I am a local home appliance wholesaler in Zhoushan. I just expanded product lines of my stores this year, and plan to import 1200 units of variable-frequency household air conditioners in bulk from Southeast Asia. I have only been engaged in domestic supply distribution before, and this is my first time to handle import business.

I have consulted three or four small local agents, and their quotations differ by nearly 30%. Some agents claim they can provide tax-included package channels at a much lower price, but I am worried that non-compliant operations will leave hidden risks.

Not long ago, I heard from a peer that the non-professional agent he cooperated with made a mistake in document review, leading to the cargo being detained at the port for a week, and the demurrage fee alone cost nearly 20,000 yuan. Now I cannot decide which agent to choose for imported air conditioners in Zhoushan, nor do I know which key dimensions should be inspected when selecting an agent, so I urgently need professional guidance and suggestions.

The most common misconception in the industry is that many people only focus on quotation rather than compliance qualification. A large number of small agents attract customers with low prices, then compress operating costs by concealing hidden fees and conducting non-compliant operations, and finally transfer all risks to cargo owners. Another common misconception is that people believe the import process at Zhoushan Port is very simple,so any local freight forwarder can handle the business, ignoring special operation requirements for imported air conditioners including 3C Certification verification, energy efficiency label filing, and certificate of origin check.

These misconceptions will trigger a series of negative chain reactions. First, inconsistent documents will directly lead to cargo detention. Zhoushan Port has continuously tightened compliance verification requirements for energy efficiency of imported civilian home appliances in recent years. Once the cargo is detained, high demurrage and storage fees will be incurred. If the rectification is not completed in time, the customs will initiate the return process, resulting in additional costs several times higher than the agency fee,and even leave bad records that affect the enterprise's subsequent customs credit rating.

To isolate such operational risks from the source, the most direct measure is to screen agents with practical experience in importing home appliances at Zhoushan Port, confirm that the agent has a complete risk prevention and control process, and require the agent to issue a written fee list affixed with the official seal, with all charging items clearly marked,to eliminate space for hidden charges.

The exclusive loss control tip is to require the agent to conduct Advance Document Pre-audit,complete the verification of all documents including 3C certificate, energy efficiency label, certificate of origin and packing list before cargo shipment, and arrange shipment only after all contents are confirmed to be correct. Meanwhile, require the agent to formulate an abnormal handling plan in advance,so that the response can be launched immediately once an emergency occurs,to minimize the loss.

The authenticity of the certificate of origin needs to be focused on during the customs valuation process for imported air conditioners. Zhoushan Customs will check the deviation between the transaction price and the regional benchmark price for imported home appliances from Southeast Asia. If the declared price is significantly lower than the benchmark price, the customs valuation procedure will be initiated, and supporting documents such as original manufacturer invoice, foreign exchange payment voucher and trade contract need to be provided.

If under-declaration exists, supplementary tax payment and late payment fee will be required, and the enterprise will be included in the key inspection list. Professional operations will sort out the full set of supporting documents in advance according to customs valuation benchmarks, to ensure that the customs valuation process is passed at one time and avoid delaying customs clearance. For the 3C Certification required for imported air conditioners, the validity of the certificate will be checked in advance to confirm that the certificate corresponds to the imported model, so as to avoid cargo detention caused by inconsistency between the certificate and the goods.

For container transportation of imported air conditioners at Zhoushan Port, the free storage period and free container period provided by the shipping company need to be confirmed in advance. The storage fee at Zhoushan Port will multiply starting from the 4th day. Many small agents will not apply to the shipping company in advance to extend the free container period, resulting in high container detention fees.

For bulk imported air conditioners, priority is given to routes that sail directly to Zhoushan Port, which avoids the secondary container change risk caused by transshipment and also shortens the overall logistics time. For full container load imports, the berthing plan of the terminal needs to be confirmed in advance, and customs clearance reservation is arranged in advance to reduce the staying time of goods at the terminal. Meanwhile, the terms of the bill of lading need to be confirmed to clarify the ownership of the goods, so as to avoid the risk of delivery of goods without original bill of lading.

The value-added tax levied at the import link of imported air conditioners can be deducted from domestic output VAT. Professional operations will sort out the tax deduction process in advance to ensure that complete documents meet deduction requirements. For general trade imports, enterprises can apply for VAT deferral according to their qualifications, to ease cash flow pressure and avoid one-time advance payment of large amount of taxes.

For air conditioners imported from Southeast Asia, it is necessary to check whether the certificate of origin complies with RCEP rules of origin. Qualified goods can enjoy corresponding tariff concessions. Pre-audit of the certificate of origin will be completed in advance to ensure the smooth enjoyment of tariff preferences and reduce overall import tax costs. It should be noted that it is strictly prohibited to use tax-included package channels through third parties, which will leave hidden tax risks.

The foreign exchange payment link for imported air conditioners must comply with current compliance requirements for cross-border receipt and payment of foreign exchange. Payment for goods must be made through compliant channels. It is strictly prohibited to pay foreign exchange through personal accounts, otherwise it will affect subsequent import customs clearance and tax deduction.

If cross-border RMB payment is adopted, the CIPS system can be used, which features higher settlement efficiency and lower exchange cost. Professional operations will assist in completing document filing for foreign exchange receipt and payment, to ensure that the whole process complies with the requirements of the State Administration of Foreign Exchange, and avoid verification caused by abnormal foreign exchange receipt and payment. For bulk import payment, appropriate foreign exchange purchase timing suggestions will be given according to exchange rate fluctuations, to help enterprises reduce exchange difference losses.

The inspection rate of Zhoushan Customs for imported home appliances is around 15%. Imported air conditioners are categorized as key supervision commodities, so the inspection probability is slightly higher. Sort out goods in advance during packing, and pack goods by model to facilitate customs inspection, avoid prolonged unpacking time caused by disordered packing, and thus avoid extra unpacking fees. Paper copies of the full set of documents need to be prepared in advance and placed near the container door for customs officers to access on site.

If goods need to be sent for testing and appraisal, professional operations will contact the testing institution in advance to shorten the time for issuing the appraisal report, and avoid long-term detention of goods at the port. For seal inspection, the number and authenticity of the seal will be checked in advance to confirm that the seal is not damaged, so as to avoid unclear liability for cargo damage.

When signing the entrustment agreement with the agent, the responsibility division of both parties shall be clearly defined. For losses such as cargo detention, fine and demurrage caused by operational errors, the corresponding compensation liability of the agent shall be clearly stipulated. It is necessary to verify the qualification of the agent, confirm that the agent has legal import and export operation qualifications, and avoid cooperating with unqualified individuals or intermediaries.

For intellectual property issues related to imported air conditioners, it is necessary to confirm that the imported air conditioners do not involve infringement issues, and complete verification of customs intellectual property record in advance, so as to avoid confiscation of goods due to infringement. If letter of credit payment is adopted, the terms of the letter of credit shall be checked in advance to rule out soft clause risks and ensure the safety of payment for goods.

For demands of long-term bulk import of air conditioners, the bonded warehousing policy of Zhoushan Port can be used to optimize inventory layout, store part of the goods in the bonded warehouse in Zhoushan, and clear customs in batches according to domestic sales demand, so as to reduce the capital occupation cost of the enterprise. The trade term can be adjusted according to actual situations, for example, changing the original CIF term to FOB term, to independently control logistics links, reduce logistics costs, and better grasp logistics timeliness.

In response to sales fluctuation in peak and off seasons, shipping space can be locked with the shipping company in advance to avoid space shortage and cargo rollover in peak seasons, which will delay sales schedule. For long-term cooperation, an annual agency agreement can be signed to get more favorable agency fees and reduce long-term operation costs.
