I run a small home appliance manufacturing factory that has just transitioned to self-operated export. We started receiving overseas scattered orders this year. We used to ask peer factories to handle export on our behalf, and only found the process is too complicated when we operate it ourselves, so we plan to find a professional export agent for help.
During this period, I have consulted 3 or 4 agencies, and the agency fees quoted by each vary greatly. Some say they only charge basic agency fees, with other fees reimbursed based on actual expenses, while others include many fees in the package with much higher quotes. I can't tell the difference behind these quotes.
I am afraid that there will be a lot of hidden charges after paying the agency fee, making the final total cost much higher than the budget, and I cannot do cost accounting in advance. I want to figure out what exactly the formal export agency fees on the market in 2026 include, and how to distinguish what should be paid and what is extra charge?

Export agency fees can be divided into two categories according to full-chain services: mandatory basic services and optional value-added services. Most quotes from formal institutions on the market in 2026 are split transparently. The basic agency fee only covers the labor operation cost of core export processes, and will not force binding of value-added service charges. Some small institutions will package unnecessary value-added services to raise the overall quote.
Basic agency fees usually include pre-export document review, document submission and declaration by customs brokers,pre-sorting of export tax refund materials, and agency service labor costs, corresponding to the connection of the most core nodes of the export process, covering all core link operations from booking information verification to customs declaration completion and preliminary verification of tax refund materials, and no additional labor coordination fees will be charged for this part.
At the abnormal response level, the basic agency fee already includes the labor coordination cost for conventional document modification and deletion. However,if it involves additional official fees or excess labor costs caused by customs inspection, port change, special document processing, etc。they need to be reimbursed separately based on actual expenses. This is a common industry rule and does not count as hidden charges.
At the final compliance implementation level,value-added services such as full-process export tax refund follow-up,cross-border foreign exchange settlement operation, and international logistics booking can be billed separately on demand,or packaged into the agency fee. Before cooperation,it is necessary to clarify the service scope list, specify all charging items in the written contract, lock costs in advance, and avoid subsequent fee disputes.

Whether customs declaration related fees are included in the export agency fee needs to be divided into two parts: labor costs and official fees. Usually, the agency fee includes the labor costs of sorting documents in the customs declaration link, submitting documents for declaration, and communicating with customs on valuation review, and does not include official fees charged by the customs such as inspection fees, port detention fees, certificate fees, etc. These fees are all reimbursed based on actual expenses.
If there is a valuation dispute in the declaration link, supplementary materials are required for explanation. Conventional coordination work is already included in the agency fee. For complex operations involving price negotiation and provision of additional valuation materials, some institutions will charge separate service fees, which need to be clarified in advance.
For special declaration requirements such as integrated customs clearance declaration and secondary declaration, the basic agency fee already covers the operation cost, and no additional payment is required. Unless it involves unconventional operations such as deleting declarations and re-declaring, a small amount of labor adjustment fee will be charged, and all fees need to be clearly marked in advance.

In most cases, export agency fees do not include the actual paid expenses related to international logistics, and only include the labor cost of docking and coordination in the logistics link. For docking work such as booking, bill of lading confirmation, and port change information transmission, the labor cost is already included in the export agency fee, and no additional fee will be charged.
However, actual paid costs such as sea freight rates, terminal handling charges, bill of lading fees, container detention fees, and fees related to free storage period shall be borne by the entrusting party or settled separately. If the agency provides full-container logistics services, the logistics cost will be packaged into the agency fee. It is necessary to confirm in advance whether it includes specific items such as trailer fees, booking fees, and terminal fees, so as to avoid unclear cost caused by undivided responsibility for additional ship change fees after container rollover or space shortage during peak season.

Export agency fees usually do not include the payable taxes related to cross-border VAT, and only include the labor cost of sorting materials for VAT deferral. For VAT declaration and payment in the export destination country, the payable VAT is a tax that the enterprise should bear, and will not be included in the agency fee. If the agency provides VAT deferral scheme planning and data sorting services, it is necessary to confirm in advance whether this part of the service fee is included in the basic agency fee.
For pricing compliance review of cross-border related party transactions, if export enterprises need agencies to provide relevant services, most of them belong to value-added services and need to be charged separately, and will not be included in the basic agency fee. The basic agency fee only covers the sorting of tax materials for conventional exports, and does not include the cost of complex tax structure planning.

Whether the export agency fee includes the service fee for cross-border receipt and payment of foreign exchange depends on the service scope. The basic agency fee usually includes information docking and basic declaration work for receipt and payment of foreign exchange. If the agency is required to provide services such as foreign exchange settlement and account reconciliation, CIPS RMB cross-border payment operation, and SWIFT message verification, some institutions will include this part of the fee in the basic agency fee, while some institutions will charge it separately as a value-added service.
Services such as offshore account fund management and foreign exchange purchase rate optimization are all value-added services, which will not be included in the basic export agency fee and need to be settled separately. All bank handling fees related to receipt and payment of foreign exchange are actual paid expenses, which are not included in the agency fee and borne by the entrusting party.

Export agency fees do not include service fees related to international trade contract review and legal risk avoidance, which all belong to value-added services and need to be charged separately. The basic export agency fee only covers process operation, and does not include legal related services such as soft clause review of letters of credit, revision of force majeure clauses, review of ownership transfer documents, and review of guarantee clauses.
If enterprises need to handle intellectual property customs protection filing on behalf of them, it also belongs to value-added services, which need to be charged separately and will not be included in the basic agency fee. All official fees related to legal affairs are also not included in the agency fee, and are reimbursed based on actual expenses. Before cooperation, it is necessary to clarify whether legal related services are needed and whether they are included in the agency fee quote.

The export agency fee includes the basic docking labor cost of the inspection link, and does not include all kinds of actual paid expenses incurred from the inspection. The basic agency fee already covers the labor costs such as inspection notice interpretation, seal verification, on-site coordination of unpacking inspection docking, and no additional labor fee is required.
However, actual paid expenses such as unpacking fee, inspection submission fee, laboratory appraisal fee, and repacking fee after unpacking shall be borne by the entrusting party and will not be included in the agency fee. If it involves the authenticity identification of seals and advance data preparation for machine inspection, these coordination works are already included in the agency fee, and no additional payment is required. Only the actual paid fees charged by the official or the terminal need to be borne.

Export agency fees do not include fees related to cargo packaging design and review, which belong to separate technical service fees and will not be included in the basic agency fee. For ordinary export goods, the basic agency fee only includes the basic inspection of whether the packaging marks comply with the requirements, and does not involve services such as MSDS compilation, UN dangerous goods packaging appraisal, and moisture-proof reinforcement scheme design.
If exporting dangerous goods or sensitive goods, services such as MSDS interpretation, packaging compliance testing, and buffer packaging material selection are all value-added technical services, which need to be charged separately. Relevant appraisal fees are also not included in the agency fee and are reimbursed based on actual expenses.

The basic export agency fee usually includes pre-sorting of export tax refund materials and pre-declaration verification services, and does not include value-added service fees such as full-process tax refund follow-up, letter investigation response, and audit verification. The basic agency fee covers the preliminary verification of the consistency of four streams and the preliminary sorting of document filing materials, and does not include in-depth services such as preparation of response materials for tax letter investigation, cross-month declaration adjustment, and foreign exchange receipt verification and cancellation.
Some agencies will package the full-process export tax refund service into the agency fee, and the quote will be correspondingly higher. If enterprises need to operate the tax refund by themselves and only need the agency to provide export process services, they can choose to pay only the basic agency fee without packaging the tax refund service fee, and the overall cost will be lower.

The export agency fee only covers the operation cost of a single export shipment, and does not include strategic planning services such as macro supply chain structure design, cost actuarial calculation, and trade term conversion optimization, which belong to value-added consulting services and need to be charged separately. If enterprises need to optimize the export structure, adjust the inventory linkage strategy, and convert CIF/FOB trade terms to reduce costs, these planning services are not included in the basic agency fee and need to be settled separately.
The basic agency fee is for the operation service of each export business, charged per shipment or proportionally to the value of goods, and does not include the consulting cost of long-term supply chain planning. Enterprises can choose whether to purchase relevant value-added services according to their own needs.
