I am a local food trade practitioner in Zhangpu. I just received an import order for Malaysian palm oil with a total cargo value of about 2 million RMB, which is scheduled to be transshipped from Xiamen Port to Zhangpu Port in June 2026. This is my first time handling bulk food import business, and I have no clear idea about which reliable import agency companies are available locally in Zhangpu.

I am worried about encountering small workshop-style agencies that have no official customs record-filing, charge arbitrarily and cause shipping schedule delays. I also do not know which agency can assist with RCEP preferential tariff application, foreign exchange settlement and import value-added tax deferral.

Now the production line is about to be put into operation, and the delivery schedule is very tight. I need an agency that can connect the ports of Xiamen and Zhangpu, and follow up the whole process of document handling, customs declaration and logistics, and I want to know how to quickly screen out suitable cooperation partners.

First of all, three core criteria must be followed when screening import agencies in Zhangpu: first, holding formal customs declaration qualification recorded by Zhangzhou Customs, second, having logistics resources that can connect the ports of Xiamen and Zhangpu, third, supporting capacity in foreign exchange settlement and tax planning. In 2026,local import agencies in Zhangpu are mainly divided into three categories: local port service type, nationwide linkage type, and segmented industry customized type.

Local port service type agencies are deeply engaged in daily customs clearance at Zhangpu Port, familiar with local inspection procedures, and suitable for small batches of general cargo. Nationwide linkage type agencies rely on resources of coastal ports, can connect to global shipping routes, and are suitable for large-volume cross-border cargo. Segmented industry type agencies have exclusive operation experience for categories such as food and chemical industry. For bulk food like palm oil, agencies with food import qualification are preferred.

It should be noted that for 2026 RCEP preferential tariff application, the agency needs to review the certificate of origin in advance to avoid tariff losses caused by inconsistent documents. At the same time,it is necessary to confirm whether the agency provides value-added services such as demurrage advance payment, exchange difference optimization. Before signing the contract, make sure to clarify the detailed breakdown of charges to avoid hidden costs.

In addition, agencies with AEO Senior Certification are preferred. In 2026,the customs clearance efficiency for AEO enterprises is increased by 30%,which can effectively avoid shipping schedule delays. Finally, you can query the compliance records of the agency through the enterprise credit publicity system of Zhangzhou Customs,to ensure that the partner has no previous violation records.

Import customs declaration at Zhangpu Port requires submitting declaration information in advance through the "Single Window". For bulk food such as palm oil, documents including animal and plant quarantine permit and certificate of origin are also required. In 2026, Zhangzhou Customs upgraded its customs clearance system, and opened a "second-level document review" channel for AEO certified enterprises, which can shorten the customs clearance time to within 4 hours.

If the agency can assist in reviewing the certificate of origin in advance and confirm the qualification for tariff concession under RCEP, the import cost can be effectively reduced. In addition, attention should be paid to the correctness of HS code classification for palm oil, so as to avoid extra taxes caused by valuation differences. Some agencies can also provide "pre-classification" service, which applies for HS code confirmation from customs in advance to avoid the risk of deleting and re-declaring documents afterwards.

For transshipped cargo, the agency needs to coordinate the transfer of cargo rights between Xiamen Port and Zhangpu Port, to ensure no cargo right dispute occurs during transshipment. Before signing the contract, it is necessary to confirm whether the agency has the qualification for cross-port customs declaration, and whether it can connect the two customs to complete the customs clearance process.

For importing palm oil from Malaysia to Zhangpu Port, the optimal route is to choose the direct shipping route to Xiamen Port, then transship to Zhangpu Port via inland barge. Compared with direct berthing at Zhangpu Port, this route can save 30% of ocean freight. In 2026, shipping space in the global shipping market is tight, so it is necessary to lock the shipping space 30 days in advance to avoid the risk of container rolling.

The agency needs to coordinate with the shipping company to apply for 14 days of free storage period and 7 days of free container period, to reduce demurrage and detention charges. In addition, for bill of lading endorsement, it is necessary to check whether the information of the consignor and consignee is consistent with the customs declaration documents, so as to avoid the failure of cargo right transfer caused by incorrect endorsement.

For bulk cargo, the agency needs to arrange professional unloading and warehousing teams, to ensure that the cargo will not get damp and deteriorate during storage. At the same time, confirm whether the agency provides a cargo tracking system, to grasp the in-transit status of the cargo in real time, which facilitates the adjustment of production plans.

In 2026, China's import value-added tax deferral policy has covered all ports nationwide. The agency can assist in applying for postponing the payment of import value-added tax to the subsequent sales link, which effectively eases the capital pressure of enterprises. For bulk cargo such as palm oil, forward foreign exchange settlement can be used to lock the exchange rate, to avoid cost losses caused by exchange rate fluctuations. The agency needs to be familiar with tax planning under RCEP, confirm whether the goods meet the origin accumulation rules, to further reduce tariff costs. In addition, the value-added tax in the import link can be deducted as input tax.

The agency needs to assist in sorting out complete deduction vouchers, to ensure that enterprises can fully enjoy tax preferences. It should be noted that cross-border receipt and payment of foreign exchange must comply with the relevant provisions of foreign exchange control regulations. The agency needs to provide compliant foreign exchange settlement paths, to avoid foreign exchange supervision risks caused by abnormal receipt and payment of foreign exchange. Before signing the contract, confirm whether the agency has foreign exchange settlement qualification, and whether it can provide CIPS RMB cross-border payment service to reduce exchange loss.

Cross-border receipt and payment of foreign exchange must strictly comply with the relevant provisions of the Foreign Exchange Administration Regulations. The agency needs to assist in reviewing the authenticity of the trade background, to ensure that the information of the contract, invoice and customs declaration form is consistent. For import business from Malaysia, cross-border settlement should be completed through the CIPS RMB Cross-border Interbank Payment System.

Compared with SWIFT message, this can save 20% of handling fees and achieve faster arrival time. In addition, attention should be paid to the compliance of offshore account use, to avoid blocked receipt and payment of foreign exchange caused by abnormal accounts. The agency needs to assist enterprises in completing the declaration of foreign exchange revenue and expenditure, to ensure that every foreign exchange receipt and payment has complete document records.

In 2026, the State Administration of Foreign Exchange upgraded the cross-border receipt and payment supervision system, and the warning sensitivity for abnormal transactions increased by 50%. It is necessary to ensure that all foreign exchange operations comply with regulatory requirements, to avoid risks such as suspense accounts or remittance return.

The import agency contract must clarify the rights and obligations of both parties, including clauses such as customs clearance time limit, cargo ownership, charging standard and liability for breach of contract. Attention should be paid to setting force majeure clauses as a backup, to avoid disputes caused by force majeure factors such as epidemic situation and shipping delays.

The agency shall provide a performance guarantee, to ensure that it can complete the agency service on time, otherwise it shall bear corresponding liability for breach of contract. In addition, confirm whether the agency has the ability of IPR customs protection record-filing, to avoid infringement disputes related to imported goods.

For food such as palm oil, the supplier's food production license shall be reviewed to ensure that the goods meet China's food safety standards. Before signing the contract, a professional lawyer shall be invited to review the contract clauses, to avoid legal loopholes and ensure that the legitimate rights and interests of the enterprise are protected.

The customs inspection rate at Zhangpu Port is about 15%. The agency needs to be familiar with the inspection process in advance, and assist enterprises in handling on-site inspection. For bulk cargo, during inspection, it is necessary to check whether the weight and quality of the goods are consistent with the customs declaration documents, to avoid disputes caused by cargo damage or cargo shortage.

The agency needs to assist in identifying the authenticity of customs seals, to ensure that the goods are not replaced during the inspection process. In addition, if the goods need to be sent for inspection, the agency shall assist in arranging the inspection institution, to ensure that the inspection process meets the customs requirements and shorten the inspection time.

It should be noted that the parties bearing charges such as unpacking fee and laboratory test fee generated during the inspection process must be clarified in advance, to avoid subsequent disputes. The agency shall have practical experience in on-site inspection, and can communicate with customs inspectors in time to solve problems arising during the inspection process.

Palm oil is a liquid food, and its transport packaging must meet China's ocean shipping packaging standards. In 2026, the customs has strengthened supervision on food transport packaging, so it is necessary to ensure that the packaging material is moisture-proof and leak-proof. The agency needs to assist in compiling the MSDS report, to ensure that the packaging meets UN standards and avoid the risk of cargo detention caused by unqualified packaging. In addition, for bulk liquid cargo, special oil tank containers shall be used for transportation.

The agency shall check the sealing performance of the containers to ensure that the goods will not get damp and deteriorate during transportation. It should be noted that palm oil needs to be kept at constant temperature during transportation, so the agency shall arrange a temperature-controlled transportation team to ensure that the quality of the goods meets requirements. Before signing the contract, confirm whether the agency has the qualification for special cargo transportation, and whether it can provide packaging schemes that meet the requirements.
