Reliable sourcing and import agency services.
I am the person in charge of a small and medium-sized clothing production factory. This year, we just expanded our export orders to Southeast Asia and also need to import fabric raw materials irregularly. Previously, handling customs clearance by ourselves was too time-consuming, so we plan to cooperate with an import and export agency.
Now we have asked three or four agencies, and their quoted fee rates vary greatly, from 0.6% to 2%. I have no idea about the industry market. I'm worried that agencies offering low prices will have hidden costs and charge various additional fees later.
I also don't know the general rate in the formal industry and whether fees differ for different business types. I want to figure out the real market fee rules to facilitate my business cost budget for the second half of the year.

In 2026,the domestic import and export agency fees are generally in the floating range of 0.5%-2%. The fee base is based on the value of imported and exported goods, and there is no fixed unified rate. The fee differences come from business types, cargo attributes, port requirements, and supporting service content.
Many small agencies in traditional industries adopt the low-price luring and split charging model. They quote a low price of 0.3-0.5% externally, then split customs declaration, inspection, and document handling into separate charges. The final total cost is 15%-30% higher than the package charge of 1% directly quoted. It also easily leads to process connection confusion due to split charging, resulting in delayed customs clearance, and even compliance risks due to connection errors.
To control costs, you can choose the package charging model based on the gradient of cargo value. The higher the cargo value, the lower the fee rate. At the same time, you can match tax difference optimization,VAT deferment, and other schemes to offset the comprehensive cost. For customers with an annual cargo value below 1 million yuan, the regular import and export fee is 1-1.5%. For those with an annual cargo value above 1 million yuan,it can be negotiated to 0.5-1%. All fees will be clearly listed in the contract in advance, and there will be no hidden costs. If it is special goods such as dangerous goods or fresh produce, the fee rate will increase by 0.3-0.5%. You can get an accurate quote by informing the cargo information in advance.

The difference in fee rates largely comes from the customs valuation requirements. The valuation process for ordinary goods is simple, labor costs are low, so the fee rate can be lowered.
If it is goods involving tax assessment, it is necessary to prepare valuation materials in advance and respond to customs doubts, which requires more manpower input, so the fee rate will increase. Some agencies will charge additional processing fees when encountering valuation disputes after quoting a low price, which is a common hidden cost.
By clarifying the HS code classification of the goods in advance, confirming whether the goods belong to the category that requires pre-valuation, and explicitly including this part of the service in the agency fee scope, you can avoid additional fees later. If it is a long-term and stable import and export business, the valuation processing can be included in the fixed rate without additional fees, and the overall cost is lower.

The fee rate will also superimpose the cost of logistics supporting services. If the agency only handles customs declaration and clearance and does not include the logistics link, the fee rate will be lower.
If you need the agency to provide full-link logistics services such as booking, trailer transport, and warehousing, the fee rate will increase accordingly, but the overall package cost is lower than finding customs declaration and logistics separately. The difference in logistics costs for different routes will also affect the fee.
The operation cost of near-sea routes is low, and the fee rate is about 0.2-0.3% lower than that of ocean routes. By clarifying the scope of services you need the agency to provide in advance and whether it includes the logistics link, you can clarify the corresponding fee rate, avoid additional fees due to adding logistics services later, and calculate the overall operating cost more accurately.

If import VAT payment is involved, choosing the VAT deferment model can reduce the capital occupation cost. Some agencies will charge the operation cost of VAT deferment separately, while compliant package charges will include this part of the cost in the fixed rate.
The tax difference optimization of cross-border business will also affect the fee. By reasonable pricing planning to reduce the overall tax burden, the fee rate is slightly higher, but the final tax savings are much higher than the agency fee, and the comprehensive benefit is higher.
If it is zero-tax-refund goods export, the tax processing cost of the agency is higher, and the fee rate is about 0.3% higher than that of tax-refund goods. By clarifying the tax refund attribute of the goods in advance, you can get an accurate quote and avoid price disputes later.

The compliant handling of cross-border collection and payment will also be included in the agency fee rate. If you need the agency to help with foreign exchange settlement and account balancing, RMB cross-border payment and settlement, some small agencies will charge additional handling fees, while formal agencies will include compliant collection and payment services in the agreed fee rate.
The larger the amount of collection and payment, the higher the corresponding compliance audit cost, so the fee rate will be adjusted downward according to the cargo value ladder. The average compliance cost for large cargo value business is lower. By sorting out the collection and payment plan in advance, clarifying the compliance service content required from the agency, and writing it into the contract terms, you can avoid additional compliance fees and control the overall cost expenditure.

For import and export business with export tax refund, the fee rate will include the cost of tax refund document sorting, response to letter inquiries, and declaration operations. Formal agencies will include these services in the agreed rate, while some small agencies will charge tax refund operation fees separately, increasing the overall cost.
To control the fee, maintain consistency of four flows (flow of goods, flow of funds, flow of invoices, flow of contracts), and sort out the full set of documents in advance, you can avoid additional fees due to document rectification, and the fee rate can also be maintained in the regular range. If you need to respond to tax letter inquiries during business operation, this part of the service will also be included in the agreed fee rate in the contract in advance, with no additional fees For long-term stable cooperative business, the fee rate can also be appropriately reduced.

For long-term stable import and export business, you can reduce the overall agency fee rate by optimizing the overall supply chain structure. The larger the annual cargo volume, the lower the negotiable fee rate. The ladder-type fee model can adapt to different scales of business.
If you need to switch trade terms or adjust the ownership of goods, the corresponding change in operation cost will also be reflected in the fee rate. By sorting out the overall scale of the annual business in advance and agreeing on the annual package fee rate with the agency, it is more cost-effective than charging per order, which can help you stably control the annual import and export agency cost, lock in the cost in advance, and avoid the risk of fee increases caused by market fluctuations.
