We are a small and medium-sized foreign trade enterprise engaged in light industrial product export. We received an order last month, with goods shipped from China to Singapore for transit, then resold to EU customers. This is our first time handling entrepot trade, and we are completely confused.
I went through the 2026 new version of the declaration template, but the filling requirements for many columns are very vague. I do not know which column to fill in foreign exchange receipt and payment information, whether information of the cargo transit country needs to be marked, and I am also afraid that incorrect filling will trigger customs verification.
A peer was inspected just last week for incorrectly filling the declaration form, their goods were detained for half a month and they were fined. I am very anxious now, and want to ask how exactly to fill in the entrepot trade declaration form, and which parts are most prone to errors that need to be avoided?

There are three most common misunderstandings in filling entrepot trade declaration forms in the industry: First, many novices declare entrepot trade as general import and export trade, and incorrectly mark it as permanent inbound or outbound trade. Second, information on cargo ownership transfer in the transit country is left blank and undeclared, concealing the actual transaction situation of third-country transit. Third, the deviation between foreign exchange receipt and payment amount and declared cargo value exceeds the scope allowed by supervision, leading to mismatch between declared information and actual capital flow.
These misunderstandings will directly trigger customs big data compliance early warnings. For minor cases, you will be required to delete the declaration and resubmit, miss the scheduled shipping schedule and incur empty container fees, and fail to clear customs after goods arrive at the port, resulting in high port detention fees and container demurrage. For serious cases, goods will be directly detained for inspection, which will affect the enterprise's customs credit management qualification, and will also lead to failure of normal bank foreign exchange receipt and payment verification,long-term pending funds that cannot be settled, bringing considerable capital pressure to small and medium-sized enterprises.
The core operation method for risk isolation is pre-audit of full set of documents before declaration, check the consistency of cargo ownership information in procurement contracts, transit warehouse receipts and overseas sales contracts in advance,to ensure the unification of ownership flow, cargo flow and capital flow. Secondly, transit country information must be clearly declared, entrepot trade declaration cannot be replaced by "transit trade",and the name of the transit warehouse and the stay period of goods in the transit country need to be filled in accurately.
Third, the deviation between declared cargo value and foreign exchange receipt and payment amount should be controlled within ±5%. If deviation occurs due to exchange rate fluctuations, you need to prepare exchange vouchers in advance and attach them to the declaration materials for future reference. If you find errors after completing the declaration, you should submit an application for deletion and re-declaration within 48 hours, and prepare a full set of cargo ownership transfer materials to actively explain the situation to the customs,to avoid early warnings being upgraded to official inspection. In daily operations, you can establish a check list of core columns, and check them one by one before each declaration,to long-term avoid compliance risks caused by filling errors.

You need to accurately select the trade mode code when declaring. In the 2026 customs code directory, the code corresponding to entrepot trade is 1210, do not mistakenly select general trade (0110) or transit trade (1000).
Whether the declared cargo value should be filled in according to the transaction price difference of entrepot trade or the full amount, it needs to be judged according to whether the cargo ownership is transferred: If goods are directly transported from the port of origin to the port of destination, with only cargo ownership transferred in the transit country, only the price difference of the entrepot transaction needs to be declared; If goods actually enter the transit country for storage before shipment, the full value of goods entering and leaving the transit country needs to be declared. If you encounter price review queries, you need to provide transit warehouse storage vouchers and cargo ownership transfer agreements in advance to prove the authenticity of the transaction, and avoid being identified as false price declaration.

Tax information declaration for entrepot trade needs to match the transaction structure. If overseas intermediaries make profits, the non-resident income part needs to be accurately marked in the declaration form to avoid income tax payment disputes.
If you use the VAT deferral model for entrepot trade, you need to check the "transit country VAT deferral" option in the "tax arrangement" column of the declaration form, and upload the deferral agreement number at the same time to facilitate verification by the tax department. Entrepot trade involving related party transactions needs to comply with the arm's length principle, and the declared price difference cannot deviate from the reasonable market range, otherwise it will be identified as tax base erosion related risks, triggering anti-tax avoidance investigations by tax authorities and increasing enterprise compliance costs.

Filling of foreign exchange receipt and payment information needs to match the balance of payments declaration code. The balance of payments code corresponding to entrepot trade is 121010. Whether it is advance receipt, advance payment, or receipt and payment after goods arrival, it needs to be filled in according to the actual receipt and payment time.
If CIPS cross-border RMB payment is adopted, you need to accurately fill in the CIPS message number in the "payment method" column to facilitate banks to check capital flows and avoid foreign exchange settlement obstruction. Entrepot trade does not require the provision of export foreign exchange receipt verification forms, but a full set of receipt and payment vouchers need to be retained. The receipt and payment amount filled in during declaration needs to be consistent with bank statements, and deviations exceeding the reasonable range will be included in the abnormal monitoring list of the foreign exchange bureau, affecting subsequent cross-border receipt and payment businesses.

Scanned copies of cargo ownership transfer documents need to be attached to entrepot trade declarations. If you use the order bill of lading endorsement transfer method, you need to mark the bill of lading number and endorsement information in the "cargo ownership certificate" column of the declaration form, to ensure that the declared information is consistent with legal documents.
If third-party guarantee is involved in the transaction, the guarantee number needs to be filled in the remark column to avoid customs doubts caused by unclear cargo ownership. For entrepot trade paid by letter of credit, you need to check the consistency between letter of credit terms and declaration information. Information such as transit country, cargo value and delivery period cannot conflict, otherwise it will lead to negotiation obstruction, and also affect the compliance of customs declaration.

If entrepot trade goods need to be transited and inspected at domestic ports, the seal number and seal information of the goods need to be accurately marked in the declaration form, and the seal number should be consistent with the manifest information when applying for machine inspection. If goods need to be unpacked for inspection, indicate the storage location and packaging condition of the goods in the remark column of the declaration form in advance to shorten the inspection process.
If the declared information is inconsistent with the actual situation of the goods, you should actively explain the actual situation of the entrepot trade to the on-site customs, and provide supporting documents such as transit contracts to avoid being identified as false declaration, speed up inspection and release, and reduce unnecessary port detention costs.

Entrepot trade is not general export trade, and does not require export tax refund declaration. Therefore, do not declare repeatedly in the export tax refund system, otherwise it will trigger tax letter verification and affect the normal tax refund business of the enterprise.
If entrepot trade involves input tax in the domestic procurement link, you need to accurately distinguish between deductible and non-deductible parts, and fill in the corresponding columns when declaring to avoid illegal input tax deduction. The full set of declaration documents, foreign exchange receipt and payment vouchers, and contracts need to be retained for filing, with a retention period of no less than 5 years, to respond to subsequent compliance verification by tax authorities, avoid compliance risks caused by missing documents, and affect the normal operation of the enterprise.
