I am the person in charge of a household goods manufacturing plant with an annual revenue of about 30 million yuan. I just started foreign trade export business last year. Previously, I cooperated with a small agency recommended by an acquaintance.

For the first three shipments, I was additionally charged customs declaration rush fees and tax refund document processing fees. When signing the contract, it was only stated that the agency fee was 800 yuan per order. Now the total average cost per order with various extra charges is nearly 2500 yuan, and I have suffered several losses.

This year, I have received an order for 14 containers of outdoor furniture from EU clients with a total goods value of about 18 million yuan. I want to switch to a regular import and export agency for long-term cooperation. Now I want to know what the general export agency fee is in the market in 2026, what service scopes correspond to different charging modes, and how to screen out whether there are hidden extra charges in the quotation?

Many ultra-low quotes from agencies in the market are bare-bone prices, only including head office use and basic declaration. Subsequent document review, customs declaration coordination, logistics follow-up,and tax refund document processing are all charged separately. Some non-compliant agencies will also charge additional service fees on the grounds of customs valuation, tax bureau inquiry,or even maliciously withhold tax refunds to occupy corporate cash flow.

In 2026,regular agency fees are divided into two categories: one is per-order fee. For general low-value general cargo orders (goods value within 100,000 yuan),the per-order fee is 800-1500 yuan per order, which includes full-process services of customs declaration, foreign exchange collection and settlement, and tax refund, with no hidden extra charges. The second category is percentage of goods value. For high-value general cargo orders, the charge ratio is 0.15%-0.3%. For dangerous goods,license-required goods,or goods requiring special inspection, the charge ratio rises to 0.4%-0.8%,and the minimum charge per order is usually not less than 500 yuan.

Before choosing a charging mode, you must first confirm the service scope of the agency, require the other party to issue a clear service list, and write all service items, charging standards, and extra fees for abnormal handling into the cooperation contract to avoid subsequent additional charges. Do not blindly choose low-priced per-order fee plans for high-value orders. Regular agencies' percentage-based fee plans will also provide exchange rate difference optimization and expedited tax refund services. The tax refund can be returned in as fast as 3 working days. Calculated based on your 18 million yuan order, the capital occupation cost alone can be saved by more than 200,000 yuan, which is much higher than the difference in agency fees.

If the export agency quote is significantly lower than the market average, it is likely not to include services such as customs valuation response, rejected order re-declaration, and abnormal declaration coordination. In case of customs valuation, origin verification, or declaration element rejection, the agency will separately charge coordination fees ranging from 2000-5000 yuan. Some unqualified agencies cannot even provide a complete document chain required for customs declaration, leading to cargo detention.

The detention and container detention fees per container can reach thousands of yuan per day, and additional storage fees will be generated after more than 7 days. The final extra costs will far exceed the difference in normal agency fees. When choosing an agency, confirm the customs declaration service scope included in its quote, whether it covers coordination for various abnormal situations, and require the relevant rights and responsibilities and charging standards to be clearly written into the cooperation contract to avoid passive bearing of extra expenses later.

Many low-priced export agency quotes do not include logistics coordination services, only responsible for the customs declaration link. Subsequent container booking, trailer, port modification, and container refusal coordination all need to be coordinated with freight forwarders by yourself.

In case of peak booking or container refusal, without the agency's resource coordination, it is difficult to seize priority container allocation, and the extra re-allocation costs are all borne by the cargo owner, with the re-allocation cost per container ranging from 3000-8000 yuan. Regular agency fees usually include full-process logistics coordination services, which can obtain lower container prices by using long-term freight forwarder resources, and can also apply for 7-14 days of free storage and free container detention periods, reducing logistics costs per container by 10%-15%, much higher than the agency fee expenditure.

If the agency quote does not clearly include export tax refund services, subsequent tax refund document sorting and tax bureau inquiry response will be charged separately, with a single inquiry coordination fee ranging from 5000-20000 yuan. Some non-compliant agencies will also charge tax refund service fees of 1%-3% of the tax refund amount, or even occupy tax refunds for 3-6 months, generating a large amount of capital occupation costs.

Regular agency fees already include full-process tax refund services, and no extra fees related to tax refund will be charged. They can also advance tax refunds, only charging very low capital costs, far lower than the time cost and capital occupation cost of handling tax refunds by yourself.

If the agency quote does not include foreign exchange collection and settlement services, only providing an export head office. Foreign exchange collection needs to be coordinated with the bank by yourself. In case of foreign exchange inflow verification, SWIFT message abnormality, or insufficient settlement quota, the agency cannot cooperate in providing compliant proof materials, leading to abnormal foreign exchange inflow, or even being judged as a suspicious transaction by the bank and freezing the account, affecting subsequent foreign exchange collection.

Regular agency fees include full-process foreign exchange collection and settlement services, which can optimize the exchange rate of purchase and settlement by using compliant foreign exchange collection and settlement channels, reducing exchange costs by 0.1%-0.3%. The exchange optimization benefit for high-value orders can cover all agency fees.

Low-priced agencies usually do not provide trade contract review and risk underwriting services. In case of L/C soft clauses, customer cargo rejection, trade disputes, etc., they cannot provide professional legal support, and the cargo owner needs to bear all losses alone, with a single loss ranging from 30%-100% of the goods value.

Regular agency fees include basic trade risk review services, reviewing risk points in L/C and trade contracts before shipment, in advance avoiding risks such as soft clauses and cargo ownership loss, and can also cooperate in issuing relevant legal documents to reduce losses from trade disputes.

If the agency quote does not include inspection coordination services, in case of on-site customs inspection, container opening, and sample inspection, the agency will separately charge inspection coordination fees ranging from 1000-3000 yuan. Some agencies without on-site coordination resources cannot cooperate in handling inspection problems quickly, leading to cargo detention, and the resulting detention and container detention fees are much higher than the inspection coordination fees.

Regular agency fees include inspection coordination services, with dedicated on-site personnel following up the inspection process, quickly coordinating and handling container opening, sample inspection, etc., reducing detention time caused by inspection and lowering extra cost expenditure.

If the exported goods are fragile or dangerous goods, low-priced agencies usually do not provide packaging review and MSDS preparation services, requiring you to prepare relevant materials by yourself. In case of non-compliant packaging or non-qualified MSDS during customs inspection, rectification fees ranging from 2000-10000 yuan will be required, and cargo detention will also be caused.

Regular agency fees include packaging review and MSDS guidance services for special categories, in advance investigating non-compliant packaging problems, avoiding subsequent rectification costs and detention losses.

Many low-priced agencies do not provide tax refund document filing and four-flow consistency review services. In case of tax bureau verification or inquiry later, they cannot provide a complete document chain, leading to tax refund rejection or even being judged as tax fraud, facing fines and license suspension, with losses ranging from 1-5 times the tax refund amount.

Regular agency fees include full-process document management services, reviewing the consistency of contracts, customs declarations, invoices, and capital flows in advance, completing document filing on time, and quickly providing complete materials during inquiry to ensure smooth tax refund receipt.

When choosing an export agency, do not only look at the surface agency fee amount, but comprehensively evaluate based on full-link cost calculation. Low-priced agencies usually do not provide trade term optimization and supply chain path planning services, and cannot help you optimize costs in links such as logistics, taxes, and exchange.

The full-link cost may be 5%-10% higher than that of regular agencies. Regular agency fees include basic supply chain optimization services, optimizing trade terms and logistics paths according to your order situation. The part of full-link cost reduction is much higher than the agency fee expenditure, and the cost reduction space is larger for long-term cooperation.
