I export civilian furniture from Jiangsu, Zhejiang, and Shanghai. Since the second half of 2025, Europe and the US have imposed an additional 230% anti-dumping duty on our category. After including the tax, the cargo value doubles directly, making it impossible to sell locally. In a hurry, I previously hired a small entrepot agent using the Malaysia entrepot channel. However, the third-country certificate of origin provided by them was forged, and the cargo was detained by customs directly upon arrival at the Port of Rotterdam.

The total loss from port demurrage fees and cargo confiscation alone was over 800,000 yuan. Now I dare not randomly choose service providers. I want to ask which third-country entrepot trade provider is reliable, how to judge the compliance of service providers, whether there are practical screening standards, and preferably an institution that can cover full-link services including entrepot operations, foreign exchange collection/payment, and export tax refund.

Many small service providers in the industry use forged third-country certificates of origin and fictitious local trade links to cut corners and win orders. Once detected by the destination country's customs,it will not only lead to cargo detention and confiscation, resulting in high port demurrage and destruction fees, but also your company will be listed in the destination country's customs risk list. All subsequent exports to this region will be subject to key inspections, and the losses will far exceed the value of the single shipment.

To select reliable service providers, you first need to verify two core qualifications: First, whether the provider has a physical company registered on-site in the third country, whether it has stable cooperation records with local production enterprises, and can provide authentic certificates of origin traceable through the third country's official system. You can ask the provider to provide successful cases of the same category of entrepot trade in the past three months,as well as the query path of the corresponding certificate of origin for self-verification. Second, you need to confirm that the service provider can perform full-process non-unpacking port transfer operations: from domestic departure to third-country transshipment, only change containers without unpacking, and the seal number is traceable throughout the process to avoid cargo tampering or problems during inspection.

Before signing the contract, you must require the service provider to provide a performance compensation guarantee of more than 30% of the cargo value. Clearly stipulate that if document discrepancies, cargo detention,or confiscation are caused by the service provider's operational issues, all losses shall be borne by the service provider. At the same time, confirm that the provider can retain documents for the entire entrepot link to meet the compliance requirements of domestic export tax refund and foreign exchange collection/payment,and avoid subsequent tax and foreign exchange risks.

The core of third-country entrepot customs declaration is the logical closure of documents. The cargo name, quantity, and HS code in domestic export declaration must fully match the information declared in the third-country entrepot.

At the same time, the issuing entity of the third-country's certificate of origin, packing list, and invoice must be a locally registered physical enterprise with corresponding tax payment records. Do not choose service providers that promise to issue certificates of origin using other enterprises' qualifications.

Once customs verify that documents do not match the actual trade link, not only will the cargo be returned, but a fine of up to three times the cargo value will be imposed. The domestic export declaration record will also be marked as abnormal, affecting the customs clearance efficiency of all subsequent export businesses.

The core of entrepot logistics is cargo ownership control and time efficiency management. When selecting a service provider, confirm that it has its own cooperative yard at the transshipment port and can apply for a free storage period of at least 14 days to avoid container detention fees due to transshipment process delays.

Try to choose the full-process sealed container transfer mode: after domestic departure, the seal number is traceable throughout the process; at the transshipment port, only the outer seal is replaced, and the inner container seal remains the same as when it left the domestic port. At the same time, require the service provider to provide real-time query rights for all logistics nodes, with each node (domestic customs declaration, departure, port arrival and transshipment, second voyage departure, destination port customs clearance) updated synchronously to avoid cargo ownership loss.

Tax planning for entrepot trade must comply with BEPS rules. The third-country trade entity must have real business transactions and tax payment records. Do not choose service providers that issue trade documents using shell companies; otherwise, it will be regarded as base erosion, leading to double tax audits by domestic and third-country tax authorities.

You can ask the service provider to provide VAT deferred declaration service, deferring the third-country import VAT to payment during destination country customs clearance to reduce capital occupation costs. At the same time, ensure that the third-country trade link has corresponding profit retention and tax payment certificates to avoid unreasonable related transaction pricing being adjusted by tax authorities, resulting in additional income tax expenses.

Foreign exchange collection/payment compliance for entrepot trade must meet the three-flows consistency requirement (capital flow, goods flow, document flow). The domestic foreign exchange collection path must fully match the trade link. Do not choose service providers that transfer payments through third-party personal accounts; otherwise, it will be marked as a suspicious transaction by foreign exchange management authorities, facing the risk of account freezing.

Try to choose service providers that support CIPS RMB cross-border settlement to reduce exchange rate fluctuation losses. At the same time, require the service provider to provide a full set of trade documents for foreign exchange settlement verification, including third-country trade contracts, invoices, and logistics documents, to ensure that each fund in foreign exchange collection/payment has a corresponding real trade background and avoid settlement obstacles.

Before signing an entrepot trade contract, clarify the division of rights and responsibilities. The contract must clearly state the compensation clauses for document authenticity, compensation standards for logistics delays, and handling responsibilities for abnormal customs clearance in the destination country. Do not sign standard contracts without a clear compensation upper limit.

Many small service providers' standard contracts classify customs inspections and policy changes as force majeure to exempt themselves from responsibility; once problems occur, you can only bear the losses yourself. Before signing, require the service provider to provide real qualification documents, including the third-country company's registration certificate and local operation tax payment certificate, to avoid the other party using a shell company to sign the contract and being unable to pursue responsibility after problems occur.

Export tax refund for entrepot trade must meet the four-flows consistency requirement (contract flow, invoice flow, logistics flow, foreign exchange collection flow). The domestic export contract, invoice, logistics document, and foreign exchange collection voucher must fully correspond. Do not choose service providers that cannot retain full-link documents; otherwise, it will be regarded as false trade by tax authorities, not only failing to get the tax refund but also being required to repay the refunded tax and fined 1-5 times the amount.

Entrepot documents must be retained for at least 5 years, including third-country entrepot declaration forms, certificates of origin, and second-voyage logistics documents. When responding to tax inquiries, you can provide complete full-link trade proof materials to ensure the tax refund process is completed smoothly without inquiry failure.

Supply chain optimization for entrepot trade should select transshipment countries based on your product category and destination country policies. For example, for furniture categories, priority should be given to countries with furniture industry clusters such as Malaysia and Thailand, where the certificate of origin has higher credibility and the probability of being inspected by the destination country's customs is lower.

You can ask the service provider to customize an inventory linkage plan according to your shipment volume, reserving some safety inventory at the transshipment port. Once there is an urgent order in the destination country, it can be shipped directly from the transshipment port to reduce logistics time. At the same time, you can convert trade terms from CIF to FOB transshipment port to reduce logistics costs and transportation risks, and improve the overall supply chain's risk resistance ability.
