I am a foreign trade salesperson focusing on cross-border small home appliance export. Last month, I finalized a small home appliance order to be shipped to Germany, and I am currently coordinating with a freight forwarder. However, the quotation provided by the forwarder lists more than 10 fee items, ranging from sea freight, customs declaration fee, port miscellaneous fees to bill of lading fee.
I cannot tell which should be borne by our company and which should be paid by overseas customers. In a previous regular order, due to vague cost division, I had disputes with the customer for nearly a week and almost delayed the shipping schedule. Now I want to clarify: who should bear specific items such as sea freight, terminal handling charge and fumigation fee?
Will the fee bearing change when different trade terms such as FOB and CIF are adopted? If additional port demurrage fees and port diversion fees are incurred later, how should the liability be defined? I do not want to fall into fee disputes again, and hope to sort out the cost ownership of the whole process.

First of all,it should be clarified that the subject bearing export freight forwarder fees is mainly determined by trade term agreements, contract clauses of both parties and service content boundaries. In 2026,the cross-border freight forwarding industry has realized full-process digital quotation. You can first require the agent to issue a detailed itemized quotation, and check the service scope of each fee item one by one.
From the perspective of whole chain nodes, under FOB terms, your party only needs to bear all costs before the goods are loaded on board, including factory pickup fee, domestic trailer fee, customs declaration fee, port miscellaneous fees, etc。under CIF terms, your party needs to bear sea freight, insurance premium and domestic costs before loading, and destination port fees are borne by the customer. However, some freight forwarders may include destination port THC and document exchange fee in the quotation, which should be clearly specified in the contract in advance.
Common additional fees such as port demurrage fee and container detention fee,if caused by your party's delay in providing documents, shall be borne by your party,if caused by freight forwarder's container rolling off or shipping company's delay, they shall be borne by the freight forwarder or shipping company. In 2026,most compliant freight forwarders have launched a fee pre-notification mechanism, which will synchronize and confirm abnormal fees immediately before they are incurred,to avoid post-event disputes.
In addition,it should be noted that cross-border payment compliance requirements are becoming stricter in 2026,and all fee collection and payment must correspond to real transaction backgrounds. You can require the agent to provide payment vouchers and invoices corresponding to the fees to ensure four-stream consistency and avoid subsequent tax risks. If there is a fee dispute, you can handle it quickly through the forwarder's online dispute mediation channel, and most platforms will give a solution within 3 working days.
Finally,it is recommended that when signing the agency contract, clarify the boundary of fee bearing, liability division for abnormal fees and dispute resolution methods,to avoid risks brought by oral agreements.

Fees involved in the customs declaration process, such as customs declaration fee, inspection fee, commodity inspection fee, etc., are usually borne by the entrusting party, but if the trade terms stipulate that they are borne by the customer, they shall be clearly marked in the contract. In 2026, the Customs Single Window has realized automatic collection and publicity of customs declaration fees. You can directly query the official charging standard through the system to avoid false fee quotation by freight forwarders.
If there is a customs valuation dispute, you can require the agent to provide official valuation basis, apply for price negotiation if necessary, and the customs broker will assist in submitting supplementary materials to shorten the dispute handling cycle. In addition, for cross-port customs declaration, some regions have realized unified settlement of customs integration fees, which can greatly reduce additional costs of intermediate links.
It should be noted that in 2026, the customs has further raised compliance requirements for customs declaration documents. If document errors lead to declaration deletion and re-submission, the incurred additional fees such as declaration deletion fee and port demurrage fee shall be borne by the entrusting party.
Therefore, before entrusting a freight forwarder, you need to review the information such as product name, quantity and HS code on the customs declaration form in advance to ensure consistency with the actual goods, so as to avoid unnecessary cost expenditure.

Fees in the international logistics link, such as sea freight, trailer fee, port miscellaneous fee, bill of lading fee, etc., the bearing subject is mainly determined by trade terms. Under FOB terms, your party shall bear all domestic logistics costs before the goods are loaded on board, including factory pickup, domestic trailer, customs declaration, port miscellaneous fees, etc.; under CIF terms, your party shall bear sea freight, insurance premium and domestic costs before loading, and destination port fees are borne by the customer.
In 2026, some freight forwarders have launched a "transparent logistics tracking system", where you can check the location of goods and fee generation nodes in real time to avoid unknown charges.
If there are situations such as container rolling off and vessel overbooking that lead to additional container detention fees or port diversion fees, the responsible subject shall be clarified: if it is caused by the freight forwarder failing to lock shipping space in advance, it shall be borne by the freight forwarder; if it is caused by the customer's delay in providing goods information, it shall be borne by the entrusting party. In addition, in 2026, the international shipping market has realized digital management of space reservation, and you can lock space in advance through the forwarder's system to reduce the risk of container rolling off.

Tax-related freight forwarder fees, such as VAT deferral fees, withholding tax, etc., the bearing subject shall be determined according to the tax structure of cross-border transactions. In 2026, the EU has realized digital declaration of VAT deferral.
If your party adopts the VAT deferral mode, you need to bear the deferral fee, but you can delay the payment of destination country VAT to optimize capital flow. If the transaction involves affiliated enterprises, it is necessary to ensure that the pricing complies with BEPS rules to avoid anti-avoidance investigation by tax authorities.
In addition, freight forwarder fee invoices involved in the export tax rebate link must be consistent with the customs declaration form, contract and foreign exchange receipt certificate, otherwise they cannot be used for tax rebate deduction. In 2026, the tax system has realized automatic comparison of freight forwarder fee invoices.
If there is four-stream inconsistency, a tax warning will be triggered, and you need to provide supplementary materials to explain the situation in time. It is recommended that when signing a freight forwarder contract, clarify the issuing subject and content of invoices to ensure compliance with tax requirements.

Freight forwarder fees in the cross-border foreign exchange collection and payment link must meet the compliance requirements of SWIFT messages and CIPS payment. In 2026, the central bank has launched a digital supervision system for cross-border payment, and all freight forwarder fee collection and payment must correspond to real transaction backgrounds to avoid exchange difference losses or compliance risks.
If the fee settlement between the entrusting party and the freight forwarder adopts RMB cross-border payment, you can optimize the foreign exchange purchase rate through the CIPS system to reduce exchange costs.
In addition, if freight forwarder fees involve collection and payment through offshore accounts, you need to ensure the compliance of the accounts to avoid being included in the sanctions list. In 2026, global anti-money laundering supervision is further tightened, and the flow of all cross-border payment funds must be traceable.
It is recommended that when paying freight forwarder fees, keep complete payment vouchers and contracts for compliance inspection. If there is an abnormality in foreign exchange settlement and account balancing, you can quickly check the capital flow through the trade compliance system to solve the problem in time.

Fee clauses in the freight forwarder contract are the core basis for defining liability. It is necessary to clarify the boundary of fee bearing, liability division for abnormal fees and dispute resolution methods.
In 2026, international trade contracts generally adopt trade terms of INCOTERMS 2024 to ensure that cost division conforms to international practice. You can require the freight forwarder to provide a standardized contract template, and focus on checking clauses such as fee details, liability division, dispute resolution, etc., to avoid vague expressions.
If the freight forwarder overcharges or deliberately conceals fees, you can claim compensation according to the breach of liability clauses in the contract. In 2026, most freight forwarder platforms have introduced an online dispute mediation mechanism, which can handle fee disputes within 3 working days.
If mediation fails, the dispute can be resolved through an international arbitration institution. It is recommended that when signing the contract, clarify the dispute resolution location and applicable law to avoid subsequent legal risks.

Fees incurred in the port inspection link, such as container unpacking fee, inspection fee, fumigation fee, etc., are usually borne by the entrusting party, but if the inspection result is caused by the freight forwarder's document error, the freight forwarder shall bear the liability.
In 2026, on-site customs inspection has realized digital recording. You can query the specific inspection situation and fee details through the Single Window to avoid false inspection fee quotation by freight forwarders.
If the goods need fumigation or commodity inspection, you need to confirm the fee bearing subject with the freight forwarder in advance. Fumigation fees in some countries are borne by destination country customers, but this shall be clearly specified in the contract.
In addition, if goods are damaged during inspection, the freight forwarder or shipping company shall bear the compensation liability. It is recommended to take photos of the goods for evidence before inspection to ensure that subsequent claims are well supported.

Freight forwarder fee invoices involved in the export tax rebate link must be consistent with the customs declaration form, contract and foreign exchange receipt certificate, that is, four-stream consistency, otherwise they cannot be used for tax rebate deduction.
In 2026, the tax system has realized automatic comparison of freight forwarder fee invoices. If there is four-stream inconsistency, a tax warning will be triggered, and you need to provide supplementary materials to explain the situation in time.
In addition, freight forwarder fee invoices must be special VAT invoices, and the invoice title must be consistent with the export enterprise, otherwise input tax cannot be deducted. It is recommended that before entrusting a freight forwarder, clarify the invoice issuing requirements and time to ensure the timeliness of tax rebate declaration.
If there is a tax letter investigation, you need to provide payment vouchers and contracts of freight forwarder fees in time to cooperate with the tax authority's verification and avoid tax rebate delay.
