Reliable sourcing and import agency services.
I have handled nearly 10,000 export agency services, and encountered no less than 100 clients who wasted an extra 20%-30% of money for not fully understanding the quotation accounting logic. The most severe case involved a client who chose an ultra-low-price agent, was blocked from getting export tax rebates, and suffered a loss of nearly 300,000 RMB.There is no uniform fixed price for export agency quotations. All quotations are calculated based on your specific business scenario, and blindly choosing either the lowest or highest quotation easily leads to risks.
Comparison of Common Fee Modes for Export Agencies in 2026

| Fee Mode | Applicable Scenario | Accounting Formula | Advantages and Disadvantages |
|---|---|---|---|
| Charged by percentage of export turnover | Regular export of general goods, annual export turnover above 1 million USD | FOB customs declaration value of exported goods * 0.6%-1.2% | Advantages: Simple calculation, small cost fluctuation; Disadvantages: High cost for high-value but low-margin orders |
| Fixed fee per order | Small bulk orders, sample orders, annual export turnover below 500,000 USD | 300-800 RMB per order | Advantages: Controllable cost for small orders,no percentage-based deduction; Disadvantages: The calculated cost for large orders is far higher than that of the percentage charging mode |
| Full-process bundled charging | End-to-end services covering international logistics, export tax rebate, foreign exchange collection and settlement | Basic service fee + reimbursable at actual cost + value-added service fee | Advantages: No need to coordinate with multiple parties, high process efficiency; Disadvantages: All fee items need to be clarified in advance to avoid hidden costs |
Core Components of Export Agency Quotation
Quotations from all formal agencies can be divided into three categories, without any vague "service fee" concept. You can directly require the other party to list every fee item clearly:
- Basic service fee: Basic service charge covering customs declaration, document preparation, foreign exchange declaration, and qualification affiliation. In 2026,the basic service fee percentage for general goods at Shanghai Port is generally between 0.6% and 0.8%,and quotations lower than 0.5% most probably involve hidden costs. For hazardous chemicals and machinery and equipment that require an electromechanical product certificate, the basic service fee will increase by 0.2%-0.5%,corresponding to compliance work including MSDS review and CCIC pre-inspection,which brings higher inherent costs.
- Reimbursable at actual cost: Fees directly charged by customs, terminals or shipping companies, including port miscellaneous fees, manifest fees, certificate of origin processing fees, inspection fees, etc.Official invoices can be requested for all these fees.Formal agencies will not markup this part of fees, nor will they charge estimated miscellaneous fees in advance. All items are settled according to the actual amount incurred.
- Value-added service fee: Extra charges for additional services including export tax rebate advance payment, destination port customs clearance,RCEP certificate of origin agency application,anti-dumping compliance review, exchange rate hedging, etc. Each service is priced separately, and you can directly exclude services you do not need without paying for redundant functions.
Core Variables Affecting Quotation Fluctuation
With the same cargo value, the quotation for different products and different destination countries can differ by more than 100%.There are three core influencing factors:
The first one is product compliance cost. For products whose HS codes involve regulatory documents, such as medical devices, hazardous chemicals, and used mechanical and electrical equipment,pre-qualification review and document verification are required, which leads to higher compliance costs for agents and a corresponding increase in service fees. For example, for the export of used machinery and equipment that requires CCIC inspection alone, the service fee for this single item ranges from 2000 RMB to 5000 RMB,while no such cost is incurred for general goods.
The second one is the compliance requirements of destination countries.Goods exported to Europe and the United States require advance anti-dumping early warning,EU CE certification or US FDA qualification review to avoid being returned or imposed high anti-dumping duties after arrival at the port. The review cost will be included in the quotation. For goods exported to RCEP member countries,if an agency is appointed to apply for a certificate of origin to enjoy tariff reduction,a small amount of service fee will also be incurred.

The third one is cooperation duration and export scale. For long-term cooperative clients with annual export turnover exceeding 5 million USD,the basic service fee percentage can be reduced by 0.1%-0.2%.We have served many clients with annual export turnover over 10 million USD,whose final service fee percentage can be as low as 0.45% with no hidden costs.Under the scale effect, the agent’s per-client cost is lower,so more favorable prices can be offered naturally.
Last year,I took charge of a client,Manager Wang who exports hardware tools to Germany. At first,he chose an agent with a 0.4% quotation, only to find that an extra 200 RMB EU compliance review fee was charged for each order, and an extra 1% advance tax fee was deducted for tax rebates. The actual total cost was higher than 1%.After he switched to our service,we charge a 0.7% basic service fee with no extra fees, which saved him nearly 120,000 RMB in agency costs within a year.
Red Lines to Avoid Risks in Quotation Accounting
When calculating quotations,do not only look at the total amount.Pay attention to three red lines to avoid traps:
The first one is low-price traps.Quotations for general goods lower than 0.5% almost all have hidden tricks: either markup 20%-30% on reimbursable items,or block tax rebates and ask you to pay extra service fees,or hide the charging standards for demurrage fees and document exchange fees, making the final miscellaneous fees even higher than the service fee.
The second one is compliance risk. Some agencies offer low prices by skipping HS code pre-review and declaration element verification. In 2026,the customs’ inspection intensity for declaration consistency has increased by 30% compared with the previous year.Once there is a wrong classification or inconsistent declaration elements, the shipment will be put under control for inspection. The incurred port demurrage fee and document amendment fee shall be borne by you,and in severe cases, your tax rebate qualification will be affected.
The third one is foreign exchange collection risk. Some agencies’ quotations do not include exchange rate hedging services. In periods with large exchange rate fluctuations, exchange loss may bring you an extra 1%-3% of cost. Before cooperation, you need to confirm clearly whether exchange rate hedging service is included and what the hedged exchange rate is.
