I am a freight operation specialist of a foreign trade company. I just took over the coordination work of the company's export freight forwarders this year. Previously, the business department directly coordinated with third-party freight forwarders, and now I need to follow up the whole process independently.
Recently, we have a batch of small household appliances to be exported to Southeast Asia. I need to prepare documents such as customs declaration forms and packing lists, and also confirm shipping space and inspection procedures. I heard that the customs has new electronic document requirements in 2026, and I am afraid of making mistakes leading to customs detention.
In addition, I don't know how to choose between direct and transit routes, how to optimize logistics costs, and the connection between foreign exchange receipt and tax rebate. I am afraid that wrong procedures will affect tax rebate, and I have no clue at all now. I want to know the complete export operation process and precautions.

First,pre-document compliance review shall be completed. Customs has fully implemented electronic document filing in 2026,it is necessary to confirm in advance that the electronic signatures of documents such as commercial invoices, packing lists and customs declaration powers of attorney are issued by formal CA institutions, and at the same time check whether the HS codes meet the update requirements of the 2026 edition of the Harmonized System,to avoid valuation delays caused by code errors. For OEM products, trademark authorization certificates shall be submitted in advance to avoid IP-related customs detention risks.
The connection of core nodes shall be divided into three steps: First, shipping space booking, select direct or transit routes according to the cargo timeliness requirements. Mainstream freight forwarding platforms support real-time shipping space query and port change reservation in 2026,the duration of free storage period and free detention period shall be locked to avoid additional port demurrage charges. Second, customs declaration, complete electronic declaration through the "Single Window",and upload documents required for inspection such as MSDS and packaging certificates synchronously. In case of customs valuation query, supporting documents for transaction price shall be submitted in time. Third, title control, the bill of lading endorsement rules shall be clarified according to trade terms. Under FOB terms, the freight forwarder is designated by the buyer, and the confirmation of the title transfer node shall be well done.
Abnormality plans shall cover three types of scenarios: In case of customs inspection, special personnel shall be arranged in advance to cooperate with on-site unstuffing, check the integrity of the container seal, and contact the freight forwarder to replace the seal immediately if it is found damaged. In case of space overbooking and container rolling, the alternative freight forwarder channel shall be activated, reallocation application shall be completed within 48 hours, and at the same time apply for container detention fee reduction from the freight forwarder. In case of document discrepancy and declaration return, delete and resubmit the declaration within 14 days to avoid late fees.
Final compliance implementation shall complete the connection between foreign exchange receipt and tax rebate, complete cross-border collection through CIPS,ensure the alignment of capital flow, goods flow and document flow, and at the same time retain the full set of filing documents for 5 years after export to cooperate with subsequent tax correspondence verification. For tax rebate declaration, complete the declaration within 90 days after the goods are on board to avoid overdue and ineligible for tax rebate.

Focus on the 2026 new customs valuation regulations. For mechanical and electrical products such as small household appliances, complete transaction price certificates shall be provided, including purchase contracts, payment vouchers, freight insurance policies, etc., to avoid valuation queries caused by excessive deviation between the declared price and the average market price. In case of account pending, submit a price negotiation application through the Single Window, and provide a third-party test report to prove the product value synchronously.
For bulk cargo, you can apply for the customs clearance integration mode to reduce the waiting time of port declaration links. At the same time, pay attention to the time limit requirement for deleting and resubmitting declarations, and you need to resubmit the declaration materials if it exceeds 14 days. In addition, the customs has added a traceability verification mechanism for electronic documents in 2026, so it is necessary to ensure that the electronic signature of each document is valid, otherwise it will be directly returned. For OEM products, trademark authorization certificates shall be submitted in advance to avoid IP-related customs detention risks.

Select the transportation route according to the timeliness and cost requirements of the goods. At present, there are 3 direct sailings per week and 5 transit sailings per week for Southeast Asia routes. The free storage period for direct sailings is 7 days, and that for transit sailings is 10 days.
You can adjust the selection according to the client's customs clearance cycle. In case of space overbooking, you can give priority to routes calling at adjacent ports, complete delivery through port change and transshipment, and sign a container detention fee reduction agreement with the freight forwarder to avoid additional costs. Bill of lading endorsement shall be adjusted according to trade terms.
Under FOB terms, the freight forwarder is designated by the buyer, and the bill of lading shall be blank endorsed. Under CIF terms, the seller holds the bill of lading, and the endorsement transfer shall be completed within 3 working days after the goods are on board. In addition, international logistics platforms have supported real-time container location tracking in 2026, and you can synchronize cargo dynamics to clients through API interfaces to improve communication efficiency.

Pay attention to the update of the 2026 VAT deferment policy. For goods destined for the EU, you can apply for import VAT deferment to avoid paying large amounts of tax in advance and optimize the enterprise's cash flow. Ensure that the pricing in the trade contract complies with the arm's length principle to avoid related party transactions being adjusted by tax authorities.
For cross-border foreign exchange receipt, complete RMB settlement through CIPS to avoid exchange difference losses, and at the same time retain the correspondence between foreign exchange receipt vouchers and customs declaration forms to cooperate with tax correspondence verification. In addition, pay attention to the requirements of the new BEPS regulations to avoid tax risks caused by unreasonable transfer pricing. You can consult professional institutions in advance to complete the tax structure design.

In case of delayed foreign exchange receipt, report to the foreign exchange administration department in time, and retain relevant supporting materials.
In addition, pay attention to the specification requirements of SWIFT messages to ensure that the message information is consistent with the customs declaration form, so as to avoid being returned by the bank. Clarify the scope of responsibility of the freight forwarder in the trade contract, including the division of responsibilities in links such as shipping space booking, customs declaration, and title control, to avoid inability to hold accountable when disputes occur. Pay attention to the risk of soft clauses of letters of credit.
If the buyer requires the issuance of a letter of credit, review in advance whether there are unenforceable contents in the clauses, such as additional requirements for third-party inspection reports. In case of title dispute, issue a letter of guarantee in time to clarify the ownership of the title, and retain all communication records and documents. In addition, agree on the fallback content of the force majeure clause in advance to avoid unrecoverable losses caused by emergencies.

In case of customs inspection, prepare the packing list and shipping mark of the goods in advance to ensure that the goods are placed neatly for the inspection personnel to check. Check the authenticity of the seal.
The customs has launched a new electronic seal system in 2026, and you can query the traceability information of the seal by scanning the code. If the requirements in the inspection notice are inconsistent with the actual goods, communicate with the inspection personnel in time and submit relevant supporting materials.
If unstuffing inspection is required, arrange workers and sites in advance to avoid delaying the inspection time. In addition, retain photos and videos of the inspection site as evidence for subsequent appeals.

For fragile products such as small household appliances, packaging materials that meet UN standards shall be used to ensure that the goods are not damaged during transportation. Select appropriate cushioning packaging materials according to the weight and fragility of the goods, such as foam plastic, air bubble film, etc. For battery-powered products, MSDS reports shall be provided to clarify the dangerous characteristics of the goods and avoid being classified as dangerous goods.
Mark the shipping mark, consignee information and dangerous goods label on the outside of the package, and ensure that the load-bearing capacity of the package meets the transportation requirements. Ensure the alignment of four flows for export tax rebate, namely the unification of goods flow, capital flow, document flow and information flow, to avoid abnormal tax correspondence verification. Collect documents such as customs declaration forms, foreign exchange receipt vouchers, purchase invoices in time after the goods are on board to ensure consistent information.
For cross-month declaration, complete the pre-declaration within the declaration period of the next month to avoid declaration errors. Retain the full set of filing documents for 5 years after export, including packing lists, transport documents, inspection reports, etc. In case of tax correspondence verification, provide relevant supporting materials in time to cooperate with the verification of the tax authority, and avoid being identified as tax fraud.
