I run a foreign trade business of household goods, and plan to develop the Indonesia market this year. I have no experience in emerging markets outside Southeast Asia before. After checking relevant materials recently, I find that Indonesia's export policies seem to have been adjusted in 2026, especially in the qualification part.

A friend of mine encountered port demurrage due to incomplete qualifications when exporting to other Southeast Asian countries before, and I am quite worried now. I do not know what necessary qualifications are required for exporting to Indonesia, and what easily overlooked points exist.

For example, do I need local certification, are there any special requirements for customs filing, and will the qualification requirements for cross-border e-commerce mode differ from those for general trade? I need to clarify the specific requirements for these qualifications, to avoid subsequent problems such as customs detention and fines that will hinder the expansion progress of the new market.

Qualifications for exporting to Indonesia in 2026 need to be sorted out by full-link procedures. For pre-review,two core qualifications need to be confirmed: first, the domestic side export operation qualification. Enterprises need to complete the customs declarant entity registration. Manufacturing enterprises need to have export operation right filing, and trading enterprises need to hold the filing certificate of consignor and consignee of import and export goods. These two are the foundation of customs clearance. Second, the product side compliance qualification. Household goods need to meet the Indonesian SNI certification requirements, and categories such as home appliances and building materials additionally need Halal certification. In 2026,Indonesia implements online application for SNI certification of some light industrial products, and enterprises need to submit materials on the designated platform and obtain the electronic certificate.

For core node connection, attention should be paid to the qualification differences corresponding to different trade terms: if FOB terms are adopted, the consignor shall take charge of preparing domestic customs declaration qualifications, and the Indonesian consignee shall provide local import qualifications. For cross-border e-commerce mode, additional filing for Indonesian e-commerce import qualification is required. In 2026,the simplified customs clearance requirement of Indonesian customs for cross-border e-commerce is to provide HS code filing and Certificate of Origin.

Emergency response plans need to be prepared in advance: if the SNI certification review is delayed, enterprises can apply for a temporary customs clearance permit, which is valid for 14 days. If the cargo is detained due to inconsistent qualifications, supplementary explanations shall be submitted within 7 days, otherwise the cargo will be auctioned. The authenticity of the Certificate of Origin shall be confirmed with priority,as Indonesian customs introduced an electronic verification system in 2026,any falsification will directly lead to cargo detention and inclusion in the blacklist.

Final compliance implementation requires completing the following three items: first, submit all electronic versions of qualifications during customs declaration,no paper documents are required. Second, the foreign exchange receiver shall be consistent with the trade qualification entity to avoid exchange difference risks. Third, keep the Indonesian import customs clearance certificate for subsequent export tax rebate.

For customs declaration qualifications of exporting to Indonesia, attention shall be paid to the 2026 integrated customs clearance requirements of Indonesian customs. Domestic customs declaration entities need to complete the classified management filing of customs declarants. Class A and above enterprises can enjoy priority customs clearance, while Class B enterprises need to upload all electronic scanned copies of qualifications in advance to avoid document pushing delay.

In addition, Indonesia has adjusted HS codes for some light industrial products, so enterprises need to confirm the accuracy of the corresponding HS codes. Wrong classification will lead to inconsistent qualifications, so it is recommended to apply for HS code advance ruling before declaration, which takes around 3 working days, to avoid affecting customs clearance progress.。
