We are a foreign trade company engaged in cross-border export. We newly launched a Southeast Asia route in 2026. During recent cooperation negotiation with Shanghai-based freight forwarders, we found that the invoice tax rate provided by our previous long-term cooperating freight forwarder is different from the currently known rate.
We previously heard that some freight agency fees are subject to 6% VAT rate, while some are subject to 9% VAT rate, but the new freight forwarder says there are adjustments in 2026. We are afraid that selecting the wrong tax rate will cause subsequent tax declaration errors, affect export tax rebate, and trigger early warning from tax authorities.
We need to clarify the applicable tax rate for freight agency fees in 2026, whether there are differences between different ports and different routes, how to operate input tax deduction, and how to apply the tax exemption policy for international freight forwarding agencies. We are unclear about all these details, and hope to get professional advice to sort out all relevant rules and avoid unnecessary risks.

A common misconception in the current industry is mixing up the tax rates of international freight forwarding services and international transportation services. Many freight forwarders randomly choose 6% or 9% tax rate when issuing invoices, and fail to apply the compliant tax rate based on the actual nature of the business, which leads to errors in subsequent tax declaration.
If the wrong tax rate is selected,it will directly lead to the failure of input tax deduction, requiring supplementary payment of the tax difference. It may also delay the declaration progress of export tax rebate, even trigger tax early warning, increase operational risks such as cargo port detention and customs seizure, and cause unnecessary losses to the enterprise.
The following risk isolation measures shall be adopted: verify whether the business scope of the freight forwarder includes international freight forwarding services, require the freight forwarder to provide official document basis for the applicable tax rate, and avoid business cooperation that does not match the business scope, meanwhile, keep all business communication records and invoice vouchers for inspection by tax authorities,to ensure that the actual business nature is consistent with the invoice content.
Exclusive loss control tip: If the invoice has been issued incorrectly,it shall be voided and reissued in a timely manner within the declaration period,if the declaration has been completed,a situation statement shall be submitted to the tax authority with supporting documents of the actual business nature,to strive for lenient handling, ensure tax compliance, and avoid additional late payment surcharges or fines.

When handling customs clearance related issues involving freight forwarding tax rates, it is necessary to verify whether the applicable scope of the tax rate provided by the freight forwarder matches the trade mode and transportation mode on the customs declaration form. For example, for cross-border export freight agency fees that fall into international freight forwarding services, it is necessary to confirm whether they meet tax exemption conditions, to avoid inconsistency between customs declaration and invoice information caused by tax rate issues, which may lead to price verification disputes or outstanding accounts.
