmation.

For recycled goods that require unpacking inspection, arrange unpacking personnel and site in advance, shorten the waiting time for inspection, and avoid extra storage costs. If the customs requires sample submission for inspection and identification, cooperate to provide corresponding samples, follow up the identification process, get the identification report in time, speed up customs clearance, and reduce unnecessary stay time.

The packaging of imported recycled goods shall meet the requirements of transportation and customs. Different types of recycled goods have different packaging requirements. For recycled goods containing hazardous components, you need to package the goods in accordance with UN dangerous goods packaging requirements, provide corresponding MSDS reports, clarify the hazard classification of the goods, to avoid customs detention caused by non-compliant packaging.

For recycled electronic equipment that is easily damaged by moisture, you need to complete moisture-proof reinforcement treatment, select appropriate cushioning packaging materials, to avoid goods damage during transportation. Complete the compliance appraisal of packaging in advance, get the corresponding appraisal report, declare it together with other documents, do not supplement the materials during inspection, which delays customs clearance.

Import recycling business needs to plan the overall supply chain route and adjust the shipment rhythm combined with the enterprise's inventory situation and sales cycle, to avoid goods delay caused by port space shortage and container rolling. Select appropriate trade terms according to the enterprise's cost situation. Choose FOB or CIF in combination with logistics cost and risk control requirements to reduce the overall operating cost.

For different categories of recycled goods, you can design differentiated supply chain solutions. For high-value recycled goods, prioritize direct shipping to shorten transportation time and reduce risks. For low-value bulk recycled goods, you can choose transit transportation to reduce logistics cost and improve the overall profit level.
