I am a trader specializing in food imported from Southeast Asia. Last month, I imported a batch of coconut juice drinks through Shanghai Port on my own. I missed the additional declaration on the certificate of origin, so it took 18 days to complete the customs clearance.

I spent nearly CNY 30,000 on port demurrage and container detention fees alone, and also delayed the pre-sales stocking for the June 18 shopping festival, losing over CNY 100,000 worth of orders. At the end of this month, I will import three batches of goods through Yangshan Port, which are 20 containers of prepackaged snack foods, 5 containers of frozen durian pulp, and 3 containers of alcoholic sparkling water respectively.

Now I am looking for long-term customs brokerage cooperation, and I would like to ask how long the normal customs clearance takes for each of these three types of goods respectively? Can I apply for expedited processing? What situations will lead to prolonged processing time? What preparations can be made in advance to avoid the delays I experienced earlier?

Submit the full set of documents to the broker for pre-audit 7 days in advance, including the certificate of origin,third-party ingredient test report, import food label filing number, disinfection certificate for cold chain goods, etc. As long as the document information is fully consistent without omissions or errors, for ordinary prepackaged food, customs clearance and release at Shanghai Port can be completed within 48 hours in 2026. If expedited processing is required, you can apply for advance declaration, complete customs declaration and tax payment before the goods arrive at the port, and arrange inspection and container pick-up immediately after the goods arrive at the port. The full process can be shortened to within 24 hours at the fastest.

Frozen durian is a high-risk imported cold chain goods,so you need to reserve an exclusive inspection slot 3 days in advance. As long as the disinfection certificate and nucleic acid test report are compliant, container pick-up and delivery can be completed within 72 hours at the fastest with complete and correct documents. Alcoholic sparkling water requires additional pre-audit of food and alcohol attributes, which has an extra 1-2 working days of review cycle compared with ordinary prepackaged food. Completing the alcohol import qualification filing in advance can further shorten the duration of this link.

It is recommended to reserve a 3-working-day buffer period to deal with unexpected anomalies. In case of customs valuation query, prepare the full set of purchase contracts, foreign exchange payment receipts, and past import declaration forms of the same category in advance, and you can complete the valuation appeal within 1 working day. If the goods are selected for laboratory testing, the testing cycle for ordinary food is 3-5 working days. Conduct domestically recognized third-party testing simultaneously when preparing goods in advance, and you can apply for priority issuance of test results to avoid long-term port demurrage.

Under the national integrated customs clearance model in 2026, the automatic system review pass rate of advance declaration forms exceeds 92%, and the acceptance and review can be completed within 10 minutes if there is no abnormality. If the declaration form is flagged by the system for valuation verification, you need to submit complete price supporting documents within 24 hours, including the original price invoice issued by overseas suppliers, international freight payment vouchers, insurance policy, and import declaration records of goods of the same brand and specification in the past 6 months.

With complete documents, valuation can be completed in an average of 1.5 working days, no need to go through the consultation process. If there is an abnormality in the verification of certificate of origin information, contact the overseas issuing authority to simultaneously upload the electronic certificate to the customs network verification system, and the verification can be completed within 2 working days, no need to return and resubmit the declaration.

You can apply for extension of free storage period 3 days before the goods arrive at the port. Ordinary goods can apply for 7 days of free storage, and cold chain goods can apply for 5 days of free storage, which is sufficient to cover the normal customs clearance cycle. To further shorten the container pick-up time, you can choose the direct port pick-up service, lock the yard berth in advance, and container pick-up can be arranged within 1 hour after customs clearance is completed, no need to wait in line.

In case of space overbooking and container offloading on the shipping route, prioritize direct vessels calling at Yangshan Port, which have 30% higher port call priority than transshipment vessels, to avoid customs clearance delay caused by transshipment delay. Prioritize customs-supervised white card transportation after container pick-up, which can directly connect with urban warehousing or distribution channels, no extra waiting for transfer scheduling.

You can apply for the VAT deferral policy when filing import declarations. There is no need to pay import VAT at the customs clearance stage, and it can be deducted uniformly in the subsequent tax declaration cycle, without occupying the enterprise's working capital, and it will not affect the customs clearance efficiency.

The import tariff rate for ordinary food is 10%-20%, the tariff rate for frozen fruits is 15%-25%, and the consumption tax rate for alcoholic beverages is 10%-20%. Complete commodity code pre-classification in advance to avoid tax repayment, declaration deletion and resubmission caused by code errors, which would delay the customs clearance process.

If complying with RCEP origin rules, submitting a qualified certificate of origin can enjoy zero tariff treatment. The system automatic verification of the certificate of origin takes no more than 5 minutes, and will not add extra customs clearance time.

The average arrival time of CIPS cross-border payment is 2 hours in 2026, 3-5 working days faster than SWIFT payment. Arrange to pay for goods via CIPS in advance, and you can quickly obtain foreign exchange payment vouchers to respond to customs valuation verification.

The probability of ordinary food being selected for inspection is about 8%, the probability of cold chain food being selected for inspection is about 15%, and the probability of alcoholic beverages being selected for inspection is about 12%. If selected for X-ray inspection, the scanning can be completed within 2 hours, and the goods will be released directly if there is no abnormality.

If selected for manual unpacking inspection, inform the on-site personnel of the cargo packing list and placement location in advance, which can shorten the time for unpacking and locating goods, and the inspection can be completed in 2-3 hours on average. If selected for laboratory testing, prepare samples of the same batch in advance, and they can be sent directly to the testing institution, no need to unpack and take samples on site, which can shorten the testing cycle by 1-2 working days.

According to the customs clearance time limit of different goods, you can arrange delivery in batches. Fixed routes with three weekly sailings can be arranged for prepackaged food, special cold chain vessels with two weekly sailings can be arranged for frozen durian, and fixed monthly sailings can be arranged for alcoholic beverages, to ensure stable arrival of goods and avoid customs clearance congestion caused by concentrated arrival of goods.

Rent temporary storage near the port in advance, and the goods can be directly stored after customs clearance, no need for long-distance transportation, which can shorten the overall supply chain cycle by 3-5 working days. Calculate the required customs clearance time backward based on the sales plan, and reserve sufficient buffer period to avoid order breach caused by customs clearance delay.
