I am the head of a small to medium-sized foreign trade factory that just started self-operated exports. In the past six months, we have changed two or three small freight forwarders. Every time documents are prepared, there are problems: either the Bill of Lading marks do not match the packing list, or the cargo codes on the customs declaration are filled in incorrectly.

Last month, because the manifest information did not match the customs declaration, we had to amend the documents after the ship sailed. It cost over 8,000 RMB in amendment fees and delivery was delayed by a week; the customer almost canceled the order. I want to understand exactly how legitimate export freight forwarders prepare documents?

What are the mandatory checkpoints throughout the process? How can we avoid such low-level errors? We really cannot afford extra costs anymore. I want to understand the standard logic of document preparation so we can verify the freight forwarder's results subsequently.

Export freight forwarding document preparation is the core link connecting information between the cargo owner, the shipping company, and Customs. The legitimate documentation preparation chain is divided into four core stages.

The first stage is pre-documentation audit. The first step in documentation preparation is not to fill out forms directly, but to first collect the Commercial Invoice,Packing List,Customs Declaration draft, and Trade Contract provided by the cargo owner, and check the consistency of the cargo name, weight, volume, marks, and consignee/shipper information one by one. In particular, the HS Code and declaration elements need to be confirmed for compliance with the cargo owner in advance to avoid declaration errors.

The second stage is the connection of core nodes. First, issue a booking request to the shipping company, obtain the space, extract the pre-manifest information, then prepare the customs declaration documents based on the pre-allocation information. After customs declaration is completed, verify the Customs confirmed manifest information and then prepare the Bill of Lading, ensuring that the manifest, customs declaration, and Bill of Lading information are completely consistent. Every node transfer must be cross-checked twice to avoid information errors and omissions.

The third stage is the exception plan. If information discrepancies are found during document preparation, contact the cargo owner immediately to confirm modifications,do not wait until the ship sails to amend documents. If the cargo owner temporarily changes the cargo, synchronize the modification of all document information in advance, inform the shipping company and Customs simultaneously, and prepare for document amendments in advance to reduce amendment costs and time loss.

The final stage is compliance implementation. After all documents are prepared,a secondary cross-check is required, then they are delivered to the cargo owner for confirmation. After confirmation that they are correct, they are sent to the shipping company and Customs respectively. Finally, keep copies of all documents archived for subsequent inspection and tax refund verification.

The document preparation stage needs to focus on checking the consistency between manifest information and customs declaration data. In 2026, the Customs clearance integration system will automatically compare the consignee/shipper codes, piece/weight/measure, and HS Code information of the manifest and customs declaration.

Any mismatch in any item will cause the system to automatically reject the declaration, and serious cases will directly trigger a controlled inspection. If the 10-digit customs code of the consignee/shipper is entered incorrectly during document preparation, the clearance data cannot flow, requiring deletion and re-declaration, delaying the entire process by at least 3-5 working days.

During document preparation, the 11-digit manifest number from the pre-manifest needs to be extracted separately and copied and pasted directly when entering the customs declaration; do not enter it manually. At the same time, check whether the vessel number and voyage number on the manifest match the booking information to avoid document preparation errors caused by unsynchronized space allocation change information.

As a document of title, the Bill of Lading must be filled in strictly according to the cargo owner's requirements for the Consignee and Notify Party information, especially the endorsement requirements for straight bills of lading and order bills of lading; no errors are allowed. If the goods are settled under a Letter of Credit, the marks and cargo description on the Bill of Lading must be completely consistent with the Letter of Credit terms; even a single letter error will cause the bank to refuse payment.

After document preparation is completed, the Bill of Lading draft must be sent to the cargo owner for confirmation first. After all information is verified to be correct, the original Bill of Lading is issued to avoid high amendment fees caused by amendments after the shipping company issues the original.

Generally, shipping company amendment fees after sailing range from 1,000 to 5,000 RMB, and the amendment cost for transshipment goods is higher. At the same time, it is necessary to verify whether the container/seal number on the Bill of Lading is consistent with the physical seal to avoid failure to pick up the goods.

All document information for export freight forwarding document preparation must remain completely consistent with the information for export tax refund documents, otherwise it will affect the tax refund or even trigger a tax letter inquiry. Currently, export tax refund verification requires that the cargo name, quantity, and export date of the Bill of Lading, customs declaration, commercial invoice, and packing list match completely.

Incorrectly filling in the export date or cargo volume during document preparation will cause the tax refund review to fail. After document preparation is completed, a complete set of document copies must be retained and delivered to the export enterprise for tax refund document filing.

Filing documents must be retained for at least 5 years for tax verification. If the goods are declared by an agent, the agent declaration unit information must be accurately marked during document preparation to ensure a smooth tax refund process.

For export goods settled via RMB cross-border settlement, the pricing currency and settlement method must be accurately marked during document preparation. In 2026, the CIPS system will automatically compare the settlement information of the documents with the receipt and payment information. If the currency is marked incorrectly, the receipt and payment verification will fail, affecting settlement.

If the goods are received into an offshore account, the consignee/shipper information during document preparation must be consistent with the information filed for receipt and payment to avoid being judged as inconsistent information affecting settlement compliance. During document preparation, the transaction method must be filled in accurately; the freight and premium information corresponding to FOB, CIF, and CFR must be reported truthfully to avoid affecting the receipt and payment verification results.

The declared weight and volume of the goods during document preparation must be consistent with the actual goods; do not deliberately under-report the weight to save freight, otherwise Customs will judge it as a false declaration during inspection and directly detain the goods. The declared cargo name must match the actual goods; do not deliberately fill in the wrong name to apply for a lower tax rate or evade supervision. If discovered during inspection, it will be directly transferred to the anti-smuggling department.

If the goods are subject to statutory inspection, the commodity inspection clearance number must be marked on the documents to ensure the system can automatically retrieve the commodity inspection information and avoid inspection delays caused by missing documents. The seal number must be entered into the manifest information accurately; during inspection, Customs will check whether the seal number is consistent with the document information, and if inconsistent, will directly open the box for re-inspection.

During document preparation, all information must be filled in strictly according to the requirements of the trade contract and letter of credit. Documents under a letter of credit must strictly comply with the requirements of document-to-document consistency and document-to-credit consistency. Any discrepancy will cause the issuing bank to refuse payment.

If the goods involve title transfer, the consignee heading on the Bill of Lading must meet the requirements of title transfer. An order bill of lading needs to clearly mark the words "to order" to avoid affecting the subsequent bill of lading endorsement transfer. If a letter of guarantee is required to switch the bill of lading, the relevant information of the letter of guarantee must be marked on the documents in advance during document preparation to ensure the switching process meets requirements and avoid disputes over title to the goods.
