I am a factory engaged in cross-border household goods export, and recently hired an agency company to handle batch orders to the United States. Now I encounter two tricky situations: one is that the US customer said they have tight foreign exchange quota and need to find a third-party company in Hong Kong to pay for the goods on their behalf, and the buyer of another small-batch trial order is an individual who directly pays US dollars from an overseas private account.
Now the agency company asks me to confirm who to fill in as the payer on the customs declaration form and foreign exchange collection declaration. I had a peer who was subject to tax authority letter investigation for half a year before getting the tax rebate because the payer and buyer information were inconsistent.
Now I am afraid that wrong filling will either lead to cargo detention or failure to get the tax rebate. I would like to ask who should be filled in as the payer under different scenarios, and whether there are clear compliance operation standards.

The core premise of all payer filling is traceable transaction link and self-consistent document logic. In conventional scenarios where the overseas buyer pays directly, the payer field must be completely consistent with the name and registration information of the overseas buyer, and abbreviation or alias shall not be used. The buyer information on the customs declaration form, commercial invoice, packing list and purchase and sales contract must be fully matched to avoid triggering automatic system verification alarm.
For the special scenario of third-party payment on behalf,3 core supporting materials shall be collected in advance: first, the official entrustment payment letter issued by the overseas buyer, second, the proof of association between the paying party and the buyer (if any),third, the trade authenticity commitment letter sealed by both parties. At this time, the payer can be filled with the name of the third-party entity that actually makes the foreign exchange payment, but the word "payment on behalf" and the corresponding buyer order number shall be marked in the remarks column of the customs declaration form. The entrustment payment voucher shall be uploaded simultaneously for verification when declaring foreign exchange collection.
For small cross-border orders paid by individual buyers,if the value of a single shipment does not exceed 5,000 US dollars and adopts the supervision modes of 9610 and 9710,the payer can be directly filled with the name and passport number/identity code of the actual paying individual. For individual payment under the general trade mode, additional purchase demand statement of the buyer and payment voucher flow shall be provided. For individual payment of a single shipment exceeding 10,000 US dollars, advance registration of advance payment for goods shall be made with the foreign exchange administration department.
After all filling is completed, document filing shall be completed simultaneously, and all supporting materials shall be retained for no less than 5 years. If there is any filling deviation,a modification application shall be submitted within 48 hours to avoid abnormalities such as price review questioning and tax rebate letter investigation.

The filling of the payer field of the customs declaration form shall comply with the latest 2026 customs integrated clearance declaration logic, and the character length of the field shall be controlled within 128 characters, and no special symbols shall be included. If the payer is inconsistent with the buyer, the "payment on behalf" association option shall be selected during declaration, and the electronically signed copy of the entrustment payment voucher shall be uploaded simultaneously, otherwise the system will automatically trigger a logic verification alarm, which will lead to return for re-declaration in minor cases, or be listed as a high-risk declaration entity in serious cases.
All subsequent customs declaration forms will be transferred to the manual document review channel, and the average customs clearance time will be extended by 3-5 working days. If you find filling errors after submitting the declaration, you shall submit a modification application before the customs completes the review. After the review is completed, you can only go through the document deletion and re-declaration process, which will incur additional document modification fees and affect the credit rating score of the declaration entity.

The payer information will also be used as the core reference for the notify party field of the bill of lading. Incorrect filling may lead to failure to notify the actual payer in time after the goods arrive at the port, resulting in additional detention charges and storage fees.
For orders under FOB terms, if the buyer designates the freight forwarder, the payer information shall match the payment responsible party information filed by the bill of lading shipper to avoid disputes over cargo right transfer, especially in scenarios where bill of lading endorsement and transfer is required. The payer name shall be completely consistent with the subject information of the endorsee, otherwise it will lead to failure to pick up the goods.
If the payer is temporarily changed, the bill of lading information shall be modified synchronously within 48 hours before the ship departs, to avoid high fines for document modification after arrival at the port. The fine for document modification after arrival at some ports can be up to 5% of the cargo value.

Payer filling is directly related to cross-border tax compliance. If there is third-party payment on behalf, the payment amount and transaction background shall be truthfully disclosed in the annual related party transaction declaration to avoid being identified as unreasonable related party transaction pricing and triggering anti-tax avoidance investigation.
For regions such as the EU and Southeast Asia where VAT collection policies have been implemented, the payer information shall match the VAT registered subject information, otherwise you cannot apply for VAT deferred payment, which will increase the tax cost by an additional 10-20%. If multiple orders are paid in combination, the corresponding order numbers shall be split when collecting foreign exchange to ensure that the deviation rate between the payment amount of each order and the customs declaration value does not exceed 5%, otherwise it will affect the accuracy of cost deduction accounting.

The payer information in the foreign exchange collection declaration shall be completely consistent with the actual payer information in the SWIFT message, otherwise it will be judged as a suspicious transaction by the bank and the foreign exchange collection quota will be frozen. For CIPS cross-border RMB settlement scenarios in 2026, the payer information shall match the filed trade counterparty information, otherwise you cannot enjoy the preferential exchange rate policy, and the average settlement cost will increase by 0.1-0.3 percentage points.
If there is individual payment, it is necessary to verify whether the payer is on the sanctions list, otherwise it will trigger anti-money laundering investigation, leading to fund return in minor cases, or suspension of foreign exchange settlement authority for more than 6 months in serious cases. All foreign exchange collection vouchers shall be retained in electronic version for future reference, with a retention period of no less than 5 years.

Payer information will be used as core evidence in trade disputes. If the filled payer is inconsistent with the actual payer and no entrustment payment voucher is retained, you cannot claim compensation from the actual payer in case of payment arrears. When signing the agency export agreement, the responsibility division for payer filling shall be clarified. If compliance risks are caused by false payer information provided by the entrusting party, the entrusting party shall bear all losses.
For scenarios settled by letter of credit, the payer information shall be completely consistent with the information of the L/C applicant, otherwise it will trigger soft clause dishonor risk and lose the full cargo value and logistics cost. If there is third-party payment on behalf, the payment on behalf clause shall be clearly agreed in the trade contract to avoid subsequent rights and obligations disputes.

The customs will check the matching degree between payer information and trade documents during on-site inspection. If it is found that the payer information is inconsistent with the contract buyer and the entrustment payment voucher cannot be provided on the spot, the goods will be directly transferred to the inspection process, the average inspection time will be extended by 7-15 working days, and additional devanning fees and inspection fees will be incurred.
If it is identified as false declaration, an administrative penalty notice will be issued. For cases with low cargo value, a fine of RMB 1,000 to 10,000 will be imposed, and for cases with cargo value exceeding RMB 100,000, a fine of 5-10% of the cargo value will be imposed, and relevant records will be included in the enterprise credit file. All supporting materials shall be submitted actively during inspection to avoid being identified as intentional concealment.

If the exported goods are dangerous goods, if the payer is the actual consignee, the dangerous goods operation qualification certificate shall be provided, otherwise the port will judge that the consignee has no qualification and refuse the goods to berth. When filling in payer information, it is necessary to simultaneously verify the dangerous goods business scope of the payer.
If it exceeds the business scope, the payment subject shall be replaced in advance, otherwise the goods will be directly detained during port arrival inspection, resulting in high destruction fees and return freight fees. For dangerous goods with UN packaging, the payer information shall match the consignee information on the dangerous goods declaration form, otherwise the dangerous goods declaration process cannot be completed, and the goods will be detained in the port dangerous goods warehouse, with the maximum daily storage cost of RMB 2,000 per container.

During the export tax rebate review, the tax authority will focus on checking whether the payer information is consistent with the payer information on the foreign exchange collection voucher. If the deviation rate exceeds 5%, it will directly trigger tax letter investigation, and the tax rebate time will be extended from the normal 3-5 working days to 3-6 months.
In serious cases, the tax rebate qualification will be directly cancelled, and 13% value-added tax will be levied as domestic sales. If there is third-party payment on behalf, the entrustment payment voucher and trade background description shall be uploaded when declaring the tax rebate, otherwise it will be judged that the capital flow does not match the cargo flow, and the tax rebate will be rejected.
All payment-related documents shall be included in the tax rebate filing materials, with a retention period of no less than 10 years, which shall be available for retrieval at any time when the tax authority conducts random inspection. For orders with a single tax rebate amount exceeding RMB 100,000, the payer information will be included in the key verification scope, and document verification shall be done in advance.

Payer filling will affect the cost accounting of the overall supply chain. If the third-party payment on behalf mode is adopted, the exchange difference loss can be reduced by optimizing the payment path, which can reduce the exchange cost by an average of 0.2-0.5 percentage points. For export business with multi-regional layout, centralized payment can be made through a unified overseas payment subject, which simplifies the customs declaration and foreign exchange collection process, and reduces the labor operation cost by 20-30%.
The payer information shall match the trade terms: under CIF terms, the payer shall bear the payment responsibility of sea freight and insurance premium, and under FOB terms, the payer only needs to bear the payment responsibility of the goods value, so as to avoid cost accounting deviation and affect the profit accounting of the overall supply chain. For long-term stable cooperative customers, fixed payer information can be filed in advance to enjoy priority processing authority for customs clearance, foreign exchange collection and tax rebate.
