I am a small and medium-sized foreign trade factory dealing in home goods. I just obtained self-operated export rights at the end of 2025 and originally planned to handle exports on my own. However, after more than half a year, I have made three mistakes just in customs declaration and tax refund.
Last time, I almost had the goods detained due to non-compliant documents, which not only cost me over 20,000 yuan in demurrage charges but also lost a regular client with whom I have collaborated for three years. I calculated that the labor cost and compliance cost of maintaining a team for exports on my own are much higher than expected.
Recently, several peers around me have turned to foreign trade companies for export agency services. I am a bit confused—why would I choose an agency when I have self-operated export rights? What problems can export agencies solve that we cannot solve on our own? I would like to ask for your professional opinions.

Self-operated exports seem to control the entire process, but in fact, many hidden costs are hidden. First is the fixed labor cost: for small and medium-sized foreign trade enterprises with an annual export volume of millions, the annual labor cost alone for equipping full-time positions in customs declaration, documents, tax refund, and foreign exchange exceeds 8% of revenue. During peak and off-season fluctuations, there will be problems such as idle manpower or insufficient staff, making cost control difficult.
Second is the implicit risk cost: in 2026,the compliance inspection intensity of customs and tax authorities has increased by nearly 20%. If there are document inconsistencies or non-compliant tax refund materials in self-operated operations, enterprises will not only face fines but also affect their export credit rating. In severe cases, their export qualifications will be suspended, causing irreversible impacts on business operations.
Export agencies can convert fixed labor costs into variable costs billed per order, small and medium-sized foreign trade enterprises do not need to maintain a team long-term,they only need to pay an agency fee of 0.5%-1% of the goods value to obtain full-chain professional services, while also enjoying the optimization space for exchange rate differences and tax differences brought by professional teams. The comprehensive operating cost is 30%-40% lower than self-operated exports.
Finally, export agencies will conduct full-process compliance risk control in advance, isolating the enterprise's export operation risks. Even if abnormalities occur, the agency team will be responsible for handling them, which will not affect the enterprise's own credit rating. For small and medium-sized foreign trade enterprises, this is a highly cost-effective export mode choice.

Customs updates valuation rules and declaration specifications every year. In 2026, declaration element requirements for 17 new types of goods were added.
Self-declaration is prone to valuation queries and order deletion & re-submission due to incomplete element filling or classification errors. Most small and medium-sized foreign trade enterprises' declaration personnel cannot keep up with policy updates in a timely manner, leading to an error rate exceeding 30%.
Once an error occurs, additional costs such as demurrage charges and container detention fees will be generated, and customs clearance time will also be extended. The customs declaration team of export agencies updates policies daily, pre-audits documents in advance, and has a classification accuracy rate exceeding 99%, which can avoid declaration errors from the source, reduce customs clearance abnormality risks, and quickly respond to valuation disputes with years of experience to ensure smooth customs clearance of goods.

The logistics link of export orders involves various emergencies such as space booking, bill of lading confirmation, port change and container rejection. Enterprises operating on their own often cannot obtain high-quality space prices due to small cargo volume.
When there is overbooking and container rejection, they have to find space at a temporary premium, leading to a significant increase in costs. Export agency teams cooperate with shipping companies and ports all year round, obtaining space prices that are 10%-15% lower than small and medium-sized cargo owners booking space on their own.
At the same time, they have dedicated emergency response plans, can quickly allocate space when encountering container rejection or port change, avoid delayed shipment of goods, and also help apply for extended free storage period and handle container detention fee reduction, saving enterprises tens of thousands of yuan in additional logistics expenses each year. Meanwhile, they can control cargo ownership throughout the process and avoid the risk of cargo ownership loss.

In 2026, cross-border VAT policies were updated, and VAT declaration requirements vary greatly across different destination countries. If self-operated export enterprises do not understand the VAT deferral rules, they will advance a large amount of tax funds, occupying the enterprise's cash flow.
Export agencies can help enterprises apply for VAT deferral according to the policies of the destination country of the goods, without needing to pay VAT in advance during customs clearance, delaying tax payment by 1-3 months, and greatly improving the efficiency of the enterprise's cash flow use. At the same time, they can help enterprises sort out cross-border tax structures, isolate tax risks of different businesses, avoid compliance issues related to tax base erosion, reduce overall cross-border tax costs, and help enterprises enjoy tax dividends of various countries in compliance.

In 2026, foreign exchange supervision has stricter compliance requirements for cross-border receipts and payments. If self-operated export enterprises do not understand SWIFT message specifications and CIPS RMB cross-border payment rules, they are prone to abnormal settlement and reconciliation, leading to account inspections.
Export agency teams are familiar with the latest compliance requirements for receipts and payments, can sort out the logic of receipts and payments in advance, ensure that the entire process of receipts and payments meets regulatory requirements, and also help enterprises optimize the timing of foreign exchange purchase and settlement according to exchange rate fluctuations, reducing exchange rate difference losses, saving enterprises a lot of exchange rate difference costs each year. At the same time, they can standardize receipts and payments operations related to offshore accounts and avoid compliance risks.

Export orders involve multiple legal documents such as letters of credit (L/C) and trade contracts. Enterprises operating on their own often have difficulty finding loopholes in soft clauses of L/C and force majeure clauses. Once a trade dispute occurs, they will face large losses.
Export agency services will review trade contracts and L/C clauses in advance, identify hidden legal risks, help improve clauses related to cargo ownership transfer and guarantees, and also sort out relevant operations of intellectual property customs protection filing in advance, avoiding goods being detained due to intellectual property issues. When a trade dispute occurs, they can also provide professional support to protect the enterprise's legitimate rights and interests.

When self-operated export enterprises handle tax refunds, they often fail to pass tax correspondence inspections due to incomplete document filing, inconsistency of four streams, and non-compliant capital flow, leading to tax refund failure, inability to obtain tax refund payments, and facing continuous tax inspections.
The tax refund team of export agencies is familiar with the latest tax refund rules, will organize all tax refund documents in advance, ensure the consistency of four streams, complete pre-declaration verification in advance, which can greatly improve the tax refund pass rate. They can obtain tax refund payments in as fast as 10 days, 2-3 months earlier than self-operated tax refunds, and greatly improve the efficiency of the enterprise's cash flow turnover.
