Reliable sourcing and import agency services.
I have been engaged in practical import operations at Shanghai Port for nearly 20 years.Among all bulk cargo consultations I receive, rubber ranks the second highest, only after grain.Last year,Manager Ke handled a natural rubber import case for a client from Zhejiang. The client hired a small agency on their own,and the certificate of origin was not endorsed for RCEP preferences.Only after the cargo arrived at the port did they find that they had paid 12% extra tariffs, and lost more than 80,000 yuan in port detention fees alone. We receive no fewer than ten consultations for such avoidable losses every year, most of which are caused by inadequate pre-compliance preparation.
Core Logic of Customs Valuation and Classification

The links most prone to problems for imported rubber are classification and valuation.Different types of rubber have different HS codes, with the maximum tax rate difference reaching 15%.Once classified incorrectly, you will not only need to pay overdue taxes, but also have an abnormal compliance record, which affects subsequent imports. We have compiled classification and tax rate information for current mainstream imported rubber for reference:
| Rubber Category | HS Code Range | MFN Tariff | 2026 RCEP Agreement Tariff | Core Regulatory Requirements |
|---|---|---|---|---|
| Natural Smoked Sheet Rubber | 40011000 | 20% | 0% | Animal and Plant Quarantine,Commodity Pre-inspection |
| Natural Standard Rubber | 40012100 | 20% | 0% | Animal and Plant Quarantine,Commodity Pre-inspection |
| Synthetic Rubber in Primary Form | 40021100 | 7.5% | 0%-5% | MSDS Review,Commodity Inspection |
| Compound Rubber | 40029900 | 5% | 0%-3% | Ingredient Pre-review,Classification Audit |
Rubber is an international bulk commodity, and its transaction price fluctuates with the futures market.Customs has established a special price comparison database, and customs control and inspection will be triggered if the declared price deviates from the reasonable range. Before handling each shipment,we will pre-verify the declared price based on the latest customs price database, and assist clients in preparing supporting documents such as original factory invoices, trade contracts, and foreign exchange payment vouchers,to avoid valuation disputes from the source.
Core Operation Links of Imported Rubber Agency
- Commodity Pre-inspection: Imported natural rubber requires pre-quality inspection in advance, while for synthetic rubber,MSDS information needs to be checked to confirm whether it is classified as a hazardous chemical. Most synthetic rubber is general cargo, but some special synthetic rubber is hazardous chemical. If pre-inspection is not completed in advance, the cargo will be directly detained after arriving at the port.
- Animal and Plant Quarantine: Natural rubber is a plant-derived product, and official phytosanitary certificate issued by the exporting country must be provided for import, and the entry animal and plant quarantine approval shall be completed in advance. We will check the consistency of the certificate’s signature, validity period, and cargo information in advance to avoid document return due to defects.
- Import License Processing: The state implements automatic import license management for some types of rubber. We will help clients check quotas in advance, process licenses, and confirm that the category and quantity specified in the license are consistent with the actual imported goods,to avoid customs detention caused by mismatch between license and cargo.
- Certificate of Origin Review: For rubber imported from RCEP member states,we will strictly check the compliance of the certificate of origin to ensure it meets the direct transport rule and can normally enjoy the zero-tariff treatment under the agreement,so as to avoid failure to obtain tax reduction due to non-compliant documents.
Common Risk Warning
Over years of practice,I have seen too many clients fall into traps. Here are the three most common risks listed for your attention.
The first is anti-dumping risk.Anti-dumping duties are levied on synthetic rubber exported to China from some countries. Some suppliers will forge the origin through entrepot trade.Once found by customs, you will not only need to pay high overdue anti-dumping duties, but also face fines and leave a compliance stain.Last year,we handled a 1000-ton synthetic rubber import case. The information on the certificate of origin provided by the supplier was inconsistent. We found it out in advance during pre-check and required the supplier to re-provide formal documents, avoiding nearly 8 million yuan of anti-dumping duty fines.
The second is hidden cost trap. Many small agencies attract clients with low prices, but charge high document exchange fees, container detention fees and port evacuation fees after the cargo arrives at the port, making the final total cost more than 30% higher than that of formal agencies. All fees of Zhongshitong are listed in advance, and a clear contract is signed,so there will be no temporary price increase.
The third is exchange loss risk.Rubber imports are generally settled in US dollars, and the international exchange rate fluctuates greatly. Many clients do not have the habit of locking the exchange rate in advance. When the exchange rate fluctuates sharply,a originally profitable order may end up in loss.We will remind clients in advance to lock the exchange rate according to the payment cycle to control cost risks.
National Port Linked Service Capability
Zhongshitong is headquartered in Shanghai.Relying on the hub advantage of Shanghai Port,we have established a linked declaration network covering all major ports across the country.Meanwhile,we have cooperative agents in all major rubber exporting countries around the world. No matter which port the cargo departs from and which domestic port it clears customs at,we can complete document pre-review and risk investigation in advance to ensure smooth customs clearance of the cargo. In 2026,the RCEP tariff on natural rubber originating from member states has been reduced to zero.As long as operations are compliant, you can save the full amount of tariffs, which is a tangible benefit for domestic rubber processing enterprises.
