I am engaged in cross-border e-commerce export of 3C accessories, focusing on the European and Southeast Asian markets. The value of each shipment is usually between RMB 50,000 and RMB 200,000. The freight forwarders I previously worked with offered fluctuating quotes.
Last month, when I shipped a batch to Germany, the quote was RMB 42 per kg, but nearly RMB 3,000 was added as fuel surcharge, security inspection fee, and customs clearance surcharges at final settlement. Now I want to switch to a long-term cooperative freight forwarder.
I would like to know: What is the normal import and export freight forwarding postage in 2026? What is the quote difference between different channels? How to judge if the quote includes hidden charges? Is there a way to lock in stable long-term postage prices?

Traditional freight forwarder quotes mostly use a "low initial quote with additional charges later" model, where the base quote only includes trunk transportation fees, customs clearance fees, fuel surcharges, final delivery fees, inspection allocation fees, etc。are mostly extra charges. Temporary price increases during peak season overbooking can reach more than 50%. If quote details are not agreed in advance,it is easy for settlement costs to exceed the budget by more than 30%,and even the goods can be detained due to the freight forwarder's refusal to pay miscellaneous charges.
You can choose to adopt the full-link all-in-one price model, where charges for all links are written into the contract in advance. For customers with stable shipments, you can apply to sign a quarterly/semi-annual pricing agreement to lock in trunk transportation prices. At the same time, you can combine the VAT Deferral Policy to defer VAT taxes in the customs clearance process to the sales link, reducing capital occupation costs. Pair it with the foreign exchange settlement rate optimization plan, using the timing selection of offshore account foreign exchange settlement to reduce exchange losses by 1%-2%.
The threshold for applying for the all-in-one price is usually a monthly shipment volume of no less than 500kg,or a monthly cargo value of no less than RMB 300,000. Signing a long-term pricing agreement requires providing shipment data from the past 3 months as a credit reference. By adopting the optimized plan, overall logistics costs can be reduced by 12%-18%,and capital occupation costs reduced by more than 20%. Merchants shipping 1000kg per month can save RMB 8,000 to RMB 15,000 per month, while avoiding hidden charge disputes.

Customs clearance-related fees in import and export freight forwarding quotes require close attention to the risk of customs valuation fluctuations. If the customs clearance fee in the freight forwarder's quote is significantly lower than the market average, it is highly likely that the freight forwarder will underdeclare the cargo value to reduce costs.
Once the customs valuation is inspected, not only taxes and late fees need to be paid retroactively, but also the goods will be detained for 7-15 days. In severe cases, it will be included in the customs dishonesty list, and the inspection rate of all subsequent import and export goods will be increased. When calculating costs, confirm whether the quote includes valuation adjustment fees and whether the responsibility for underdeclaring cargo value is agreed to avoid subsequent unnecessary losses.

Trunk transportation costs account for more than 60% of freight forwarding postage, and quote differences mainly come from the difference between direct flights and transit flights. In 2026, direct flight quotes for European routes will be 15%-20% higher than transit flights, but the timeliness is 7-10 days faster.
Although transit route quotes are lower, they are prone to problems such as cargo rejection and missed loading. Demurrage and detention fees can reach up to twice the trunk freight. When confirming quotes, clarify the name of the shipping company/airline, transit port, free storage period, free container period, and compensation standards after cargo rejection to avoid extra expenses during peak seasons.

Tax deductions for import and export freight fees must comply with relevant regulations. The VAT special invoice issued by the freight forwarder can be used for input tax deduction. If the quote does not indicate tax inclusion, 6% VAT fee needs to be paid separately later, which will directly increase costs.
For goods destined for the EU market with VAT deferral customs clearance, the VAT deferral service fee charged by the freight forwarder is usually 0.2%-0.5% of the cargo value, which is far lower than the capital occupation cost of paying VAT in advance. This part of the fee can be included in overall cost accounting to optimize overall tax expenditures.

Cross-border payment of freight forwarding postage must comply with foreign exchange control requirements. If the freight forwarder requires payment to a personal account or an unfiled overseas account, it will cause abnormalities in foreign exchange settlement and reconciliation, and may even trigger a warning from the foreign exchange management department, affecting subsequent foreign exchange receipts and payments quotas.
When confirming quotes, clarify the payment path, currency, and exchange rate calculation standards. Try to choose a service provider that supports CIPS RMB cross-border payment to reduce exchange losses while ensuring compliance with foreign exchange receipts and payments.

Quotation agreements for freight forwarding postage must be formalized in written contracts. Verbal quotes are not legally protected.
The contract must clearly list all charge items, charging standards, price increase trigger conditions, and default compensation standards, especially the responsibility division for cost increases caused by force majeure, to avoid situations where the freight forwarder unilaterally raises prices or refuses to ship goods during peak seasons or geopolitical fluctuations, causing unnecessary economic losses.

Freight forwarder documents are necessary materials for export tax refund filing. If the freight forwarder cannot provide regular transportation documents and fee invoices, it will lead to failure to declare export tax refunds normally, and may even be identified as a "four flows inconsistency", facing risks of tax payment arrears and fines.
When calculating quotes, confirm whether the freight forwarder can provide a full set of compliant tax refund filing documents and whether additional document fees need to be paid, to avoid subsequent impact on tax refund progress.

Stable long-term freight forwarding postage can be optimized through supply chain planning. According to the timeliness requirements of different goods, split different transportation channels: goods with high timeliness requirements go by air freight, and goods with low timeliness requirements go by sea freight or rail freight.
Through inventory linkage strategies, prepare goods for low-cost routes 15-20 days in advance, which can reduce overall logistics costs by more than 20%. At the same time, locking in a long-term cooperative freight forwarder allows you to obtain an agreed price 5%-10% lower than the market price, further reducing costs.
