For merchants engaged in import business, either they do not have import and export rights,or they are not familiar with customs supervision rules,so hiring an import agency is the most efficient choice. However, many people do not know the specific steps, and a large number of them have encountered pitfalls.I have been engaged in foreign trade agency for 20 years, and have seen too many cases of port detention, tax supplementation, and even cargo return caused by wrong steps.Today I will explain the latest full import agency procedures for 2026 clearly, all of which are practical experience summaries.
Preparatory Steps for Import Agency

The first step is qualification review. The principal shall first sign a formal import agency agreement with the agent to clarify the rights and responsibilities of both parties. The agent will first verify whether the business scope of the principal meets the requirements for imported goods. For example,food-related imports require a food business license, and cosmetics-related imports require an imported cosmetics filing certificate. For general cargo, only a valid business license is required. The second step is document collection. The principal shall provide trade contracts, proforma invoices, packing lists, certificates of origin, and transport documents. For special cargoes, for example, chemical products require MSDS and hazard labels, mechanical and electrical products require China Inspection Certificate, and animal and plant products require animal and plant quarantine permits.
It should be noted that the information on all documents must be completely consistent. For example, the cargo value on the contract shall be identical to that on the invoice, and the quantity on the packing list shall match the actual cargo quantity.Otherwise, the declaration will be rejected by the customs, delaying the customs clearance time.
Core Operation Steps for Port Customs Clearance
After all documents are complete, the agent can start the customs clearance process. The first step is document exchange. After the cargo arrives at the port, the agent will take the ocean bill of lading to the shipping company to exchange for the delivery order.Pay attention to the document exchange time limit of the shipping company, which is generally within 3 days after the cargo arrives at the port.Overdue will incur late fees.Next is pre-inspection by the commodity inspection authority. The agent will submit all documents to the commodity inspection department for pre-inspection.For general cargo, the pre-inspection is usually completed within 1 working day.For legally inspected cargoes, sampling testing shall be arranged, and the customs clearance form will be issued only after the testing is qualified.
The next step is customs declaration. The agent will conduct HS code classification according to the cargo information, fill in the customs declaration form, and submit it to the customs system for declaration. The customs launched an intelligent document review system in 2026.For general cargo, the review result is usually available within 10 minutes, and high-risk cargoes will be subject to targeted inspection. Then comes tax payment. After the document review is passed, the customs will issue a tax bill. The principal transfers the tax amount to the agent, and after the agent pays the tax on behalf of the principal, the customs will arrange release. If inspection is required, the agent will accompany the customs staff to open the cargo for inspection, check whether the cargo matches the declaration information, and the cargo will be released if there is no problem.
The division of responsibilities between the agent and the principal varies under different trade terms.I have compiled a table for your reference:
| Trade Term | Responsibilities of the Principal | Responsibilities of the Agent |
|---|---|---|
| EXW | Provide detailed cargo information, overseas pickup address, delivery address, and pay the payment for goods and service fees on time | Handle the whole process including door-to-door pickup, international transportation, customs declaration and inspection, domestic delivery, foreign exchange payment and verification |
| FOB | Coordinate with overseas suppliers to deliver the goods to the designated port of shipment, and provide complete document materials | Responsible for booking, international transportation insurance, import customs clearance, tax payment, domestic delivery, and foreign exchange payment processing |
| CIF | Confirm the cargo arrival time at the port, prepare the corresponding funds for the tax bill in advance, and cooperate in supplementing documents for inspection | Handle document exchange, customs declaration and inspection, price review negotiation, inspection accompaniment, tax payment and release, and foreign exchange payment and verification |

Post-Clearance Follow-up Operations and Risk Warning
After the cargo is released, the agent will arrange logistics to deliver the cargo to the delivery address designated by the principal, and then handle the follow-up foreign exchange payment and verification work.If the principal makes the foreign exchange payment, the agent will provide the customs declaration form and agency agreement required for foreign exchange payment, and the principal can directly pay to the account of the overseas supplier. If the agent makes the payment on behalf of the principal, the principal only needs to transfer the corresponding RMB amount to the agent, and the agent will purchase foreign exchange and make the payment according to the exchange rate of the day,and the payment will arrive within 3 working days.
After working in the agency industry for so many years,I have seen too many pitfall cases.I have sorted out several key risk avoidance points that you must pay attention to:
- Conduct pre-review of HS code classification 3 days in advance to ensure that the declared elements including brand, model, material and specification are completely consistent with the actual goods,so as to avoid tax supplementation or anti-smuggling intervention caused by classification errors
- The customs price review model has been connected to the global commodity trading database in 2026.The declared price shall deviate no more than 5% from the average import price of the same category in the same period, otherwise you will be required to provide foreign exchange payment vouchers and trade contracts for verification
- For goods imported from RCEP member countries, require overseas suppliers to issue official certificates of origin in advance,so that you can enjoy a preferential tax rate of up to 0 tariff, saving up to 15% of import cost per batch
- Check in advance whether goods imported from Europe and the United States are included in the anti-dumping list,to avoid being subject to an additional anti-dumping duty of up to 200% and incurring unnecessary cost losses
I once met Mr.Ai who runs a hardware tool business. In 2025,he imported a batch of manual wrenches from Germany. The small agency he hired deliberately classified the HS code into the general steel products category with a tax rate of only 8% to save tax,but the actual correct classification is manual hardware tools with a tax rate of 18%.Later,the customs audit found out the problem, and he not only had to pay a supplementary tax of 120,000 yuan, but also was fined 5% of the cargo value. It happened to coincide with the e-commerce promotion period, and the cargo was detained for 1 month, missing the sales period, resulting in a loss of nearly one million in sales.Later,he cooperated with us.We conducted HS code pre-review 3 days in advance, and also applied for classification pre-ruling from the customs in advance. The customs clearance was completed in 3 days without any additional problems, which just caught up with the stock preparation period for the promotion.
Finally,I would like to give you a few risk warnings. The first is the problem of hidden costs. Some small agencies deliberately keep the service fee very low when quoting, and then charge high document exchange operation fees and document fees during document exchange, which are 2-3 times higher than the normal price. There are also demurrage fees.If the cargo is not cleared within 7 days after arriving at the port, the daily container detention fee is 0.1% of the cargo value. If inspection is required, storage fees will also be incurred. These costs combined may be higher than the service fee.The second is the problem of exchange loss.In 2026,the two-way fluctuation range of RMB exchange rate has increased.Sometimes the fluctuation in a week can reach 2%.If the cargo value is high, the exchange loss can reach hundreds of thousands. It is recommended to lock the exchange rate in advance before foreign exchange payment to lock the cost.
