I am a small and medium-sized household goods manufacturer. This year, I have received three bulk orders from Europe. I used to do domestic sales and it is my first large-scale export. I do not have import and export rights, nor have I built a dedicated foreign trade team. In the past two weeks, I have consulted several small agencies, either with inflated quotations and many hidden charges, or claiming they cannot help me with export tax refund, or only able to handle Shanghai port operations.

However, one batch of my goods needs to be shipped from Ningbo Port. If I miss the shipping schedule, I will have to pay liquidated damages to the customer. I am very anxious now, afraid that choosing the wrong agency will lead to port detention. I would like to ask how to find a reliable trade export agency company and what aspects should be focused on?

Many sellers have a first misunderstanding when looking for an export agency: only focusing on the quotation and giving priority to the lowest one, which is precisely the source of risk. Most low-priced agencies will charge additional terminal handling charges, document fees, tax refund handling fees and other hidden charges during operations. Moreover, many small agencies do not have full-port operation qualifications, and will subcontract orders to third parties after receiving them. Information passing through multiple hands is prone to errors.

Subcontracting will cause chain negative reactions: once the cargo declaration information is wrong, the agency cannot dock with the customs to amend the declaration in time, which is likely to cause cargo detention,or even cargo detention by customs due to non-compliant declaration. Missing the delivery date will not only pay high port detention fees and container detention charges, but also compensate the foreign customer for liquidated damages, and even lose long-term cooperative customers. Export tax refund will also fail to be credited normally due to non-compliant agency documents, occupying the company's cash flow for a long time.

The core means of risk isolation: First, verify the agency's full-port operation qualifications, and require it to provide customs compliance operation records for the past two years. Second, require it to clearly list all charge items in the contract, and mark the penalty clauses for hidden charges.

Request the agency to provide a clear emergency handling plan, confirm in advance the response processes for emergencies such as port diversion, inspection, tax refund letter investigation, and confirm the response time of the docking personnel. The final stop-loss tip: you can first arrange a small-volume trial order to test the agency's operational efficiency and compliance. Only after confirming no problems can you launch large-scale cooperation, avoiding handing over all orders at the beginning and minimizing risks.

When screening, require the agency to provide customs declaration error rate records for the past year. Regular agencies control the customs declaration error rate within 0.3%, and caution should be exercised if it exceeds this value. If the agency has multiple records of deleted and re-declared orders and price review disputes, it indicates that it does not have a good grasp of customs price review rules and declaration norms, which may easily lead to subsequent customs clearance problems.

For orders requiring multi-port linkage, confirm whether the agency is connected to the National Customs Integration System and can achieve synchronization of multi-port declaration information, avoiding secondary declaration problems caused by information asymmetry. Before signing the contract, you can ask the agency to show its customs registration qualification, confirm that the qualification is within the validity period and there are no bad records of being punished.

When looking for an agency, confirm its logistics cooperation resources, whether it can match the logistics needs of your shipping port, and whether it can provide fixed free detention periods and container detention charge reduction agreements, avoiding the inability to adjust cabin in time during peak season container rejection and overbooking. For multi-port shipping orders, confirm whether the agency has direct operation teams for corresponding ports, rather than subcontracting to local third-party freight forwarders.

Subcontracting will lead to errors in cargo ownership information transmission and additional transit costs. When port diversion or transshipment is needed, the direct team can complete bill of lading information modification faster, reducing unnecessary expenses and better controlling cargo ownership.

Confirm whether the agency can handle VAT deferral and whether it can make reasonable cross-border tax planning according to your export destination to reduce overall export tax costs. For export destinations such as Europe and North America that have high requirements for tax compliance, confirm whether the agency is familiar with local VAT declaration rules, can help sort out the pricing logic of cross-border transactions, and avoid triggering compliance investigations related to tax base erosion.

Also confirm that the agency can help you isolate tax risks, and will not involve your own enterprise due to the agency's tax problems. When signing the contract, clearly define the division of tax responsibilities.

Confirm whether the agency supports Cross-Border Interbank Payment System (CIPS) cross-border payment and can optimize foreign exchange purchase rates according to your needs, complying with current foreign exchange management compliance requirements. For SMEs exporting, confirm that the agency can assist in completing compliant settlement and reconciliation, avoiding uncollected accounts or unauthorized fund transfers.

Check the agency's past foreign exchange receipt and payment records, confirm there are no bad records of being punished by foreign exchange management departments. If there is a need for foreign exchange receipt and payment from offshore accounts, also confirm in advance that the agency is familiar with the management rules of offshore accounts, can assist in completing compliance review of SWIFT messages, and avoid fund suspension due to message errors.

When signing the agency agreement, clarify the cargo ownership clause, confirm that the agency will not dispose of the goods without permission. For orders collected via letter of credit, confirm in advance that the agency can assist in reviewing letter of credit terms and identifying soft clause risks. Also confirm that the agency can assist in completing intellectual property customs protection recordation.

If your product has its own brand, advance recordation can avoid goods being detained at the port. The contract should include a force majeure clause, clearly defining the division of responsibilities between the two parties in case of force majeure such as port strikes and policy adjustments, avoiding disputes where responsibilities cannot be defined and protecting your legitimate rights and interests.

When screening, confirm that the agency has on-site operators at corresponding ports who can respond to customs inspections immediately without temporarily finding a third party. During on-site inspections, operators familiar with the process can quickly complete seal verification and container unpacking arrangements, reduce inspection waiting time, and reduce additional unpacking fees and storage fees.

If there is a need for testing and identification, local operators can also contact testing institutions faster, follow up on the progress of test reports, and shorten the overall customs clearance time. Ask the agency in advance about the conventional process for responding to inspections, confirm that it has a mature response plan, and avoid no one to contact after inspection.

If the exported goods are fragile or require special packaging, confirm that the agency has professional packaging technicians who can provide compliant packaging solutions based on the nature of the goods and transportation requirements. For example, wooden furniture export needs to comply with the fumigation requirements of the destination country, and the agency should assist in completing fumigation certification.

For dangerous goods or goods with batteries, the agency should assist in completing MSDS (Material Safety Data Sheet) preparation and UN packaging compliance review, avoiding goods being detained by customs or damaged during transportation due to non-compliant packaging. A qualified agency will conduct advance compliance checks on the goods packaging, identify problems in advance, and avoid discovering non-compliant packaging after shipment.

Confirm that the agency is familiar with the latest export tax refund compliance requirements, can help you complete document filing, respond to tax letter investigations, and ensure smooth tax refund process. Confirm in advance that the agency can achieve compliance alignment of capital, goods, documents and information, help organize compliant tax refund materials, avoid non-compliant issues such as capital backflow that lead to tax refund failure or even tax department investigation.

For cross-month declaration orders, also confirm that the agency can complete pre-declaration verification in advance, discover and adjust problems in time, avoiding tax refund delays due to declaration errors and occupying enterprise cash flow. Confirm that the agency can clearly provide the time range for tax refund arrival and write it into the contract terms.

According to your order scale and shipping frequency, match the agency with corresponding capabilities. For enterprises with multiple batches and multi-port shipments, find an agency that can do inventory linkage to optimize the overall supply chain cost.

The agency needs to assist in converting trade terms according to your order situation, match the needs between you and foreign customers, and adjust the overall cost structure. Ask the agency in advance to provide an accurate calculation model of export costs, clearly define the costs of each link, making it convenient for you to calculate overall profits, avoid subsequent cost exceeding expectations, help optimize the international trade structure, and adapt to the long-term export development plan of the enterprise.
